Gender Equality (And its Absence) in Singapore’s 2015 General Elections

Abstract

With the dust settled after Singapore’s 2015 parliamentary elections, the only aspect pundits and Singaporean politics watchers could agree on was that the People’s Action Party’s comeback from its performance at the 2011 elections, although not of Lazarus proportions, was most certainly unexpected. While the result of the 2015 elections has gone through several post-election analytical mills, what has been oddly absent in such analyses is a discussion of gender in Singaporean politics. This article considers the relationship between gender and Singaporean politics through the experience of the 2015 election and its results. It shows that while Singapore has moved some way towards assuaging the demands of liberal feminists for greater representation in the political sphere, much more has to be done in order for gender equality to be achieved. The article argues for the Group Representation Constituency method of electing parliamentarians to be adapted to ensure a greater number of female parliamentarians while a quota system may be required for cabinet to be truly representative of the female demographic of Singapore.     

Hawaiian Sovereignty

The movement for national sovereignty among persons of Hawaiianancestry has burgeoned during the last several decades, withsome seeking secession of the State of Hawai'i from the AmericanUnion. The movement's roots are multiple, among which figuresprominently the overthrow of Queen Lili'uokalani in 1893 withthe connivance of the armed forces of the United States, forwhich the U. S. Congress recently apologized. Some indigenousHawaiians dismiss the annexation of Hawai'i and its subsequentstatehood as having occurred without their independent choice.The Hawaiian sovereignty movement may be roughly divided intothree categories: "Hawaiian Nation Separatists" supporting anindependent Hawai'i nation; "Nation-within-a-Nation" advocatesdesiring a status comparable to that of American Indians; andthose Hawaiians supporting the status quo but with redress inmany forms. Steps are underway to hold constitutional conventionof all Hawaiians to propose a native Hawaiian government. Whetherthe U.S. Congress can respond to the thrust of the movementwithin the constraints of the American federal system remainsproblematical.     

Learning Lessons and Transferring Policy across Time, Space and Disciplines

An area of recent interest in the International Relations and Comparative Politics literature concerns 'policy transfer'. This is a dynamic whereby knowledge about policies, administrative arrangements or institutions is used across time or space in the development of policies, administrative arrangements and institutions elsewhere. Policy transfer is deemed to be on the increase in an era of globalisation. Indeed, some governments and international organisations are proactive in promoting harmonisation and convergence or exporting policy lessons. This paper surveys the state of the burgeoning literature, identifies some methodological issues in studying policy transfer, and outlines some additional routes of research.
