ABSTRACTAssessing the risk for animal cruelty is imperative, yet understudied and problematic due to the sensitivity of the topic. Early prevention is critical, yet very little research examines cruelty when it first appears in childhood. The aim of this study was to explore children’s attitudes towards types of animal cruelty, to investigate potential demographic differences, and to examine potential associations between acceptance of cruelty and cognitive and affective factors that place children ‘at-risk’ for cruelty perpetration. Questionnaire data was collected from 1127 children in schools. The results indicate that cruelty attitudes are predicted by some demographic variables such as urban living, being male, younger age and not having pets, but depend on the type of animal cruelty. Acceptance of cruelty predicted low compassion and low reported humane behaviour towards animals. Acceptance of cruelty was predicted by negative attitudes towards animals, lower beliefs in animal minds and low attachment to pets, signifying the importance of targeting such variables in future prevention programmes. This study is an original contribution to research into childhood animal cruelty in the general population, with implications for designing and implementing early prevention programmes that tackle problematic attitudes to cruelty. 相似文献

This article is by Martin Williams, the British diplomat who, contrary to the picture painted in the film, personally escorted to safety the Americans who had escaped when the Iranian Revolutionary guards took over the US Embassy. He sets that episode in the broader context of his personal experience of working during a complicated period during which initially there were major commercial opportunities for British firms, and then the power of the Shah started to wane, and finally he was overthrown. The role of formal education in the reproduction of inequalities is well documented. Less clear is how this lens can be applied to a study of post-conflict state-building. The present study pairs policy analysis with student-centred ethnographic fieldwork to examine education policy in Rwanda. Since the end of the genocide, the government has staked its claim to legitimacy in delivering inclusive development. Its basic education policy is an entitlement programme with broad public support and designed to allow all children to attend primary and secondary school. Students found themselves caught up in a web of contradictions with important symbolic and material dimensions. They went to schools designed to improve access for the poor. But they were also poor schools, lacking in quality and associated with failure. The country’s switch from French to English was bound up in alliances of domestic power that further undermined effective teaching and learning. The basic education policy intended to highlight the government’s commitment to deliver development to all. But in absence of a sustained and effective strategy to improve quality, young people felt excluded from meaningful engagement in the education system. This study focuses on the role of public capital stock in contributing to interstate differences in productive efficiency in manufacturing. Our motivation is to assess the role of public capital as a source of persistent regional variations in efficiency, and thus determine if public infrastructure policies might reasonably be expected to alter the competitive environment of a state's manufacturing sector. We use a stochastic frontier production function model, explicitly incorporating infrastructure capital, to examine the relative performance of the aggregate manufacturing sector across states and over time. We calculate an index of productive efficiency and estimate the determinants of statewide variations in it. These results show that variations in per capita infrastructure stocks significantly affect manufacturing efficiency. Considering the behavior of public capital as both a direct and an indirect input furthers our understanding of the role of infrastructure and its implications for regional economic development policies. 相似文献

This article explores the role of Queensland voters in the 2019 Australian federal election. The article identifies five key elements of a Queensland political culture before offering evidence that the Liberal-National Coalition's exceedingly strong performance in Queensland in 2019 was not a single aberration, but one of a long and continuing pattern of electoral nonconformity. The article also argues Queensland's complex regional diversity necessitates analysis across not one or two constituencies but via six geographically, economically and demographically diverse regions. This article employs the concepts of security culture and normlocalization to explore some of the cultural dimensions of theAfrican Union's (AU) security policies. After providing an overviewof constructivist accounts of norm socialization in internationalrelations, I use these insights to analyse the origins and developmentof the AU's security culture. The final two sections explorethe ongoing process of norm localization in relation to thetwo most recent tenets of the AU's security culture: intoleranceof unconstitutional changes of government and the responsibilityto protect principle. An awareness of the uneven and contestednature of this process helps account for the fact that althoughthese two transnational norms have been institutionalized inthe AU Charter and endorsed by the United Nations, they havebeen internalized unevenly by the AU's member states. Externaladvocates of these two norms would thus do well to help thecontinent's norm entrepreneurs build congruence between thesenorms and the AU's security culture. 相似文献

This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society. 相似文献

This article analyses the impact of EU–Russian relations on Turkey's role as a corridor for the transit of energy supplies to Europe. While the European Union (EU) has inherent leverage in its collective purchase of most Russian gas exports, market power has shifted in Russia's favour. Russian efforts to build new pipelines and widen downstream access have stimulated EU interest in diversifying energy imports and transit routes. In this sense, the EU has recognised Turkey's potential value as a secure and independent route for importing non-Russian energy supplies, which may in turn have an impact on Turkey's EU accession process. 相似文献
