Protecting the Common Good: Technology, Objectivity, and Privacy

The rhetoric of public policy after September 11 encourages us to believe that the preservation of freedom and the safety of the common good requires our universal acquiescence to technological invasions of privacy. The purpose of this article is simply to warn that the rhetoric of public policy solutions post–September 11 may be inconsistent with the philosophical and legal framework of American democracy. While serving as a solution today, this rhetoric may pose a devastating blow to the balance of individual privacy and common good that is essential to the preservation of freedom.     

Child protective intervention in the context of welfare reform: The effects of work and welfare on maltreatment reports

Recent changes in welfare policy have produced changes in parental work and welfare receipt. These factors are assessed in relation to investigated reports of child abuse and neglect using survey data on 1998 welfare recipients in nine Illinois counties, in conjunction with longitudinal administrative data on cash welfare benefits, employment, and child abuse and neglect reports. Trend analyses show that rates of child maltreatment reports among welfare recipients have risen since the passage of PRWORA in 1996. Findings from multivariate analyses indicate that parental employment has a protective effect on reports to child protection systems (CPS), that this effect is greatest when combined with welfare receipt, and that this effect becomes stronger over time. Those who receive welfare in the absence of employment face a significantly greater risk of CPS involvement, even compared with those who neither work nor receive welfare. © 2003 by the Association for Public Policy Analysis and Management     

Lay theories of suicide among Austrian psychology undergraduates

Lester and Bean's (1992) Attribution of Causes to Suicide Scale gauges lay theories of suicide including intrapsychic problems, interpersonal conflicts, and societal forces as causes. Results obtained with its German form (n=165 Austrian psychology undergraduates) showed no sex differences and no social-desirability effects. Intriguingly, all three subscales were moderately intercorrelated, thereby indicating respondents' general agreement (or disagreement) with all three theories. Thus, the critical dimension of lay theories of suicide appears to be the belief that suicide has definite causes (regardless of type) versus that it is without causes (unpredictable). In addition, religiosity was positively associated (and overall knowledge about suicide negatively associated) with belief in intrapsychic causes, whereas liberal political views were negatively associated with belief in interpersonal causes.

Community assessment of NGO housing delivery: lessons from Port Vila,Vanuatu

This article reports on a 2016 field-based multiple case study of three communities in peri-urban Port Vila, Vanuatu. It offers robust empirical evidence that participatory planning, partnerships, and programme evaluation, as espoused in the literature from the last two decades and readdressed in Habitat III Conference on Housing and Sustainable Urban Development, is not regularly occurring in aid-based housing programmes. The study identifies that in sacrificing consultation – community cohesion, capacity building, resiliency, and innovation, are also sacrificed. This research differs from peer literature by employing an inductive and underutilised methodology, storytelling, and by focusing on an at-risk country which receives little academic, NGO, or development attention.     

Masculinities and emotional expression in UK servicemen: ‘Big boys don’t cry’?

Dominant discourses of military servicemen position them as more prone to psychological damage than the general population, but as reluctant to seek psychological assistance, because of the military culture of ‘toughness’, a military masculinity, that values stoicism, emotional control and invulnerability and implicitly excludes ‘feminine’ characteristics like emotionality. This is seen as a barrier to military personnel seeking help, by implicitly discouraging emotional disclosure and expression. This article presents an analysis of semi-structured interviews with six male military and ex-military personnel, focused on their experience and understandings of emotion, emotional expression and ‘mental health’ in the military. The dominant construction of military masculinity certainly renders some forms of emotion inexpressible within certain contexts. However, we argue that the construct is more complex than a simple exclusion of the ‘feminine’ and the ‘emotional’. We explore how the highly masculine notions of military solidarity and ‘brotherhood’ create a ‘safe’ masculine space within which men could share their emotional experiences, but also highlight how this space for emotional expression is relatively constrained. We argue that these notions of solidarity and brotherhood open a space for emotional connection and expression that must be respected and worked with creatively, in therapeutic and other interventions.
