Existing research suggests that international peacekeeping contributes to conflict resolution and helps sustain peace, often in locations with hostile ethnic divisions. However, it is unclear whether the presence of peacekeepers actually reduces underlying ethnocentric views and parochial behaviors that sustain those divisions. We examine the effects of NATO peacekeeper deployments on ethnocentrism in postwar Bosnia. While peacekeepers were not randomly deployed in Bosnia, we find that highly ethnocentric attitudes were common across Bosnia at the onset of peacekeeper deployments, reducing endogeneity concerns. To measure ethnocentrism, we employ a variety of survey instruments as well as a behavioral experiment (the dictator game) with ethnic treatments across time. We find that regions with peacekeepers exhibit lower levels of ethnocentrism in comparison to regions without peacekeepers, and this effect persists even after peacekeepers have departed. The peacekeeping effect is also robust to a sub-sample of ethnic Bosnian Serbs, suggesting that peacekeeper deployments can have positive effects on diminishing ethnocentrism, even when local communities are especially hostile to their presence. Our results speak to the potential long-term role of peacekeepers in reducing tensions among groups in conflict.
This article discusses the life of Ann Jebb (1735–1812) in light of recent scholarship on gender and politics in late eighteenth‐century Britain. Wife of the Unitarian political activist John Jebb, Ann was one of the most respected women among ‘enlightened’ Rational Dissenters. In the 1770s at Cambridge, and afterwards in London, she held ‘tea parties’ for reformers, and wrote pamphlets and newspaper articles supporting religious, educational and political reform. Her case sheds light on the activities and status of women in reform circles during the ‘age of cultural revolution’, and further complicates the separate spheres model of gender in the late eighteenth century. 相似文献
The Colonel Blotto game captures strategic situations in which players attempt to mismatch an opponent’s action. We extend Colonel Blotto to a class of General Blotto games that allow for more general payoffs and externalities between fronts. These extensions make Blotto applicable to a variety of real-world problems. We find that like Colonel Blotto, most General Blotto games do not have pure strategy equilibria. Using a replicator dynamics learning model, we show that General Blotto may have more predictable dynamics than the original Blotto game. Thus, adding realistic structure to Colonel Blotto may, paradoxically, make it less complex. 相似文献
How are government policy commitments converted into legislation and what happens in the conversion? The role of civil servants in preparing legislation is far more important than is generally assumed. By looking at the work of four recent bill teams in Britain – teams of civil servants given the task of developing Acts of Parliament – their crucial roles in initiating policies, placing them on the political agenda (even helping secure their place in a party manifesto), developing them, making sure they pass through parliament and enacting them once they have reached the statute books are assessed. The article explores the composition and working methods of bill teams. These teams work with considerable autonomy in developing legislation, but it cannot be assumed that they operate outside ministerial control. Teams see themselves as reflecting the priorities of the government in general and their ministers in particular. Yet ministers typically know relatively little about the law they are bringing in until they receive the submissions and briefings from their officials. Perhaps the biggest danger for democracy is not a civil service putting forward proposals which a minister feels forced to accept, but rather that ministers do not notice or fully appreciate what is being proposed in their name despite having the political authority to change it and a civil service which bends over backwards to consult and accommodate them. 相似文献
To assess the potential of employing metacarpals in assessing sex of human skeletal remains, previous investigators have generated regression equations (Scheuer & Elkington, 1995) and linear discriminant functions (Falsetti, 1995; Stojanowski, 1999) based upon measurements from metacarpals. Results have varied in overall accuracy and which metacarpal produces the greatest accuracy. Using a contemporary sample, this study seeks to evaluate the validity of using metacarpals to assign sex by testing methodologies of previous studies. Measurements defined by previous authors were repeated on metacarpals from 23 adult cadavers and data were subjected to regression equations and linear discriminant analysis according to previous methodologies. Accuracy in sex determination from methods of Scheuer & Elkington (1993) and Falsetti (1995) were lower than originally reported while accuracy from methods of Stojanowski (1999) were higher than previously reported. These results suggest that the use of metacarpals in sex determination may be limited and should be applied cautiously. 相似文献
Abstract: The issue of public complaints against police in New South Wales has assumed the dimensions of a substantial administrative and political debate. Attempts at administrative reform within a framework of political compromise have resulted in recent times in continuing conflict between police representatives and, principally, the Ombudsman. Present trends appear to favour increased external control of the complaint investigation process — the core of conflict. This article describes the development of the New South Wales Police Department's complaint procedures from their origin to the present, placing emphasis on administrative and political dimensions. Relevant complaints and disciplinary data are examined but, due to limited availability, little can be concluded therefrom. So far, at least, there is nothing to suggest that changes in complaints procedures reduce police employee malpractice or even that public opinion of police generally improves as a result. However, several more years will need to pass before firm conclusions can be advanced on such matters. The issue of complaints against police in NSW poses a lasting administrative and political dilemma. The issue deserves the close attention of concerned public administrators and politicians alike because the form of resolution eventually arrived at will be crucial to the growth of police professionalism. 相似文献
