The joint establishment of One Belt One Road is a practice of international cooperation initiated by China and actively participated by other countries. One of the important issues is how to ensure sustainable common security, and what kind of geopolitical theory should be employed for guidance. Traditional geopolitical theories, such as sea power theory, land power theory and Rimland theory, mainly serve for the fi ght for geopolitical hegemony or military strategy. They are in sharp contrast with the goal of One Belt One Road, which is of mutual interest and a win-win situation. However, One Belt One Road is still regarded by some countries from the traditional geopolitical perspective. To equip One Belt One Road with new geopolitical concepts, the author hereby proposes the theory of land-ocean peaceful cooperation, which is a non-alliance network community of common interests, security and destiny. This community would be established for mutual benefi ts, between ocean countries and land countries, among ocean countries and among land countries. It could help policy communication among participant countries of One Belt One Road, and the establishment of an open net-like system of peaceful operation and common development. The theory of land-ocean peaceful cooperation of sustainable security, together with the practice of international cooperation of One Belt One Road, will undoubtedly break through the vicious cycle of the Eurasian geographical fi ght and confrontation between sea powers and land powers illustrated by the traditional geopolitics.  相似文献

Abstract:  In order to assess whether or not the class and individual characteristics of a firearm change over time, five different makes of Turkish self-loading pistol were tested and were each fired a large number of times. The class and individual characteristics were identified for each pistol and the first fired cartridge case was compared with the subsequent consecutive 250th fired cases for each pistol. It was found that there were slight changes in some of the individual and class characteristics; however, this was not statistically significant and did not affect the ability of the firearms examiner to match the first fired case to the last fired case for each firearm tested.  相似文献

Abstract: Guanaco (Lama guanicoe) is a protected and widely distributed ungulate in South America. A poacher, after killing guanacos in Valle Chacabuco, Chilean Patagonia, transported and stored the meat. Samples were retrieved by local police but the suspect argued that the meat was from a horse. Mitochondrial cytochrome b gene (774 pb), 15 loci microsatellites, and SRY gene were used to identify the species, number of animals and their population origin, and the sex of the animals, respectively. Analysis revealed that the samples came from a female (absence of SRY gene) Patagonian guanaco (assignment probability between 0.0075 and 0.0282), and clearly distinguishing it from sympatric ungulates (E‐value = 0). Based on the evidence obtained in the field in addition to forensic data, the suspect was convicted of poaching and illegally carrying fire arms. This is the first report of molecular tools being used in forensic investigations of Chilean wildlife indicating its promising future application in guanaco management and conservation.  相似文献

The present study tested a section of the model of coercion in intimate partner violence (IPV) by investigating the relationships among coercion, IPV and mental health symptoms. The study's sample consisted of 573 culturally diverse university students (age M = 21.4) who completed a survey that measured past IPV victimization, coercive behaviors, and mental health symptoms. Structural equation modeling analyses revealed that coercion was a stronger predictor of adverse mental health symptoms than was IPV victimization. In addition, the study found that the adverse effect of coercive behaviors on mental health symptoms was stronger among female victims of IPV than among male IPV victims. The results have implications for theory building, future research, and mental health professionals who work with female and male victims of IPV.  相似文献

Literature often emphasizes the use of force as a distinctive feature of police work, while risky encounters and uncertainty are conditions under which such work is carried out daily. Conditions leading to the use of force by the police have been associated with the presence of menacing minorities, losing verbal control, the youth and lack of experience of officers, and critical physical proximity between officers and suspects. Additionally, defiance towards the police has often been linked to increased force used by the police. It is here proposed that uncertainty also fosters police officers’ dispositions to use force. In this study, four focus groups were conducted with officers from two Venezuelan municipal police departments in October 2003, presenting a hypothetical scenario progressing from contact with suspects towards an open confrontation involving a shooting. Officers perceived, through different phases of the scenario, an encounter of no easily predictable outcome with suspects, involving potential harm to the police and bystanders. A pattern seemed to appear among officers in which overcoming real or assumed resistance became the central issue. When physical confrontation with suspects became evident, self defence was the clearest justification for the use of force, though the use of force was also defended by officers without further elaboration on the requirements and conditions for effectively thwarting aggression. It appears that uncertainty about the outcome of a situation fosters both the disposition and the justification for using force.

This paper proposes an empirical analysis of Spanish court performance using the economic approach. An econometric model will be estimated in order to answer two basic questions: (1) why some courts’ output it is greater than others? (2) Could courts produce a higher output using their actual resources? In addition it will be determine, by means of an analysis of variance (ANOVA), whether courts showing higher than average output have dictated resolutions with a higher reversal rate.  相似文献

This article introduces a new concept to the study of decentralization processes: policy dynamism. At its core is the notion that the sequential and temporal process of health decentralization affect the nature of intergovernmental relationships and municipal bureaucratic capacity. Examining the case of Brazil, I argue that the rush to decentralize health services to municipalities has, in the absence of sufficient financial and technical assistance from the federal and state governments, increased state-municipal conflict over the management of health policy, limiting municipalities' ability to increase bureaucratic capacity. Consequently, some states have attempted to recentralize reforms, generating further conflict between both subnational levels of government. While some municipalities have tried to overcome these problems by creating associations and working with international organizations, several bureaucratic obstacles remain. This article attributes these outcomes not to federal institutions and economic constraints (the traditional approach in the literature) but rather to the noninstitutional, temporal policy dynamics of decentralization.  相似文献

The study of Colombian foreign policy emphasises external constraints and presidential prerogative in foreign policymaking. Drawing on insights from recent foreign policy analysis literature and evidence from several cases (Plan Colombia, US military bases, free trade talks with China, and ICJ arbitration of a maritime border with Nicaragua), this article challenges commonplace presidentialist assumptions. A novel model of ‘contested presidentialism’ better captures how Colombian domestic actors mobilise to raise political costs to block or modify presidential preferences. When the opposition fails to raise costs, presidentialist assumptions apply. Otherwise, presidents respond strategically by abandoning policies or substituting second-best alternatives.  相似文献
