This article tests fiscal appeasement, needs-based and coalition potential hypotheses for redistribution in post-Soviet Latvia and Ukraine. I argue that the government's decision to reward a minority population depends on the coalition potential of minority parties and voters. In Latvia, the non-participation of minority parties in governing coalitions means that the distribution of spoils among coalition partners does not benefit the regions in which Russian speakers live. In Ukraine, on the other hand, voters and parties in western Ukraine have been sought out by Russian-speaking politicians from eastern Ukraine, and the districts of western Ukraine received preferential treatment as a result. 相似文献
AbstractPrivate actors play an increasing role in mediating the relationship between States and noncitizens and even in creating or perpetuating exclusions associated with noncitizenship. This paper offers a way to analyse the forms of engagement of the for-profit private sector in migration control and asks what it means for how noncitizenship is constructed. It presents the private sector as acting like a buffer, altering whether and how individuals may engage with a State constructing what noncitizenship means within a State’s territory, and removing so-constructed individuals from a relationship with that State. It shows how this may occur directly or indirectly, explicitly or implicitly. The paper addresses two main concerns: the impact on the State-noncitizen relationship and whether there are some areas of the relationship between the State and the noncitizen that should not be so-delegated. It argues that privatised migration control raises problems for standard justifications of migration control and noncitizenship construction. 相似文献
This paper explores the notion of ‘innovation spaces’ within the UN system, as physical and virtual laboratories for innovation. Using empirical research in a range of innovation labs the authors explore four key questions: what form UN innovation labs have taken, what has motivated their creation, what their aims and objectives are, and what impact they are having. The answers to these questions promote reflection on the future of innovation spaces, particularly an analysis of whether a model of ‘siloed’ innovation spaces will survive in the humanitarian system. In this article, the authors review the literature on surveys pertaining to threats and assaults on psychiatrists and report the results of a questionnaire sent to Oregon psychiatrists. Although the responding psychiatrists were experienced clinicians, they appear to have had relatively little life experience with aggression. Assaults and threats were frequent in their careers, occurred across a variety of clinical settings, and involved a wide range of patients. The authors discuss specific strategies for psychiatrists to minimize the effects of patient threats and assaults and suggest ways in which organized psychiatry can help with the danger and sequelae of patient violence. 相似文献

The 1983 Oregon legislature responded to public pressure to narrow the application of the insanity defense by eliminating personality disordered individuals from consideration for an insanity verdict. This article examined the effects of the statutory change, and found no significant change in the frequency of insanity acquittals of personality disordered subjects between the three pre-reform years (n = 21) and the three post-reform years (n = 14). We also reviewed how the Psychiatric Security Review Board handled these patients once committed to their jurisdiction. We constructed a matched comparison group of psychotic acquittees and found that in the pre-reform years the personality disordered subjects spent less time in the system and less time in the hospital than the psychotic patients. However, in the post-reform years their time in the system and time in the hospital was the same as the psychotic controls. There were fewer decisions to discharge personality disordered patients from the system after the reform, although this difference may be due to factors other than the statutory reform itself. The conclusion is that narrowing the insanity defense is a worthy goal which may be difficult to achieve. 相似文献
The role of the Spanish-speaking media is crucial for how Latinx communities learn about seeking help when experiencing intimate partner violence (IPV). This study investigated the IPV help-seeking messages disseminated by the Spanish-speaking media in the U.S. during the COVID-19 pandemic. We engaged in an exploratory content analysis of videos from Univision’s main website, the most-watched Spanish-speaking media network in the U.S. We searched for videos related to IPV help-seeking posted from March 19–April 21, 2020—including the weeks after the World Health Organization declared COVID-19 a global pandemic and the U.S. mandated a shelter-in-place. After assessing inclusion criteria, 29 videos were analyzed. Data were analyzed using basic content analysis to determine frequencies and inductive interpretive content analysis to code for help-seeking messages. We identified eight manifest messages related to seeking help when experiencing IPV in times of a crisis: (1) contact a professional resource; (2) contact law enforcement; (3) contact family, friends, and members of your community; (4) create a safety plan; (5) don’t be afraid, be strong; (6) leave the situation; (7) protect yourself at home; and (8) services are available despite the pandemic. We found that the manifest messages alluded to three latent messages: (1) it is your responsibility to change your circumstances; (2) you are in danger and in need of protection; and (3) you are not alone. IPV and media professionals should ensure a structural understanding of IPV in their help-seeking messages and avoid perpetrating stigmatizing and reductionist messages.
