The role of illicit drugs on driving, and particularly of cannabis and driving, is the object of increasing awareness. While there is increasing evidence of their effect on psychomotor performance and increased risk of involvement in traffic accidents, limited information is available concerning factors that can predict the likelihood of driving under the influence of cannabis. The present study aims to determine the past year prevalence of driving under the influence of cannabis, and of being a passenger in a vehicle driven by a person under the influence of cannabis, as well as to examine the correlations with a broad range of potential risk factors. A total of 2500 people, aged between 14 and 70 and living in Castille and Leon (Spain), were surveyed in 2004 with regard to their consumption of alcohol and illicit drugs. Among those who reported cannabis use in the previous year, further assessment was carried out. 15.7% of those surveyed reported cannabis consumption in the previous 12 months, of whom 9.7% reported driving a vehicle under the influence of cannabis during this period, on average eight times. One out of five (19.9%) reported being a passenger in a vehicle driven by a person under the influence of cannabis, on average five times in the previous 12 months. The predictors of driving under the influence of cannabis were the population size of community, the number of drugs consumed, reference to cannabis-related problems and to being a passenger in a vehicle driven by a person under the influence of alcohol. The data show that cannabis consumption and driving is common, and requires more attention from policy makers.  相似文献

Santa Catarina is a small, developed, and relatively safe state in South Brazil. Despite having positive social economic indicators, it still faces multiple challenges regarding forensic practices for personal identification. The objective of this paper is to discuss the recent advances and current challenges in the region, from the perspectives of anthropological and dental postmortem human identification, missing persons, and disaster victim identification (DVI) from 2019 to 2021. The recent creation of a Forensic Anthropology Sector (SAF) in the state’s official forensic institution (Polícia Científica—PCI) has significantly improved identification of unidentified remains and optimised resources available for DNA analysis. However, SAF is still quite understaffed, which negatively affects the recovery of skeletal material, its preparation, and the time needed for filing reports. Santa Catarina has passed legislation for missing persons in 2015, 4 years prior to the sanction of federal laws implementing the national policy for the disappeared. Nonetheless, a lack of integration between stakeholders remains a problem that PCI has tried to circumvent with the Conecta Programme, a multidisciplinary and integrated initiative between families of the missing persons, police agencies, and the Public Ministry. The programme aims to collect not only reference DNA samples, but also relevant anthropological and dental data. It also offers facial progression services in cases of disappearances that occurred many years ago. Despite a history of disasters in the state, PCI still needs to implement international DVI standards at an institutional level. Recent training on Phase 1 DVI procedures, integrated with other responding institutions, indicates better preparation for future disasters. There are many challenges ahead for Santa Catarina’s forensic institution and professionals that have yet to be addressed, but the overall situation on routine personal identification, missing persons initiatives, and DVI has improved over the last 2 years.  相似文献

This paper uses a natural experiment to identify the effect of a procedural information cost on the electoral registration of young first-time voters. We exploit the fact that information about when the minimum age eligibility requirement is due, either at registration or election-day, is only meaningful for those turning 18 after registration closing day. Using a national dataset on Chilean registration over four elections, we provide evidence of a sharp discontinuity in the registration rate of those youngsters turning 18 at closing date. The effect is both sizable and robust, persists over time, and is similar across income groups.  相似文献

This article examines the 1934 Southern Railway Strike, a largely neglected yet important episode in Peruvian labour history. The strike, which pitted the British-owned Peruvian Corporation against its workforce, resulted in victory for the company. Drawing on a variety of original primary sources, I examine the factors that shaped the development and outcome of the strike. I pay particular attention to the strategies developed by the company managers to defeat the workers. The success of these strategies, I suggest, owed in no small measure to the volatile political situation created by the insurgency tactics of APRA and the Communist Party, which made victory for the workers politically impossible, and to the capacity of the Peruvian Corporation managers to draw on 'imperial connections' in their dealings with the Peruvian government.  相似文献

The war on drugs in México has seen an unprecedented level of violence committed against civilians, the government and rival groups. The bulk of this violence has occurred since 2006, including mass killings and the adoption of new tactics such as car bombings. The aim of this article is to place car bombings within a strategic logic. A total of 16 car bombs between July 15, 2010 and July 3, 2012 were examined, following the extant literature on strategies behind violence and terrorism. The authors affirm that the use of car bombings in México’s context followed various strategic pathways associated with the strength of the group and the government. These group characteristics were applied to both the cartels and the government followed by an example to illustrate support for the assertion.  相似文献

Diffuse support for democracy, as captured in mass surveys, tends to be treated as impervious to regime performance. Such a finding is often presented as confirmation of the basic distinction between ‘diffuse’ and ‘specific’ support as proposed by David Easton. This study argues that this line of argument stems from an incomplete reading of important aspects of Easton's theorisation about the relationship between system outputs and diffuse support. Using multilevel models, evidence from more than 100 surveys in close to 80 countries, and different measures of democratic support, it is shown that government effectiveness is the strongest macro‐level predictor of such support. In democratic regimes, government effectiveness, understood as the quality of policy‐making formulation and implementation, is linked to higher levels of support for democracy. Furthermore, in non‐democracies, effectiveness and support for democracy are, under some model specifications, negatively related.  相似文献

In the recent past, several countries and states have begun to use Public‐Private‐Partnerships (PPPs) for infrastructure development and have attempted to create institutional environments that enable PPPs. Providing an enabling environment for PPPs entails a combination of institutional creation and changing existing institutions relating to project procurement. This paper attempts to understand how path‐dependant institutional change takes place in the context of PPPs and their enabling environments, and why different institutional environments evolve differently, using two cases: the implementation of PPPs in the road sector in the Netherlands and in the Indian state of Tamil Nadu. We identify two factors that can be used as predictors of the direction of institutional change: a long‐term orientation towards institutional change and a willingness to learn and modify transitional institutions. Where these factors exist, and thereby provide a goodness of fit, institutional change is likely to occur.  相似文献

For most of its history, Latin America has lived under authoritarian and elite rule where public decisions were often crafted in the shadows by cabinets and parliaments to the benefit of a small minority. Recently, the development of participatory political systems has brought some transparency to the policy-making process. Such scrutiny reveals evidence of the capture of aspects of policy-making by private interests that use obscure strategies to achieve their political goals. As a consequence, a widespread movement for regulating the role and tactics of interest groups emerged, which is seen as a necessary step to address the root causes of political corruption. This article provides an overview of efforts to regulate lobbying in Latin America. It explains attempts at regulation in four countries (Argentina, Brazil, Chile, and Peru), evaluates the level of success of these efforts, and assesses prospects for the future regarding reducing corruption through the instrument of lobby regulations. The authors argue that such regulations alone cannot eliminate political corruption. However, lobby regulations can contribute to increased transparency and aid in developing an anti-corruption culture. It will be shown that lobby laws in Latin America exhibit many of the problems long identified with similar regulations across western democracies. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Starting from the premise that public management, in the context from the emergent knowledge society, needs new forms to act and new tools to reach its objectives, this paper aims to find evidence of the adoption of the principles of intellectual capital under the public management, by raising scientific articles about the subjects, and aims to select theoretical referential about intellectual capital and public management, by bibliometric analysis. The processes presented 100 constant articles in the final portfolio, available in the data base Web of Science, Science Direct and Scopus. The bibliometric indicators show that the studies were published as from 1969, released by 15 international periodicals, written by 164 authors, used 241 key words related to the constructs of this study. It is believed that the identification of the main references helps the understanding of the foundations of this research field. Additionally, this paper provides many inputs that contribute to the comprehension of the subject at an international level, and that can be utilised in the development of future works.  相似文献
