Different theories about the impact of aid make distinct predictions about citizens’ attitudes toward foreign aid in recipient countries. We investigate their preferences toward aid and government projects in order to examine these different theories. Are citizens indifferent between development projects funded by their own government versus those funded by foreign aid donors, as aid capture theory suggests? To address this, in an experiment on a large, representative sample of Ugandan citizens, we randomly assigned the names of funding groups for actual forthcoming development projects and invited citizens to express support attitudinally and behaviorally. We find that citizens are significantly more willing to show behavioral support in favor of foreign aid projects compared to government programs, especially if they already perceive the government as corrupt or clientelist or if they are not supporters of the ruling party. They also trust donors more, think they are more effective, and do not consistently oppose aid conditionality. This experimental evidence is consistent with a theory that we call donor control which sees donors asbeing able to target and condition aid so that it is not fungible with government revenues and thus to be able to better direct it to meet citizens’ needs.  相似文献

Business incubators have become a popular policy option and economic development intervention tool. However, recent research shows that incubated firms may not benefit significantly from their incubator relationships, and may even be more vulnerable to failure post departure (graduation) from an incubator. These findings suggest that the impact of business incubation on new venture viability may be contingent on the type of support offered by an incubator and attributes of business environments within which incubation services are provided. Incubation services that protect and isolate ventures from key resource dependencies may hinder venture development and increase subsequent vulnerability to environmental demands. Alternatively, incubation services that help ventures connect and align with key resource dependencies are likely to promote firm survival. We propose that incubators vary in the services and resources they offer, and that university incubators typically provide greater connectivity and legitimacy with respect to important contingencies associated with key industry and community stakeholders. This leads us to propose that university affiliation is an important contingency that affects the relationship between firms’ participation in incubators and their subsequent performance. The purpose of this study is to evaluate this contingency by examining whether firms graduating from university incubators attain higher levels of post-incubation performance than firms participating in non-university affiliated incubators. We test this by evaluating the performance of a sample of graduated firms associated with the population of university-based incubators in the US contrasted against the performance of a matched cohort of non-incubated firms. The analysis uses an enhanced dataset that tracks the number of employees, sales, and the entry and graduation (departure) points of incubated firms from a university incubation program, so as to delineate the scope of influence of the incubator.  相似文献

Recent theory and research suggest that physically abusive parenting behavior might be understood as originating from: 1) greater accessibility of hostile/negative schema, and/or 2) lower accessibility of benign/positive schema. This study examined whether parents at high and low risk for child physical abuse (CPA) differed in the extent to which they spontaneously encoded ambiguous caregiving contexts in negative versus positive terms. Twenty-five high and forty-one low risk for CPA parents were asked to memorize a set of sentences that described ambiguous caregiving situations. After a brief delay, participants were asked to recall the sentences. During recall, cues were given (e.g., negative and positive words) to facilitate recall. According to the cued-recall paradigm, to the extent that recall was facilitated by negative/positive cues, it was inferred that negative/positive meaning was activated when the ambiguous sentences were encoded. Although all parents tended to recall more information in response to negative relative to positive cues, the influence of cue type on recall was greater for high CPA risk parents. That is, high, compared to low, CPA risk parents obtained significantly higher recall difference scores (M = 4.6 versus M = 2.3); with higher recall difference scores indicating greater recall in response to negative relative to positive cues. Present findings are consistent with the proposition that high and low CPA risk parents differ in how they spontaneously encode information in ambiguous caregiving contexts.  相似文献

In this article, we examine the cumulative impact of state environmentalprotection policies and environmental quality on the healthof state residents in the United States. Using a series of pathanalytic models, we simultaneously analyze the effect of stateenvironmental policies on environmental pollution and healthoutcomes. Our results indicate that states with stronger environmentalprograms have lower levels of pollution and better public health.These results are robust across multiple measures and alternativemodel specifications. We also find some evidence that statesthat assume authority to implement federal environmental programshave worse health outcomes. Our findings suggest that overalllevels of public health may be affected by state choices withrespect to environmental policies and highlight the importanceof assessing programmatic consequences across policy areas.  相似文献

This article examines the relationship between government and the public within a producer–consumer market exchange. Four conceptual problems are identified in relation to the application of market models to the relationship between government and citizen. Changes in the demographic and socioeconomic conditions of 627cities between 1970 and 1980 are examined using simple comparisonof means and correlational analytic techniques. Cities are groupedaccording to their type (Central city; suburb), regional location,and rate of population growth (decline). Major changes occurredin employment patterns, income levels, economic bases, racialcomposition, and social pathologies (crime rates)—allmeasures of urban stress. These conditions tended to clusterin certain types of cities: large, declining central citiesof the Northeast and Midwest. But population decline and regionallocation were not found to be independent determinants of urbandistress. In this article* it is argued that rational choice analysis can help explain social democratic welfare states (SDWS). It explores the common ground between the methodological individualism of rational choice political economy and the "U-shaped curve" central to neocorporatist analysis, the idea of a curvilinear relationship between the level of corporatism in institutional arrangements and societal welfare. Central to the SDWS, it is suggested, is the reduction of information costs due to the configuration of institutional arragements in three key arenas of social action in the SDWS: the informational-cultural; the organizational-economic; and the governmental-political. These arrangements frame the choices under which rational individuals act to maintain the SDWS and the outcomes it produces. Concrete examples demonstrating the usefulness of the approach are offered in terms of explaining differences in policy choices (and therefore outcomes) between the Scandinavian countries and more laissez-faire systems such as the US. The conclusion looks at the prospects for the SDWS, asking just how the institutional arrangements central to the SDWS are being challenged by recent developments.  相似文献
