A large literature has established that people learn from political discussion, and some scholars suggest that people will make better choices if they engage in political discussion with opinion leaders. To establish that discussion promotes better vote choices, however, we have to create a measure of rational choice to test the impact of discussion. Recently, scholars have used Lau and Redlawsk's voting correctly measure to test the impact of various influences on the rationality of vote choice. Using this new measure of rationality—voting correctly—I determine whether political discussion has the predicted positive impact. To test this theory, I use 2000 American National Election Study survey data, and show that greater political discussion with knowledgeable discussants leads to more correct voting.  相似文献

The right to health was codified in Article 12 of the International Covenant on Economic, Social and Cultural Rights as an individual right, focusing on individual health services at the expense of public health systems. This article assesses the ways in which the individual human right to health has evolved to meet collective threats to the public's health. Despite its repeated expansions, the individual right to health remains normatively incapable of addressing the injurious societal ramifcations of economic globalization, advancing individual rights to alleviate collective inequalities in underlying determinants of health. By examining modern changes to underlying determinants of health, this article concludes that responding to globalized health threats necessitates a collective right to public health.  相似文献

There is a lacuna in the literature analyzing the mid-term (6-24 months) period after a DPRK contingency that results in the Pyongyang regime’s relatively sudden and unmanaged fall. This article helps fill that gap, particularly with respect to security issues that would challenge Korean unification efforts during such a period. Following an Introduction, Section I first makes the case for a DPRK contingency being the most plausible end to the Pyongyang regime. Assuming the scenarios from Section I, Section II addresses the question of what critical issues a unifying Korea will face over the mid-term, and how dealing with these challenges will condition the type of end-state that a unified Korea will embody. In particular we examine three challenges: (a) mid-term security provision related to potential weapons proliferation, cyber-security, organized criminality, and human security; (b) the foundations of institution-building through measures dealing with issues of transitional justice, disputed land title claims, and generating broad domestic stakeholder buy-in in a unifying Korea; (c) the disposition of Korea’s strategic alignment in a Northeast Asia that will have undergone a major alteration of the regional system. Section III concludes with policy recommendations concerning what efforts should be made now to prepare for the situations described in Sections I and II.  相似文献

The term ‘cloud computing’ has begun to enter the lexicon of the legal world. The term is not new, but the implications for obtaining and retaining evidence in electronic format for the resolution of civil disputes and the prosecution of alleged criminal activities might be significantly affected in the future by ‘cloud’ computing. Although the use of ethanol, marijuana, and other drugs may be detrimental to driving safety, this has been established by direct epidemiological evidence only for ethanol. In this study, the incidences of detection of ethanol (and other volatile substances), delta-9-tetrahydrocannabinol (THC), barbiturates, cocaine and benzoylecgonine, opiates, and phencyclidine were determined in an inclusive population of 600 verified single-vehicle operator fatalities that occurred in North Carolina in 1978 to 1981. The incidence of detection of amphetamines and methaqualone were determined for drivers accepted for study during the first two years (n = 340) and the last year (n = 260), respectively. Blood concentrations of 11-nor-deta-9-tetrahydrocannabinol-9-carboxylic acid (9-carboxy-THC) were determined in THC positive drivers. EMIT cannabinoid assays were performed on blood specimens from all drivers accepted for study during the third year, and the feasibility of using the EMIT cannabinoid assay as a screening method for cannabinoids in forensic blood specimens was investigated. The incidence of detection of ethanol (79.3%) was far greater than the incidences determined for THC (7.8%), methaqualone (6.2%), and barbiturates (3.0%). Other drugs were detected rarely, or were not detected. Blood ethanol concentrations (BECs) were usually high; 85.5% of the drivers whose bloods contained ethanol and 67.8% of all drivers had BECs greater than or equal to 1.0 g/L. Drug concentrations were usually within or were below accepted therapeutic or active ranges. Only a small number of drivers could have been impaired by drugs, and most of them had high BECs. Multiple drug use (discounting ethanol) was comparatively rare. Ethanol was the only drug tested for that appears to have a significantly adverse effect on driving safety.  相似文献

Economic theory frequently uses ceteris paribus assumptions to hold complicating variables constant to analyze the effect of one variable on another. Policy-makers must consider effects of policies with other things changing as they will (i.e., mutatis mutandis). Impact assessment can recon- cile the often narrow approach of economic analysis and the need for broad consideration of implications. The methods of impact assessment can pro- vide a proper place for economic analysis in policy assessment and help to assure that a broad range of impacts are included to determine the economic effects of events and decisions.  相似文献
