Prisoners' Adjustment, Correctional Officers, and Context: The Foreground and Background of Punishment in Late Modernity

Past research indicates that front-line criminal justice workers are the critical players in determining whether innovations in penal policy are realized. Recent attempts to understand the diversity in the application of the penal harm movement have, however, sidestepped the primary audience of these policies, the population of convicted offenders. This article uses data from two prisons to examine the effects of correctional officers on women prisoners' adjustment to prison life. Using regression models and interview data, we find that correctional officer behavior has a profound impact on women's ability to adjust to prison, and this effect is largely independent of the prisoners' characteristics and the institutions in which they are housed. On a theoretical level, the findings speak to recent calls to examine the background and foreground of penal culture. On a practical level, they highlight the need to understand the environments from which women are emerging, not just the communities into which they are released.     

Power to the parishes ‐ a (missed) opportunity

Parish and town councils form the lowest tier of local government in England, but have been left out of government proposals for a new duty for local authorities. The proposed new duty will give local authorities wide‐ranging power to promote economic and social well‐being. Unlike principal authorities, it is likely that these grass‐roots councils will have to rely on their power under s.137 to spend on activities outside their specific powers. This article reviews the findings of a recent national survey which was designed to assess the extent to which parishes are constrained by current s.137 arranagements.     

An overview of institutions for juvenile offenders in the Netherlands and their place within the Dutch system of justice

Abstract: This paper provides the reader with a concise overview of juvenile correctional institutions in The Netherlands. These institutions are operated by either state‐ or private‐sector entities as detention centers (providing temporary custody) or remedial centers (when extended treatment is needed). The Netherlands is in the midst of significant changes in its population makeup which have had a corresponding effect on the nature of juvenile institutionalization. Specialized treatment programs and facilities will be explored in this paper. An overview of Dutch juvenile law, police, courts, and delinquency forms the background against which the reader learns about juvenile institutionalization in The Netherlands.     

Rethinking organisational learning in local government

The article outlines the results of research undertaken with 146 local authorities in England and Wales. There are two aims to this paper. First, to identify some of the ways in which local government understands and puts into practice the notion of organisational learning. Second, to encourage a broader understanding and practice than exists at present. Our research suggests that local authorities have created a self‐limiting notion of organisational learning particularly based on performance management and management development imperatives orientated towards the individual employee. We suggest various ways in which authorities might shift the focus from individual to organisational learning.     

Impact of Juror Attitudes about the Death Penalty on Juror Evaluations of Guilt and Punishment: A Meta-Analysis

This literature review summarizes the existing research examining how the attitude a potential juror has toward the death penalty impacts on the probability of favoring conviction. The summary of 14 investigations indicates that a favorable attitude toward the death penalty is associated with an increased willingness to convict (average r = .174). Using the binomial effect size display, this favorable attitude towards the death penalty translates into a 44% increase in the probability of a juror favoring conviction.     

The Formation of High-Tech University Spinouts: The Role of Joint Ventures and Venture Capital Investors

We explore the joint venture route to commercializing university owned intellectual property. We present comparisons between two spinouts formed as joint ventures between universities and industrial partners and two spinouts where this was not the case. The research employs a resource-based framework, with new high tech spinout firms (or firms in gestation) facing severe resource and capability constraints. We show that spinouts typically lack the financial means and managerial expertise to acquire the resources and develop the capabilities they need in order to fully exploit the commercial potential of their technologies. We argue that creating a spinout company as a joint venture with an industrial partner, may be a means of overcoming some of the potential problems associated with managing resource weaknesses and inadequate capabilities that may be difficult to achieve as a free-standing spin-out company with or without venture capital backing.
