Mitigating Mistrust? Participation and Expertise in Hydraulic Fracturing Governance

In Canada's Yukon Territory, a legislative committee was tasked with assessing the risks and benefits of hydraulic fracturing. The committee designed an extensive participatory process involving citizens and experts; however, instead of information access and public hearings fostering an open dialogue and trust, these two channels failed to de‐polarize debates over hydraulic fracturing. We argue that mistrust was reinforced because (1) weak participatory processes undermined the goals of public involvement, (2) scientific evidence and scientists themselves were not accepted as neutral or apolitical, and (3) strategic fostering of mistrust by actors on both sides of a polarized issue intensified existing doubt about the integrity and credibility of the process. The implications of a failure to restore trust in government are significant, not only for the issue of hydraulic fracturing, but for governance more broadly, as mistrust has spillover effects for subsequent public negotiations.     

Frederic Eggleston on International Relations and Australia's Role in the World

Frederic Eggleston was a prominent public intellectual whose reflections on international relations constitute one of the most important records by an Australian liberal thinker during the first half of twentieth century. Eggleston wrote extensively, and hopefully, about the capacity of international organisations to discipline the behaviour of nation-states; but his hopes were tempered in his writing also about the descent to wars, including the early Cold War period in which his support for American foreign policy grew stronger. His liberal outlook was also informed by his sense of Australia's Britishness, Australia's location in the Pacific, and Australia's future relations with Asian countries.     

Challenge,Conformity and Casework in Interwar England: the first women councillors in Devon

Edith Splatt and Juanita Phillips, both former suffragettes, were the first women councillors on, respectively, Exeter City Council and Devon County Council. This article explores how these two very different women approached their task, the issues they tackled, both on welfare generally and specifically on some topics high on women's post-suffrage agendas. It considers the local support on which they drew and contrasts the different reception they were accorded, their representation of their constituents' interests, and their progress on committees and in the full council. The article contributes to an understanding of the diversity of women's contributions to public service after the achievement of women's suffrage.     

from pillar to post: understanding the victimisation of women and children who experience domestic violence in an age of austerity

The dismantling of the welfare state across the United Kingdom (and indeed a number of other Western industrialised democracies, such as Canada and the United States) and the reductions to welfare provisions and entitlements are having a detrimental impact on women’s equality and safety. Towers and Walby argue that the recent cuts to welfare provision in the United Kingdom, particularly for women’s services, could lead to increased levels of violence for women and girls. This paper makes the argument that female victims of domestic abuse experience violence on two levels: first, at the intimate/personal level through their relationship with an abuser and, second, at a structural level, through the state failing to provide adequate protection and provision for women who have experienced violence in intimate relationships. Using a specific example of post-violence community services delivered to both the children of women who have experienced domestic violence and the women themselves, this paper draws on empirical research carried out in 2010–2011 with London-based third-sector and public sector organisations delivering the Against Violence and Abuse Project ‘Community Group Programme’. We argue that the lack of services for women involved in, or exiting, a violent relationship can amount to state-sanctioned violence, if funding is withheld, or indeed, stretched to breaking point.     

The association between Ugandan adolescents’ viewing of specific television genres and sex-related normative beliefs and behaviours

Growing evidence in Western nations indicates that exposure to high levels of sexual media content influences adolescents’ sexual attitudes and behaviours in those countries. Although media in many sub-Saharan markets contain increasingly higher levels of sexual content, little research has investigated the effects of that content on adolescents’ HIV-related risk and protective behaviours. This project used cultivation theory to examine Ugandan adolescents’ media use, and to test the relationship between their exposure to specific television genres and their sex-related normative beliefs and behaviours. Three hundred and sixty secondary school students from four purposively sampled schools filled out a questionnaire about their television viewing, their beliefs about the prevalence of sexual intercourse among their peers, and their own sexual behaviours. Preliminary evidence of relationships between watching comedy and cartoon programming, and high estimates of the proportion of adolescents who engage in sexual intercourse, were observed. Watching comedy programming and non- African programming was associated with the higher likelihood to have ever had sexual intercourse.     

Delfi AS v Estonia: The Liability of Secondary Internet Publishers for Violation of Reputational Rights under the European Convention on Human Rights

In October 2013, the European Court of Human Rights in Delfi AS v Estonia upheld a decision of the Estonian Supreme Court to impose liability on the owners of an internet news portal for defamatory comments which had been posted on their website by anonymous third parties. This note suggests that the decision is important in the context of publications with a ‘public interest’ element to them, because it appears to afford more protection to the right to reputation (deriving from the Article 8 right to privacy) and less to freedom of expression than was formerly the case. It is further argued that the Court's emphasis on the positive obligation of states to protect this right to reputation may mean that the existing English law in this area, including, potentially section 5 of the Defamation Act 2013, is inconsistent with the ECHR jurisprudence.     

Welfare Reform and the Shifting Threshold of Support for Disabled People

Among the highly significant changes to the benefits system made by the Welfare Reform Act 2012 is provision for a new disability benefit, personal independence payment (PIP). PIP is replacing disability living allowance (DLA), received by three million people, as the principal form of state financial support towards disability‐related care and mobility costs for those of working age. The legislation, including regulations prescribing a new disability assessment framework, plays its traditional role in this field of rationing access to benefit and directing front‐line policy implementation. This article examines how, in the context of the Coalition government's welfare reforms, PIP shifts the threshold of entitlement for people with disabilities and it assesses PIP's potential impact on equality and the right to independent living, to whose realisation disability benefits may be expected to contribute significantly. It also considers the impact on disabled people of other relevant reforms, including the controversial ‘bedroom tax’.     

Rival Foreign Office Perceptions of Germany, 1936-39

This article examines the charge that, especially during the period when Sir Robert Vansittart was Permanent Under-Secretary, the Foreign Office was anti-German in its orientation. It also analyzes the role played by three successive ambassadors, Sir Horace Rumbold, Sir Eric Phipps and Sir Nevile Henderson in influencing the Foreign Office perception of Germany, and examines the Foreign Office's attitude to the anti-Nazi Germany opposition. Finally, the article looks at the evidence for continuity between the Vansittart period, and that which followed under Sir Alexander Cadogan, before concluding that the latter was more inclined to accept the appeasement of Germany.
