This paper will examine the role the private sector plays in researching, developing, and deploying technology that has the potential to deter or decrease the impacts of global warming. It will explore the degree to which the private sector can have an impact on global warming by focusing on four specific technologies: aircraft engines, wind turbines, solar energy, and clean coal technologies. We will compare the environmental impact of these technologies with the business case for pursuing each, specifically related to profitability and market maturity. We conclude that the business case alone is not sufficiently compelling to stimulate meaningful industry investment in these areas. Consequently, specific government involvement is needed for CO2 reduction. This analysis will shed light on the role that government must play in order to more effectively engage potential private sector players in the global warming challenge.  相似文献

We elucidate ways mothers think about behavior change related to heavy drinking and violent relationships. A purposive sample of 32 women, predominantly black and low income, were identified as engaging in both problem drinking on the AUDIT and experiencing severe partner violence on the Conflict Tactic Scale. Narratives from audiotaped Motivational Interviewing sessions conducted in an urban emergency department were transcribed, inductively coded and examined through the lens of feminist standpoint theory. Our analysis suggests motherhood is a powerful motivator for positive change, but multiple barriers combine to prevent self-protection and modification of adverse behaviors among this vulnerable population. Interventions to help low-income mothers dealing with relationship violence and substance abuse should also address the structural violence and substantive barriers these mothers face. Further work should examine the power of personal narratives related to being a good mother on women’s ability to improve life circumstances for themselves and their children.  相似文献

"Undisciplined mongrels" are faculty from public administration programs who publish in a wide variety of journals. We expected that undisciplined mongrels would have more successful publishing records than their counterparts—"disciplined purists" who publish exclusively in public administration journals. This expectation is supported through an analysis of journal publications by a panel of 91 junior faculty members. We also expected that the methods that are currently used to rank public administration programs would discard a massive body of publication activity by public administration faculty. This expectation is also soundly supported. Findings indicate that from 1990 through 1997, a scant 18 percent of the articles published by the faculty panel were published in the highly selective set of 11 journals that are currently used to rank public administration programs.  相似文献

In the past, work tests have largely failed to reduce the rising cost of welfare programs. Part of the reason has been a slippage between the objective and the way it has been implemented. The slippage, according to one major study, has been due to a number of causes: a failure to translate the objective into operating rules consistent with the objective; the difficulties of enforcing the requirement in the field; and the unwillingness to penalize innocent dependents of uncooperative welfare recipients. This article introduces and explores issues regarding the question of what constitute valid forms of development knowledge, focusing in particular on the relationship between fictional writing on development and more formal academic and policy-oriented representations of development issues. We challenge certain conventional notions about the nature of knowledge, narrative authority and representational form, and explore these by comparing and contrasting selected works of recent literary fiction that touch on development issues with academic and policy-related representations of the development process, thereby demonstrating the value of taking literary perspectives on development seriously. We find that not only are certain works of fiction ‘better’ than academic or policy research in representing central issues relating to development but they also frequently reach a wider audience and are therefore more influential. Moreover, the line between fact and fiction is a very fine one, and there can be significant advantages to fictional writing over non-fiction. The article also provides an Appendix of relevant works of fiction that we hope academics and practitioners will find both useful and enjoyable.  相似文献

Previous research on United States public employee strikes has considered the occurrence and breadth of strikes, but seldom duration, as dimensions of the strike which merit examination. This study considers a much neglected dimension of strikes, duration, which is particularly important to public administrators and unions who become actively involved with resolving such disputes. Factors which theoretically were expected to be associated with the duration of public employee strikes--the economic expectations of the striking workers, various characteristics of the bargaining environment, and the fiscal condition of the jurisdiction taking the strike-—were identified and considered. Results indicated that one factor in particular, the fiscal constraints of the jurisdiction taking the strike, was significantly associated with longer strikes, indicating that public employee unions may not necessarily be deterred from engaging in protracted strikes because of a precarious fiscal climate.  相似文献

State spending on Temporary Assistance to Needy Families (TANF) greatly varies. Combined federal and state spending by the states per TANF family or recipient reflects the historic level of state generosity for Aid to Families with Dependent Children (AFDC), the failure of the federal government to set any minimum spending standard for the states, and the failure of the federal government to adjust federal grants for huge changes in state TANF caseloads. Our multivariate analysis shows that state spending for TANF is greatly influenced by the percentage of the state population that is black, the percentage of the state population that is on TANF (especially if a significant percentage of the rolls consist of black recipients), and the economic conditions within the state. Some states spend as much as their economies will allow, while other states spend far below capacity. Despite the very different goals of TANF, state spending is still heavily influenced by their historic approach to AFDC.  相似文献
