The use of amphetamine and 'ecstasy' (MDMA) has increased exponentially in many European countries since the late nineties, leading to a rapid growth in the number of clinical and forensic analyses. Therefore, a rapid screening procedure for these substances in biological specimens has become an important part of routine toxicological analysis in forensic laboratories. The objective of this study was to evaluate the Cozart amphetamine enzyme-linked immunosorbent assay (ELISA) for the screening of plasma samples and oral fluid samples (collected with the Intercept device). Authentic plasma samples from drivers (n=360) were screened, using an 1:5-fold dilution. True positive, true negative, false positive and false negative results were determined relative to the in-house routine GC-MS analysis. Samples consisted of 144 amphetamine-only positives, 141MDMA/MDA-only positives, and 74 negatives when using the limit of quantitation as the cut-off level for confirmation (10 ng/mL). Using these results, receiver operating characteristic (ROC) curves were generated and optimal cut-off values for the screening assay were calculated. Analysis showed that the ELISA is able to predict the presence of either amphetamine or *MDMA/MDA (*MDMA as its metabolite MDA) in plasma samples with 98.3% sensitivity and 100% specificity at a cut-off value of 66.5 ng/mL d-amphetamine equivalents. A similar analysis was conducted on 216 oral fluid specimens collected from a controlled double blind study. Subjects received placebo or a high (100 mg) or low (75 mg) dose of MDMA. Oral fluid samples were collected at 1.5 and 5.5h after administration. Combined results of the analysis of the high and low dose oral fluid samples indicated a screening cut-off of 51 ng/mL d-amphetamine equivalents with both a sensitivity and specificity of 98.6% (using a LC-MS/MS confirmation cut-off of 10 ng/mL). In conclusion, these data indicate that the Cozart AMP EIA plates constitute a fast and accurate screening technique for the identification of amphetamine and MDMA/MDA positive plasma samples and oral fluid specimens (collected with Intercept. Abstract. The authors consider two separate questions concerning the independence of Quebec: would Quebec improve its standard of living if it left the federation? and would political independence make it easier for Quebec to solve its economic problems? They argue that the first question, which is entangled in the ‘battle of regional economic accounts,’ cannot be answered satisfactorily and has drawn too much attention so far. So they focus on the second question, which they dissect into four sub-questions: 1/the options open to Quebec in the international economy; 2/structural adjustment and development policies; 3/employment stabilization policies; and 4/the organization of production and income distribution policy. The authors stress that the margins of latitude open to an independent Quebec would be rather narrow at the international level. But they conclude that, if the rigidities injected by the federal bureaucracy into the functioning of the federation and into the debate between levels of government persist, an independent Quebec could reap some net benefits in terms of economic development, employment stabilization, production organization and income distribution. Hence, the cost of political independence would be an increasing function of the capacity of Canadian federalism to display more flexibility in those matters in the future.  相似文献

Before looking at the latest research into the recidivism of long-term prisoners which was carried out in France, a general overview is presented as well as an analysis of the change to the French prison population over the last 20 years; a study of the prison population inflation, based on the triptych: stock, flow, duration, as well as the evolution of penal and socio-demographic structures. To study the problem of prison overcrowding, the authors applied a statistical method called concentration analysis, first introduced into prison demography by Pierre Tournier in the work of the Council for Penological Co-operation (Council of Europe).  相似文献

The term ‘Decentralized Cooperation’, coined in the 1980s, is interpreted differently by various organisations involved in development cooperation. However, there are points of convergence among these interpretations that suggest a common definition involving: (a) the lead actors (local governments), (b) an overarching objective (sustainable local development) and (c) the nature of activities carried out (exchanges and support). From a historical perspective, the origin of Decentralized Cooperation is two‐fold. On the development cooperation scene, the concept emerged when the array of actors involved in development projects widened as a result of major changes in aid themes and approaches. In the field of international relations between local governments, Decentralized Cooperation activities appeared as the scope of municipal twinnings also widened accordingly to involve partners from countries in development or in transition. Today, Decentralized Cooperation continues as an evolving concept located at the intersection of its two parent fields: development cooperation and international municipal relations. This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values.
