More than a Friendly Visit: A New Strategy for Improving Local Governing Capacity

This article argues that in order to take into account changes in the governance era, performance assessment at the local level may well have to be refocused. Researchers will have to reconsider their strategies. They should consider the governance character of public administration and pay attention to co-operative settings and democratic aspects. In addition, researchers should think not just about gathering facts about the performance of local government, they should also try to contribute to a learning process. This paper presents a new strategy for assessing the capacity that local governments have to get things done. This strategy acknowledges the governance context of local authorities and casts a keen eye on the way local governments fulfil their functions and aim to involve various stakeholders. The evaluation of this assessment strategy shows its relevance, although minor improvements could be made.     

Dualism in Dutch legal education: The Nijmegen Law School

This study presents a pilot project and steps undertaken by Brunel Law School of Brunel University West London (UK) in response to the new challenges and pressures brought by globalisation in higher education. In the last few years there has been emerging consensus in the literature on the importance of internationalisation of higher education and student mobility as a tool for its achievement. Correspondingly, in the UK there has been a significant policy shift from the recruitment of international students to the development of collaborative agendas with overseas institutions and the student experience as the common platforms for the international activities of UK institutions. Thus, the aim of this study is to share with the legal education sector the experience of developing such a process of internationalisation through the design of a sustainable mobility programme for taught postgraduate students which has met the favourable response and financial support of the UK public funding system.     

Context Matters: Violence Against Women and Reporting to Police in Rural, Suburban and Urban Areas

Despite plentiful efforts to identify perpetrator, victim, and incident characteristics correlated with reporting violence against women to police, few studies have addressed the contexts that shape such reporting. Even fewer have examined variations in these contexts across geographic areas. Drawing upon National Crime Victimization Survey data from 1992 through 2009, this paper uses conjunctive analysis of case configurations to identify and investigate the dominant situational contexts of reporting of violence against women to police across rural, suburban, and urban areas. Our findings show that context matters and the importance of incident, perpetrator, and victim characteristics vary across geographic areas.     

Axiomatizations of a positional power score and measure for hierarchies

The extant literature on positional power in hierarchies is mainly restricted to the analysis of power in terms of the authority structure. This is based upon the bare positions of actors and ignores the existence of decision-making mechanisms. The few studies, which also take into account decision-making mechanisms, are ‘membership-based’. In an earlier paper we demonstrated that such an approach is, in general, inappropriate. As a solution we suggested an ‘action-based’ approach and developed a power score and measure ascribing positional power to actors in hierarchies. In this paper we axiomatize this power score and measure and illustrate their applicability.     

Does police size matter? A review of the evidence regarding restructuring police organisations

Restructuring and merging public sector organisations is often seen as a way to enhance efficiency and efficacy. There is ongoing debate about the impact of police force sizes, structures and mergers as police organisations attempt to adapt to reductions in their budgets and changes in patterns of criminality. The article reviews the evidence regarding key aspects of police reform: finding mixed evidence regarding the links between size and performance, while noting risks that mergers may impair local policing. The article discusses the impact of mergers on protective services, governance and accountability, while also discussing potential risks and opportunities associated with the merger process itself. The review finds significant gaps in the available evidence, and significant opportunities to expand the evidence base on this topic. Given current gaps in the evidence regarding size, efficacy and efficiency, it is important to give due consideration to symbolic and rhetorical aspects of mergers.
