This introduction to the forum section on the Multiple Streams Framework (MSF) developed by John W. Kingdon argues that the conditions under which policy making takes place today increasingly resemble the assumptions upon which Kingdon built his lens. At the same time, while the framework is extremely successful with regard to citations and has been applied in various contexts that often differ remarkably from those for which the framework was originally developed, a systematic theoretical debate about the Multiple Streams Framework is still lacking. This article suggests theoretical refinements to the multiple streams framework (MSF) that make it applicable to parliamentary systems and the decision‐making stage of the policy process. Regarding the former, the important role of political parties in parliamentary democracies is highlighted. Party policy experts are expected to be members of the policy communities in the policy stream and to promote viable policy alternatives in their respective parties, while the party leadership is concerned with adopting policies in the political stream. With regard to the latter, the introduction of a second coupling process to analyse decision making more rigorously is suggested. Moreover, the article provides operational definitions of the framework's key concepts when applied to parliamentary systems and derives a systematic set of falsifiable hypotheses for agenda‐setting and decision making in these systems, thus addressing one of the main critiques against the MSF – namely that no hypotheses can be derived from it.  相似文献

While many scholars have discussed the merits of collaborative governance, especially for addressing complicated modern policy challenges, the literature has paid less attention to how business can serve as an effective collaborative partner during the formation of mandatory policies and regulations. Drawing on scholarship in the management sciences and combining it with literature in public administration and public policy, the authors elaborate on four distinct types of business responses to proposed regulations based on degrees of political activity and social responsiveness: defensive, reactive, proactive, and anticipatory. They then characterize the reasons why proactive firms are more likely to be valuable collaborative partners with policy makers and public managers: their engagement may avoid costly stalemates that frequently hinder policy making and help develop cost‐effective, flexible policy approaches to complex social problems.  相似文献

The recent cycle of social struggles against precarity in Italy has been characterized by an extensive use of images representing precarious workers. This contribution explores this in the case of the Euro Mayday Parade (EMP) protest campaign. The subversion of existing popular culture traditions was the main objective of the activists' newly created icons such as San Precario, Serpica Naro and other visual tools. The visual work on gender in the EMP seemed to fill a gap between theoretical work on the feminization of affective and immaterial labour and the less predominant presence of gender. Visual icons seem to have been at least as successful as text messages in publicizing the precarity discourse and their production deserves further attention.  相似文献

The capability of Fourier transform infrared (FTIR) spectroscopic imaging to provide detailed images of unprocessed latent fingerprints while also preserving important trace evidence is demonstrated. Unprocessed fingerprints were developed on various porous and nonporous substrates. Data-processing methods used to extract the latent fingerprint ridge pattern from the background material included basic infrared spectroscopic band intensities, addition and subtraction of band intensity measurements, principal components analysis (PCA) and calculation of second derivative band intensities, as well as combinations of these various techniques. Additionally, trace evidence within the fingerprints was recovered and identified.  相似文献

This study consisted of three parts to evaluate the performance of Lumicyano? on a variety of fabrics. One part assessed the impact of dye percentage (8%, 9% and 10%) on visualisation of fingermark detail and luminescent brightness in split grab marks. A 9% dye produced the highest quality detail of grab impressions with least interference from background fluorescence. The second part investigated the optimal relative humidity (RH, 75–84%) for certain fabric types using Lumicyano on split, six-series depletion fingermarks. It was concluded that the recommended RH of 80% remained the ideal cyanoacrylate fuming environment. The final and third part of this study determined the impact of sequential addition of Basic Yellow 40 (BY40) on Lumicyano compared to traditional cyanoacrylate (CA) followed with BY40 application. Results from this study demonstrated that Lumicyano on its own developed fingermarks with superior quality to Lumicyano with sequential addition of BY40 or traditional cyanoacrylate followed by BY40. Inclusion of more fabrics, donors and longer ageing periods should be explored in future studies to determine what frameworks are best for certain types of fabrics.  相似文献

Almost half of adolescents aged 11 to 14 have dated and between 10 and 30% report experiencing Teen Dating Violence (TDV). However, there are no evidence-based TDV prevention interventions designed for afterschool, community-based settings with middle-school youth, in high-risk neighborhoods. Start Strong Boston (SSB) is a model that fills all three gaps, founded on partnerships between the Boston Public Health Commission, community afterschool sites, academic experts and evaluators, and youth. Here, we describe the SSB program and discuss how this collaboration built upon successes of this peer-engaged intervention, by developing and implementing a youth participatory action research (YPAR) evaluation study of SSB. Use of the YPAR framework tested the feasibility of employing Peer Researchers in an interdisciplinary evaluation team. We describe how through participation in evaluation research, Peer Researchers improve professional and leadership skills while informing measurement and conceptualization of a program affecting their own neighborhoods. Lessons learned are presented.  相似文献

At the 2021 Shanghai Cooperation Organization (SCO) summit, the Russian- and Chinese-led bloc announced the approval of Iran's longstanding bid for membership. Iran has viewed its involvement in the organization as a means of bolstering external legitimacy, fostering security-oriented regionalism, and promoting the transition toward the so-called multipolar world order. The SCO has served as a regime-preservation network by providing Iran with a source of solidarity against external pressure. Tehran's commitment to the normative order, sustained by the SCO's discourse of noninterference, sovereignty, and countering the “three evils”—terrorism, extremism, and separatism—has galvanized the organization's role as a common front against the imposition of liberal norms and challenges to regime security.  相似文献
