Supporting Accountability in the Field of Mediation

Over time, many fields of work - law, medicine, and teaching - matured from informal bodies of knowledge and skills, passed from one practitioner to another, into professions. In the process each began enumerating and affirming their intellectual and practical roots. Each also began testing practitioners to insure comprehension of relevant knowledge and an ability to demonstrate relevant skills. Family mediators in Canada have moved in this direction. In the United States, people who mediate interpersonal disputes also feel pressured to take additional steps to assure the quality of our work. This article summarizes what mediation organizations in the United States have done and could do to vouch for work in our field. But, taking additional steps calls for a clearer understanding of what a mediator should know and what they are expected to do. These two critical pieces of information remain nebulous. So, this article goes beyond describing ways of insuring accountability by also describing a recently completed job analysis, a tool frequently used in other fields of work to describe the skills and knowledge relevant to a particular job.     

public Health Ethics From Foundations and Frameworks to Justice and Global public Health

Ethics dilemmas have been present throughout the history of public health, and bioethics has devoted considerable attention to issues relevant to public health. Only recently, however, has public health ethics emerged as a recognized subfield of bioethics. Public health ethics requires that public health improvement come through just and respectful means. Bioethics in the future not only will take on more issues of public ethics, but will apply it extensive scholarship in distributive justice to questions of global public health.     

Prediction of first ballot mock jury votes by the Analytic Juror Rater

Two scales of Abbott's (1987) Analytic Juror Rater (AJR) were used with 24 mock jurors to predict first ballot mock jury votes. Each participant observed one of two mock trial proceedings involving an actual second degree murder case. In a moot courtroom, they heard arguments from attorneys and witnessed examination of the defendant and actors portraying witnesses. The Cosmopolitan Lifestyle Scale of the AJR successfully predicted first ballot votes of participants (p<.02), while the Non-Authoritarian Scale showed a non-significant trend in the hypothesized direction. It was concluded that, in cases where evidence is not strong, the AJR may lend modest assistance to the attorney using peremptory challenge to eliminatevenire members who may be biased against a defendant.     

Controlling Internal Controls

Two recent examinations of management practices in three federal departments provide contemporary evidence of the need to incorporate procedures like those of the Sarbanes-Oxley Act in the public sector. Although each department established what appeared to be well-designed internal controls, all lacked sufficient monitoring and assessment of the efficacy of those controls. By requiring senior management to attest to the strength of their control mechanisms, as required by the newly revised OMB Circular A-123, the quality of this monitoring should improve. Findings from a recent study of private-sector implementation of these reforms are described, along with suggestions for public administration research and practice at all levels of government.     

The relevance of basic needs for political and economic development

This article addresses the “basic needs’ approach to development policy from the perspectives of the political and economic development literature. The central questions concern the compatibility of a basic needs approach with political and economic development and the impact of development on population welfare. Will a basic needs approach weaken or strengthn the processes of legitimation and state consolidation in developing systems? What impact will it have on participation and democracy? What will be the impact of such an approach upon attempts to industrialize and diversify production? While there are no definitive responses to these concerns the literature suggests that the approach has real potential value both for improving “human capital” and strengthening economic development, and for developing locally based political institutions.     

Psychosocial factors related to wife abuse

This paper reports the results of a comparative study of wife abuse. Factors that distinguished 94 physically abused women from a comparison group of 110 women were sought. The groups were matched on number of years married or cohabiting and socioeconomic status. Evidence was found that further supports a learning theory explanation of wife abuse. The study also found that wife abuse is no more likely to be displayed by blacks than by whites when the variable of social class is controlled.
