Sir Alexander Cadogan and Lord Halifax's ‘Damascus road’ conversion over the Godesberg terms 1938

The article challenges the recent perception that Lord Halifax was the hero of the Czech crisis in 1938, when in fact the real credit for his revolt against the Godesberg terms belonged to Sir Alexander Cadogan, the Permanent Under‐Secretary at the Foreign Office. It does on to argue that Halifax was ill suited by nature to be Foreign Secretary and that his subsequent record shows him to have been a natural appeaser, still loyal to Chamberlain, who argued for an accommodation with Hitler in the summer of 1940.     

Dimock's naturalistic ethics

Between 1937 and 1958 Marshall Dimock developed a naturalistic account of the administrative function. This account emphasized an organic and instrumentalist account of ethics which was akin to American pragmatism in its ontological assumptions, vocabulary, and conceptualization. His theory was self-consciously aimed at identifying and responding to the problems of an administrative theory and practice plagued by dichotomies. Through an organizational leadership comprised of a moral elite, Dimock hoped to integrate the processes of administration and value creation.     

Conditional Rights,Benefit Reform,and Drug Users: Reducing Dependency?

United Kingdom government policy to increase social security claimants' entry to the labour market through conditions attached to unemployed, sickness and incapacity benefits now includes additional measures to activate particular groups such as lone parents and drug users. The latter are a prime target because of their high level of dependency on benefits and because social security rules are seen as having the potential to modify the behaviour of individuals with a lifestyle regarded as being at odds with the moral obligations of citizenship and incompatible with the government's realization of its wider economic and social goals. There are strict procedures for the identification of drug‐user claimants, enabling additional conditions to be attached to their benefit rights. This article discusses the general trend in benefit reform towards increased conditionality and evaluates the reforms affecting drug users, considering human rights and other implications. It concludes by reflecting on the status of conditional rights to social security as social rights.

The issue of student loans has been under public discussion for some time, but another change in their finances which affects many of them has not been debated so much in public — and that is the removal of their housing benefit … It is very unfortunate that, just as the wish of students to participate in higher education is growing, they should be discouraged in this particular way.
