Recent scholarship on budgeting in Latin American and Caribbean (LAC) countries indicates that political institutions impact the level of budget discipline. Building upon this previous research, we argue that the principal problem that must be addressed in both the government and the legislature to insure strong fiscal discipline is the common pool resource (CPR) problem. At the cabinet level, the CPR problem arises because ministers consider the implications of decisions on their ministries only. The level of the CPR problem in the legislature depends upon the electoral system. Using a data set of LAC countries for the period 1988–97, we find that executive power in the budget process is most effective in reducing budget deficits when electoral incentives for the personal vote is high in the legislature, while strengthening the president (or prime minister) in countries where the personal vote is low in the legislature has no effect . 相似文献

The history of political science serves as a context within which we make sense of the nature and role of our discipline. Narratives about the past development of British and American political science help to frame debates, choices, and identities within the contemporary discipline in Britain. What do recent studies on the history of political science tell us about the character of political science in Britain and America? What do they suggest about the relation of the British study of politics to British identities more generally? Our review of recent work concentrates on three issues: (1) how historical studies of political science relate to approaches and identities within the contemporary discipline; (2) how they relate to the past, i.e. whether their historical vision is marred by presentism; (3) whether they look beyond the boundaries of the discipline. 相似文献

and Washington each had a distinct set of friends and foes. In 2008, Washington still has a distinct set of friends and foes,
but Moscow has relatively good relations with all governments and most major opposition movements in the region—the only exceptions
being Al Qaeda and its affiliates. It is argued that Putin’s policy toward the Middle East is not really aimed at displacing
the U.S. in the region, but protecting Russia and Russian interests from Al Qaeda and its allies. Indeed, a continued American
presence in the region serves to protect Russian interests in the region.

'Unfinished Business' examines American and British postwar policy toward the regime of Francisco Franco in Spain. Although the emergence of the cold war eventually altered that policy from one of strenuous opposition to one of grudging acceptance, the continuing desire of the Western allies to alter or remove the Franco regime illustrates the persistent influence of anti-fascism after World War II. In retrospect, the eventual alignment of Franco with the West seems a foregone conclusion, but in the fluid context of the years immediately after World War II policy makers on both sides of the Atlantic struggled to determine their interests in a world no longer defined by the war and not yet in the grip of the cold war. 相似文献

Borders are a unique political space, in which both sovereignty and citizenship are performed by individuals and sovereigns. Using the work of Agamben and Foucault, this article examines how decisions made at the border alienate each and every traveler crossing the frontier, not simply the ‘sans papiers’ or refugees. The governmentality at play in the border examination relies on an embedded confessionary complex and the ‘neurotic citizen’, as well as structures of identity, documentation, and data management. Since the mid-1970s, the subject Australian Cinema, and its various synonyms and neologisms, has been studied in humanities, social sciences and the arts in Australian higher education, and research in the field has played an important role in informing the critical approaches underpinning curriculum. Yet to date there is limited insight into the types of subjects offered, approaches to curriculum and syllabus, and their alignment with research. This article maps Australian cinema studies in higher education at an undergraduate level, and provides insight into common curriculum and syllabus models. Findings are drawn from an online survey of university course handbooks, content and thematic analysis of study guides and weekly syllabus, and correspondence with coordinators. Twenty-seven universities offered subjects with a dominant Australian cinema focus. Australian cinema studies is firmly embedded in national cinema curriculum, and three common curriculum models include the following: (1) a historical chronology of Australian cinema, (2) a text-dominant approach organised around the weekly study of a key film and (3) an approach predominately structured around Australian cinema discourses and critical theory. Despite the increasing importance of transnational approaches to Australian screen in research, transnationalism rarely functions as a dominant organising logic for curriculum in its own right. 相似文献

This article provides a development co-operation perspective on the challenges facing Libya during its post-Qadhafi transition. Four key areas for international co-operation are outlined: peace, reconciliation and justice; governance and public administration; economic diversification; and migration. While concrete initiatives in all of these areas depend on Libya’s domestic security situation, they need to be part of a long-term, holistic strategy for one of the most fragile and conflict-affected countries in North Africa. Assuming that Libya’s domestic power-brokers decide that a modern, prosperous country is what they want, patient and committed international support can help turn Libya into a success story. 相似文献
