Are Monetary Unions Inevitable?

With the rapid growth of cross-border competition among currencies, informed observers predict that the new monetary unions are virtually inevitable in many parts of the world. In fact, predictions of such alliances are misleading and almost certainly wrong. Monetary unions necessarily imply a measure of collective action in the issue and management of money. An alliance requires allies—other states with similar preferences and a disposition to act cooperatively. A survey of proposed monetary unions shows that willing partners among sovereign states are just not all that plentiful. Conceivably some governments could be attracted to less demanding forms of monetary alliance, depending on bargaining context. But prospects for many full new monetary unions are dim at best.     

Microbial Sampling and Data Interpretation for Problematic Buildings: Considerations for Construction Related Environmental Claims

Bioaerosol data is often used in cases of building mold infestation alleging damage or adverse health effects upon occupants, despite the lack of consistent sampling and analytical protocols and numerical health-based standards. The most fundamental problem in these scenarios is defining a “significant” difference between a suspect indoor environment and the reference environment, regardless of the type of sampling and analysis utilized. Data interpretation focused upon differences in absolute numerical concentrations of fungi is subject to wide differences in expert opinion. On the other hand, an objective quantification of differences can be expressed in terms of probability and better meets criteria established in evidentiary rules.     

Some Men Named William Hunter

The Hunter family of Rhode Island produced two important American diplomatists of the nineteenth century. The elder William Hunter served for nine years as the American envoy to Brazil, where he exerted positive influence over the young emperor, Dom Pedro II. The younger William Hunter entered the Department of State in 1829 and spent fifty-seven years there under twenty-one Secretaries of State. For decades the department's third-ranking officer, he became its “mentor and authority.” The overlapping careers of Hunter and his two successors helped guide American diplomacy until 1937.     

Asian values revisited

  With Asia's economy still booming in the second half of the 1990's “Asian values” were announced by some politicians (Lee Kuan Yew, Mahatir, Ishihara, Mahbubani etc.) and contrasted with “Western values”. Soon a controversial debate within Asia ensued (Kim, Fidel Ramos ea..), into which also the western democracies joined. The “West” however reacted rather defensively to the new assertiveness of some Asian statesmen, inspite of the fact that the authors of this debate put into question the western dominance in global value setting which has been in existence since the French revolution. But has this debate withstood the test of time, the challenges posed by the recession in Asia and by the ever increasing globalization? Hardly. The crisis has destroyed the notion that “Asian values” had been the main cause and guarantor of Asia's exorbitant growth rates. While in the West Christianity forms the essential basics of culture, in Asia there is a multitude of coexisting - and frequently confronting world religions. There is no other continent which in cultural and political terms is so contradictory and potentially conflict ridden like Asia. “Asianism” as a concept was surely also intended as an instrument to integrate multiethnic Asian societies with weak internal cohesion. At the same time it served to neutralize the human rights issue. In the meantime the debate has become quieter and more dispassionate. In the developed West the notion gained acceptance to abandon “Eurocentrism”. At the same time there is recognition that “Asian values” are not exclusive. Also in Europe the family plays a special role. A debate on values is needed for societal integration – also in the “West” which should become more aware of the need to reassert the origins of its own spiritual foundations. Following September 11th the west is well advised to continue the dialogue on values with Asia. From the right to development to the rights-based approach: how ‘human rights’ entered development

This article offers an intellectual genealogy of how the concept of human rights has entered the development discourse—from the formulation of a ‘right to development’ to the rhetorical incorporation of rights within prevailing discourse, to the articulation of a ‘rights-based approach’ to development. It concludes with some propositions about the important role that a focus on rights might play in the practice of international development.     

Sudden and unexpected death of a 6-month-old baby with silent heart failure due to anomalous origin of the left coronary artery from the pulmonary artery.

A 6-month-old girl died suddenly without any previous symptoms of heart failure. Autopsy examination showed cardiomegaly (97 g) with a severely fibrotized myocardium. The left coronary artery was originating from the pulmonary artery. Histologically, the myocardium showed myocardial infarcts of different ages, as well as grossly thickened arterial branches due to increased flow in left-right shunt. We suggest that rare anomalies of the coronary arteries should be considered in the autopsies of suspected sudden infant death syndrome cases.
