Abstract: Language rights in the EU tend to be viewed in terms of the respect of national identity on the one hand and the clear and harmonised application of the internal market on the other. It is argued that an efficient language policy in the EU is one that reconciles respect for diversity with the need for effective communication. The use of specialist jargon in effect consolidates networks and power, of which there are two separate but related dimensions. The first is the external dimension of language, namely the lingua francaof deliberation, be it English, French, German, and so on. The second dimension refers to the use of élite codes, that is, language for ‘insiders’, which operates in spheres of politics, the law, economics, culture, medicine, and so on. It is the latter which the EU language rights régime has neglected. The absence of enabling provisions governing a duty of clear language renders democratic legitimacy intended by the former relatively meaningless. It is argued that the law can protect, facilitate, safeguard, and encourage clarity and transparency as part of good administrative practice. The duty to use language in a clear and comprehensible manner that has arisen in relation to producers in the EC law context of consumer rights is a useful case in point.  相似文献

Husbands' and wives' perceptions of positive relationship behaviors and interactions (e.g., caring gestures, reasons for staying married, frequency of positive communication) were assessed in a sample of maritally happy (H), maritally distressed but non-aggressive (D/NA), and maritally distressed and husband-to-wife physically aggressive (D/H-to-W) couples. As expected, the relationship positivity reports of the two groups of maritally distressed couples differed from the happily married couples. In addition, D/H-to-W spouses gave different reasons for staying married than did D/NA spouses (i.e., love versus family roles and commitments). Spouses in D/H-to-W aggressive marriages were also less likely to report using intimate language with their partner than were spouses in either of the other two groups. Few gender differences were found. Results underscore the importance of considering the role of love and intimacy in husband-to-wife aggressive and distressed marriages.  相似文献

This article focuses on the relationship between the country of birth and the ability of the individual from that country to create a sense of home, identity and belonging in other countries and cultures. What is home? Is home the place where you were born and raised, where your parents live or where they are buried? Is home the place from where you were dislocated or where you live now? ABSTRACT

Structural inequality is at the heart of the struggle to prevent dangerous climate change. This makes the global climate regime a particularly interesting case, when it comes to conceptualising and assessing the role of international institutions as sites for the reproduction and transformation of macro-level inequalities that structure the international system. This article uses these interlinkages to, first, assess, in how far the debates, conflicts and doubts regarding effectiveness and justifications of affirmative action at the domestic level, introduced as a reaction to domestic structural inequality, can teach us something about the actual potential of and the obstacles to the transformation of structural inequalities through differentiation internationally. Second, it assesses whether and how institutional mechanisms of categorisation and (re-)distribution within the UNFCCC have led and are likely to lead in the future to a reinforcement or a transformation of global structural inequalities.  相似文献

Abstract

Sexual aggression among adolescents is a common problem which is related to lack of aggression regulation, positive or permissive attitudes towards sexual coercion, group pressure and inadequate communicative skills. Rock and Water is a psycho-physical intervention which addresses these issues. We conducted a quasi-experimental trial of Rock and Water in the Netherlands. In total, 521 boys aged 14–17 from nine pre-vocational education schools were included. The primary outcome variable was sexual aggression. Secondary outcomes were sexual interaction competence, self-regulation, attitudes towards dating violence, self-efficacy and self-esteem. Data were collected prior to the intervention, immediately after the intervention and five months after termination of the intervention. Boys reported a significant reduction in coercive strategies and particularly verbal manipulation (OR = .48). At follow-up, the boys reported a significant improvement in self-regulation and general self-efficacy (β = ?.11, p < .05 and β = 1.02, p <.05, respectively). Rock and Water was effective in decreasing verbal manipulation and improving self-regulation and general self-efficacy.  相似文献

Advertorials are a form of outside lobbying that organized interests use to influence policymakers and attentive publics. It is apparent from their popularity that organized interests consider them to be an effective form of political communication. This article analyzes 2,805 organized interest advertorials that appeared on the lower right quadrant of The New York Times op-ed page from 1985 to 1998. Advertorials take two broad forms: (a) image advertorials, which are paid messages by organized interests designed to create a favorable climate of opinion, and (b) advocacy advertorials, which are sponsored messages intended to win support for an interest's viewpoints on controversial issues. Typologies of advertorials (11 categories), organized interests (21 categories), corporate and noncorporate economic interests (29 categories), and policy content (28 categories) are used to document annually and over time who is sponsoring advertorials, what types of advertorials are being used, what interests avail themselves of advertorial campaigns, which issue areas are receiving attention, what images and policy messages are being communicated, which organizations sponsor the most advertorials, and the timing of such political advertising campaigns. We find over time an increasing number of advertorials, an increasing number and diversity of sponsoring interest organizations, an increasing trend toward advocacy advertorials, a continuing but declining sponsorship dominance by corporate interests, a shifting policy issue emphasis that corresponds to events in the political environment, and evidence that organized interests employ a variety of sponsorship strategies.  相似文献
