Adolescents’ willingness to share information with parents is a central process through which parents gain knowledge of their adolescents’ lives. This paper addresses four questions important to understanding adolescents’ decisions to voluntarily disclose areas of parent-adolescent disagreement: What are the contribution of parent-adolescent agreement and adolescents’ non-disclosure of disagreement to adolescents’ perceptions of parental knowledge?; Which adolescents are most likely to disclose to parents in case of disagreement?; Under what conditions are adolescents more or less likely to disclose disagreement?; and What type of non-disclosure will different adolescents use and under what conditions? Self-report data from 120 adolescents (M age=15.8) revealed that failure to disclose disagreement, but not overall agreement, predicted perceived parental knowledge. Adolescents from authoritative homes and those less involved in disapproved leisure were more likely to disclose disagreement and less likely to lie. Within-person differences in disclosure were predicted by the presence of explicit rules and adolescents’ beliefs about required obedience.Dr. Darling is a developmental psychologist whose research focuses on social relationships during adolescence, with a special interest in contextual variation in developmental processes. Does Performance Budgeting Work? An Examination of the Office of Management and Budget’s PART Scores
In this paper, the authors use the Bush administration's management grades from the Program Assessment Rating Tool (PART) to evaluate performance budgeting in the federal government—in particular, the role of merit and political considerations in formulating recommendations for 234 programs in the president's fiscal year 2004 budget. PART scores and political support were found to influence budget choices in expected ways, and the impact of management scores on budget decisions diminished as the political component was taken into account. The Bush administration's management scores were positively correlated with proposed budgets for programs housed in traditionally Democratic departments but not in other departments. The federal government's most ambitious effort to use performance budgeting to date shows both the promise and the problems of this endeavor. 相似文献

Knowledge uptake, having decision makers assimilate the ideas of experts, is recognized as an important stimulus to bringing about policy change. This is particularly true in the realm of environmental policymaking, which is characterized by knowledge intensity, complexity, and multifaceted concerns. Using examples from an innovative watershed management organization, this article presents a heuristic for understanding how knowledge uptake occurs within a cycle of organizational reasoning. This cycle is driven by activities that transform data, information, and knowledge and that link specialists with decision makers. The heuristic can be used as a diagnostic tool to identify breaks in the transformation process that impede mandate fulfillment and impair capacity building. Lack of appreciation of the dynamic relationship between data, information and knowledge leads to mistimed and ineffective policy interventions that do not result in the hoped for progress in science intended to underpin policy advances. 相似文献

Researchers in political science are devoting increasing attention to the ontological commitments of their theories – that is, to what those theories presuppose about the nature of the political world. This article focuses on a recent contribution to this 'ontological turn' in political science ( Sibeon, 1999 ). Tensions are identified in Sibeon's account of the causal interplay between agency and social structure. It is argued that these tensions can be resolved by reflecting explicitly on ontological issues, in particular the causal efficacy of social structure, using a particular approach to the philosophy of the social sciences known as critical realism. In an era when everyone wants to be a millionaire, governments struggle to attract and retain highly qualified employees, making it more important than ever to understand what attracts people to the public service. Using contingency table analysis and logistic regression on the 1989 and 1998 General Social Surveys, we explore how individuals' demographic characteristics and the importance they place on various job qualities influence their preference for and employment in the public sector. Job security may still be the strongest attraction of government jobs, but high income and the opportunity to be useful to society also attract some Americans to the public service. Minorities, veterans, Democrats, and older Americans preferred public-sector jobs more than whites, nonveterans, Republicans, and younger Americans, who were otherwise similar. Women and college graduates were more likely than comparable men and less-educated respondents to have government jobs, but no more likely to prefer them. The primary aim of this study was to compare the willingness of sexually abused (n = 22) and non–sexually abused (n = 36) late adolescent women to self-disclose both general and sexual information to strangers and intimate partners. Results, based on a sample of college women, indicate that those who were sexually abused in childhood are less likely than nonabused counterparts to be highly disclosing of sexual and general information to intimate partners. Avoiding extensive disclosure of personal information to intimate partners may serve to keep survivors of abuse at a relatively safe distance from their own dysphoric feelings and suggests that mistrust of others is an ongoing issue for this population. 相似文献
