Dating of Inkpad Seals Using the Extraction Rate Method: Preliminary Findings

Inkpad seals are often placed on important documents, and determining the date when a seal was affixed can be important to assess the authenticity of a document. In this study, three different brands of inkpads and four different types of paper were used to make diachronic samples of the seals. A double‐solvent extraction method was employed to date the inkpad seals by comparing extraction rates with inks of known age. Cyclohexane was selected as a weak solvent, and chlorobenzene was selected as a strong solvent. After testing, curves were created to show the relationship between the extraction percentage of ink and the date of the seals. The experimental results showed that the extraction rate method was applicable for the relative dating of inkpad seals in some cases where the seal was placed on the document within 6 months.     

A 21‐Locus Autosomal SNP Multiplex and its Application in Forensic Science

To develop a cost‐effective technique for single‐nucleotide polymorphism (SNP) genotyping and improve the efficiency to analyze degraded DNA, we have established a novel multiplex system including 21‐locus autosomal SNPs and amelogenin locus, which was based on allele‐specific amplification (ASA) and universal reporter primers (URP). The target amplicons for each of the 21 SNPs arranged from 63 base pair (bp) to 192 bp. The system was tested in 539 samples from three ethnic groups (Han, Mongolian, and Zhuang population) in China, and the total power of discrimination (TPD) and cumulative probability of exclusion (CPE) were more than 0.99999999 and 0.98, respectively. The system was further validated with forensic samples and full profiles could be achieved from degraded DNA and 63 case‐type samples. In summary, the multiplex system offers an effective technique for individual identification of forensic samples and is much more efficient in the analysis of degraded DNA compared with standard STR typing.

ICF脑卒中核心分类组合功能的图形建模研究

目的依据《国际功能、残疾和健康分类(ICF)》脑卒中核心组合,探讨脑卒中相关功能类目之间的关系,绘制ICF脑卒中核心分类组合的功能地形图,为脑卒中的伤残评定提供科学理论依据。方法收集106例脑卒中被鉴定人样本,采用"最小的绝对缩减和变量选择算子",研究脑卒中ICF核心组合功能的59项类目变量之间的条件依存关系,并用图形建模分析类目之间的内在联系,绘制功能地形图。结果 59项类目之间的相互联系构成了功能地形图,b340、b735、b175和b152因关联性较高而居于地形图的中心位置。结论脑卒中功能地形图可以揭示ICF功能类目之间复杂的关系结构及关联程度。可以为应用ICF进行脑卒中的伤残评定提供科学理论依据。

Demystifying the Park Chung-Hee Myth: Land Reform in the Evolution of Korea’s Developmental State

The developmental state literature emphasises the importance of state autonomy and capacity, with a particular focus on a Weberian type of meritocratic bureaucracy. Existing studies of South Korea’s economic development generally credit Park Chung-hee for establishing such a state. This article questions this assessment with careful process tracing of the development of a meritocratic bureaucracy in the country. The findings suggest that the contrast between the predatory Rhee regime (1948–1960) and the developmental Park regime (1961–1979) has been exaggerated. Meritocracy in South Korea’s bureaucratic recruitment and promotion systems developed gradually over several decades, including during Rhee’s regime as well as the short democratic episode (1960–1961). What then explains the evolution of a developmental state in Korea? This article suggests that land reform contributed to not only creating social structural conditions favourable to state autonomy but also promoting the development of a meritocratic bureaucracy by propelling rapid expansion of education and by mitigating the extent of political clientelism.     

国际冲突中调停者的偏向与调停效果

在国际调停领域,人们普遍认为,调停者的公正和中立有利于冲突的解决。然而近期学界有新的观点,认为若调停者偏向冲突中的某一方,将更有利于缓解冲突。对这两种相互对立的说法,作者认为调停者的偏向会影响冲突双方的心理预期,进而影响最终结果。若冲突双方中一方有极度不安全感,且处于收益框架,认为谈判会有收获,此时调停者偏向不安全感强的一方的效果要比不偏不倚的调停效果好。若弱势一方处于损失框架,担心参与调停会危害国家生存,此时调停者偏向不安全感强的一方的调停效果未必更好。在朝核危机六方会谈中,中国偏向朝鲜的立场可以使朝鲜信任中国,进而参与六方会谈,显然中国对六方会谈发挥了重大作用。然而,中国的偏向立场虽然使朝鲜乐意参与谈判,但对朝核危机的彻底解决却难以取得成效,由于中国偏向朝鲜,朝鲜认为中国的支持是不会改变的,反而使朝鲜有恃无恐,美朝双方针锋相对,各不相让,最终致使六方会谈难有进展。因此,调停者的偏向立场有利于推动冲突双方参与谈判,但不一定有利于冲突的最终解决。     

行政主体义务的设定模式探究

行政主体义务的设定模式对于科学设定和有效识别行政主体义务起着至关重要的作用。行政主体义务设定模式可归为直接模式和间接模式,具体又可分为义务模式、权利模式、推定模式等。行政主体义务的设定应以义务模式为主,兼采权利模式和推定模式。     

重组狮头鹅α干扰素的制备及其抗病毒活性

用PCR方法扩增了狮头鹅α干扰素(IFN-α)成熟肽编码序列,并克隆至pET-32a(+)表达载体,将重组质粒转入E.coliBL21(DE3)感受态细胞并用IPTG诱导表达。SDS-PAGE、Western-blot检测结果表明,重组狮头鹅IFN-α融合蛋白(rGoIFN-α)的分子质量大小约36ku,能与IFN-α抗血清发生特异性结合反应。rGoIFN-α包涵体经过变性、超滤纯化和复性,得到可溶性rGoIFN-α。rGoIFN-α经肠激酶酶切(eGoIFN-α)、亲和纯化获得狮头鹅α干扰素蛋白(GoIFN-α)。rGoIFN-α经Western-blot检测证实是GoIFN-α蛋白。采用微量细胞病变抑制法分析α干扰素的抗病毒活性,复性后纯化的rGoIFN-α的抗病毒活性达1.42×104U/mg;eGoIFN-α的抗病毒活性达8.23×104U/mg,GoIFN-α抗病毒活性达3.34×105U/mg。结果表明,rGoIFN-α能够抑制新城疫病毒Roakin株在鸡胚成纤维细胞中复制。

由于经济转型国家的宏观经济处于"不安全"运行的区间,国际金融危机对经济转型国家的经济安全造成重大的威胁.本文研究俄罗斯经济安全战略,指出俄罗斯2009年<新国家安全战略>的变化与特点、俄罗斯国家"经济安全临界值"的内容和要点;对1998年与2008年国际金融危机中俄罗斯的经济安全状况进行比较分析;为经济转型国家应对国际金融危机、保障和维护国家的金融和经济安全提供借鉴,为探索转型国家经济安全的路径选择提供理论支撑.
