This article aims at discussing e-government website usability in relation to concerns about digital inclusion. E-government web design should consider all aspects of usability, including those that make it more accessible to all. Traditional concerns of social exclusion are being superseded by fears that lack of digital competence and information literacy may result in dangerous digital exclusion. Usability is considered as a way to address this exclusion and should therefore incorporate inclusion and accessibility guidelines. This article makes an explicit link between usability guidelines and digital inclusion and reports on a survey of local government web presence in Portugal.  相似文献

This research pretends to propose and test a new explanatory model relating to citizen participation, which will help us to implement participatory public policies in the local government scheme, comparing with the models of citizen participation derivatives of structural theories and choice theories. The author refers to the case of Spain and he tests five hypotheses derived from these theories, using structural equations. This study used an open and cross-sectional design. He uses "Citizenship, Participation and Democracy Survey" from Sociological Research Center of Spain. The model proposed in this study has taken into account both structural variables from the macro context of participation (political opportunity structure) and individual variables (individual resources), thus considering that the most recent literature on citizen participation tells us that it is necessary to overcome the reductionist perspectives limited to individual factors. Based on the above, we saw the importance of structural variables and individual variables for the participation of people. In line with that, we find that a citizen is involved in participatory policy when they have individual resources such as education, interest in politics, non-political disaffection, civic social norms, personal effectiveness, and community pride. Another find from this research, according to the empirical results, is that structural variables are predictive of citizen participation: resources, mobilization, membership of deprived group, economic deprivation, interpersonal trust, membership of associations, ties to the local community, and membership of an informal network.  相似文献

This paper demonstrates the feasibility of the automation of forensic hair analysis and comparison task using neural network explanation systems (NNESs). Our system takes as input microscopic images of two hairs and produces a classification decision as to whether or not the hairs came from the same person. Hair images were captured using a NEXTDimension video board in a NEXTDimension color turbo computer, connected to a video camera. Image processing was done on an SGI indigo workstation. Each image is segmented into a number of pieces appropriate for classification of different features. A variety of image processing techniques are used to enhance this information. Use of wavelet analysis and the Haralick texture algorithm to pre-process data has allowed us to compress large amounts of data into smaller, yet representative data. Neural networks are then used for feature classification. Finally, statistical tests determine the degree of match between the resulting collection of hair feature vectors. An important issue in automation of any task in criminal investigations is the reliability and understandability of the resulting system. To address this concern, we have developed methods to facilitate explanation of neural network's behavior using a decision tree. The system was able to achieve a performance of 83% hair match accuracy, using 5 of the 21 morphological characteristics used by experts. This shows promise for the usefulness of a fuller scale system. While an automated system would not replace the expert, it would make the task easier by providing a means for pre-processing the large amount of data with which the expert must contend.  相似文献

This article takes as its starting-point the relationship between Article 30 of 30 of the EC Treaty (general rule on the free movement of goods) and the European Constitution. On the one hand, it examines Article 30 in the context of the constitutional dilemmas facing the European Union, particularly the balance of powers to be defined between Member States and the Union, between public power and the market, and between the legitimacy of Community law vis à vis that of national law. On the other hand, it reviews different conceptions of the European Economic Constitution by analysing the role of Article 30 in the review of market regulation.  相似文献

The public sector in the UK has become the object of constant reform and change as part of the government's project to increase the remit of the private sector and the role of markets. There is much debate about the effect such a move to market relations has on public services. There is increasing concern with the way market–based reforms are linked to a new pattern of organizational structure and strategy that negates and/or opposes the traditional political processes associated with the public sector. This article focuses on the case of the Royal Mail to explore how such a transformation is both complex and contested. It reveals how 'the market' within the public sector is to a large extent politically constructed, and that the public–private dichotomy over–simplifies what is a complex process of negotiating meaning, forming alliances, lobbying for support, handling conflict and exerting influence. It demonstrates how various readings of 'the market' emerge, and that any solutions of how to become more commercial can be the result of political machinations. The implications of this analysis go beyond Royal Mail and can be generalized across the public sector.  相似文献

One of the most significant developments in Latin American democracies since the beginning of the Third Wave of democratization is the rise to power of political outsiders. However, the study of the political consequences of this phenomenon has been neglected. This article begins to fill that gap by examining whether the rise of outsiders in the region increases the level of executive‐legislative confrontation. Using an original database of political outsiders in Latin America, it reports a series of logistic regressions showing that the risk of executive‐legislative conflict significantly increases when the president is an outsider. The likelihood of institutional paralysis increases when an independent gets elected, due to the legislative body's lack of support for the president and the outsider's lack of political skills. The risk of an executive's attempted dissolution of Congress is also much higher when the president is an outsider.  相似文献

In recent years, there has been a renewed interest in forensic sciences about forensic age estimation in living subjects by means of radiological methods. This research was conducted on digital thorax X-rays to test the usefulness of some radiological changes in the clavicle and first rib. The sample consisted in a total of 123 subjects of Spanish origin (61 men and 62 women; age range: 5-75 years). From all subjects, a thorax posterior-anterior radiograph was obtained in digital format. Scoring for fusion of medial epiphyses of the clavicle was carried out by Schmeling's system and ossification of the costal cartilage of the first rib by Michelson's system. Degree of ossification and epiphyseal fusion were analyzed in relation with known age and sex of these subjects. The results give a minimum age of >20 years for full fusion of the medial epiphysis of the clavicle (Stages 4 and 5). Concerning the first rib, all subjects with the final Stage 3 of ossification were above 25 years of age. These results suggest that the first rib ossification might become an additional method to the ones so far recommended for forensic age estimation in subjects around 21. New research would be desirable to confirm this suggestion.  相似文献
