Brexit and the coronavirus pandemic have put relationships between the UK government and its devolved counterparts under growing strain. Tensions generated by both of these developments have exposed the inadequacies of the existing, under-developed system for bringing governments together in the UK. The limitations of the current system include the ad hoc nature of intergovernmental meetings, and their consultative rather than decision-making character. Drawing upon an analysis of how intergovernmental relationships are structured in five other countries, the authors offer a number of suggestions for the reconfiguration of the UK model. They explore different ways of enabling joint decision making by its governments, and argue against the assumption that England can be represented adequately by the UK administration. Without a serious attempt to address this dysfunctional part of the UK’s territorial constitution, there is every prospect that relations between these different governments will continue to deteriorate.  相似文献

The concept 'community' is underspecified in the political theory literature — it must have a more specific reference than just some collectivity or some network of social relations. But attempts to specify what is specific about the relation of community are unsatisfactory. And references to 'actual physical' communities overlook the symbolic and imagined aspects of community, which furthermore destabilise putative communities as much as they stabilise them. Analysis of social relations and networks, and theories of what patterns of relations are conducive to human flourishing should deploy more precise sociological categories.  相似文献

Self-administered questionnaires were completed by 451 adolescents at a public high school in Texas during the spring semester 1989. The instrument used contained the Beck Depression Inventory (BDI) and items to determine participants' gender, frequency of church attendance, and meaningfulness of one's religion. Based on social support research and the writings of Carl Jung and Viktor Frankl, it was predicted that those who attended church frequently and those who viewed their religions as providing meaning for their lives would have lower BDI scores than their classmates. The findings supported these predictions. Implications and a discussion of the results are included.Received Ed.D. in educational psychology from University of Illinois. Factories remain significant sites of employment, crucial to capitalism. In the twentieth century, scholars registered achievements in documenting their history, but since the late 1980s, and for a generation, the field lost impetus within labour history although insights continued to accumulate through work in adjacent disciplines. The factory has not featured on the agenda of ‘transnational’ and ‘global’ labour history, but we suggest that it can and should contribute to that broader global project, reinvigorating labour history, not least by contributing a dimension close to workers’ everyday experience.  相似文献

This article explores efforts to bridge multi-disciplinary research and policy engagement to tackle child poverty in the contexts of developing countries, based on the experiences of Young Lives, an international longitudinal policy-research project. It focuses on a case study involving the application of research evidence on child poverty to shape policy debates concerning Ethiopia's second-generation Poverty Reduction Strategy Paper (2006–2010). The discussion is situated within theoretical literature on the interface between knowledge, policy, and practice, which supports the conceptualisation of policy making as a non-linear dynamic process. It pays particular attention to the importance of understanding the political and policy contexts of Southern countries, rather than assuming that they should simply import Northern-derived models of advocacy. It concludes by identifying general lessons for translating research into social-policy change.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献
