Employing a political-economics approach, this paper comparessmall states and unions when the former fail to internalizecross-border externalities of publicly provided goods. Itdiscusses two types of unions: federations with more than onelevel of government and unitary states. While unitary statesare unable to differentiate public spending according todiffering preferences, rents of governments in a federationare higher due to a common-pool problem. The comparison leadsto the following results. (1) Citizens prefer small states tolarge states if spillover effects are weak. (2) They benefitfrom a multi-level government only if their preferencesheavily differ from the median-voter's preferences and ifspillovers are strong. Based on this comparison the paper alsodiscusses the creation of unions. Making specific assumptionon the distribution of preferences, it analyzes strong Nashequilibria at the union formation stage.  相似文献

Public choice theory takes citizens as rationally ignorantabout political issues, because the costs of being informedgreatly exceed the utility individuals derive from it. Thecosts of information (supply side) as well as the utility ofinformation (demand side), however, can vary substantiallydepending on the political system under which citizens live.Using survey data from the European Union and Switzerland, wepresent empirical evidence that citizens are politicallybetter informed when they have more extended politicalparticipation rights. The results corroborate theoreticalarguments and circumstantial evidence that voter informationshould be treated as endogenously determined by politicalinstitutions.  相似文献

Perhaps the most serious and disabling federal intrusion ofrecent years into the independent political status of stateand local governments has been actions by the U.S. governmentto prosecute elected state and local officials and their closeassociates for local political corruption. In 1986 U.S. Attorneysin New York, Boston, District of Columbia, Pennsylvania, andelsewhere pursued such investigations and prosecutions withunusual vigor. These activities have a recent genesis—since1974—and they are basically unauthorized, in importantrespects out of control, and overall questionable in terms ofthe federal nature of our constitutional system. These findingsare supported by data from the Public Integrity Section of theCriminal Division and the Office for U.S. Attorneys, both inthe Department of Justice, and by opinions of U.S. courts, legislativehistories of bills and statutes, and sources on criminal lawand political corruption.  相似文献

A 55-year-old man was found dead on the bed lying on his side in a pool of blood with a bullet entrance hole in the nape. Behind his body, a semi-automatic rifle Remington Nylon, cal. .22 LR, was detected. As the gunshot entrance site was rather unusual for suicide, a forensic autopsy was performed, which showed a contact shot to the nape with the bullet path running upward to the left frontal area. The man had been treated with citalopram for delusional depression, so that a suicidal act seemed plausible, and the autopsy and criminalistic findings were also compatible with this assumption. A remarkable fact of the present case is that a long firearm had been used. Reports on suicidal shots to the nape are comparatively rare in the medicolegal literature and usually refer to pistols or revolvers.  相似文献

A 79-year-old man, who was in a helpless situation due to cardiac decompensation, suffered dog bite injuries on the left thigh and in the genital region while still alive. Two extensive soft-tissue defects with contused and bruised wound edges were surrounded by multiple slit-like skin lesions. The outer genitals were almost completely missing. Because of surgical emergency treatment, molecular biological investigations were no longer possible. Therefore, the cause of the bite injuries had to be determined solely on the basis of the documented morphology of the wounds.  相似文献

How do ruling policy paradigms persist over time and why do they often undergo significant internal ideational changes? While the impact of Peter Hall's approach to policy paradigms on the study of governance has been immense, there is a burgeoning consensus that a “Kuhnian” understanding of paradigms makes punctuated equilibrium style shifts the only game in town. While Hall's approach can account for inter‐paradigm change with reference to exogenous shocks, it does not allow for significant ideational shifts to occur intra‐paradigm. To remedy this, we place ideational power dynamics at the heart of the study of policy paradigms. We demonstrate the general applicability of our approach by examining the evolution of British macroeconomic policy‐making since 1990. We show how key policy‐makers were able to employ their institutional and ideational power to reinterpret and redefine the dominant neoliberal understanding of the economy to match their own specific ideas and policy priorities.  相似文献

The high hopes that the Trans-Pacific Partnership (TPP) would open up trade across the Pacific were dashed by the decision of the new US Government under President Trump to withdraw from the agreement in January 2017. Despite being controversial, the TPP had been recognized as an agreement that substantially updates and extends international trade rules responding to new technological developments and economic realities. It was thus lauded by some as the first true twenty-first century trade agreement. The United States’ withdrawal from TPP gives the agreement an uncertain future. Yet, we argue in this paper that some achievements of the TPP might not be lost. The TPP offers important lessons for other ambitious regional trade deals both in terms of process and content. Furthermore, several chapters of the TPP can become blueprints for ongoing and upcoming negotiations at the multilateral level. A one-to-one transposition of TPP provisions into the multilateral trade agreement is unlikely, yet certain provisions could serve as valuable inspiration for future multilateral trade talks.  相似文献

Abstract

The Extractive Industries Transparency Initiative (EITI) has received much attention as a scheme that can help reduce corruption in mineral-rich developing economies. To our knowledge, this paper provides the first empirical attempt (using panel data) to explore how EITI membership links to changes in corruption levels. We also examine whether the different stages in EITI implementation (initial commitment, candidature, full compliance) influence the pace of changes in corruption. We find that EITI membership offers, on the whole, a shielding mechanism against the general tendency of mineral-rich countries to experience increases in corruption over time.  相似文献
