Food safety regulation: is the Delaney clause the problem or symptom?

The Delaney anticancer amendment to the Food, Drug, and Cosmetic Act of 1938 is a prominent example of zero risk legislation. The relevant clauses prohibit a finding of safety for any relevant substance found to induce cancer in humans or animals. It is argued that the Delaney approach to safety regulation is not only misguided, but that relaxation of the law - for example, to permit substances that pose insignificant cancer risks - would produce only marginal improvement in regulation. A major shift in regulation that permits some form of cost-benefit analysis is the only way to move toward rational policy choices.Professor of Economics, Rutgers University. On the Edge of Solidarity: The Burqa and Public Life

Dislike among European publics for the Islamic full veil and the desire to ban it are often ascribed to nativist "Islamophobia." This article questions that assumption. It argues that, in political terms, the wearing of the burqa and niqab is inconsistent with Western norms of equality, the backbone of the citizenship ideal; and that, in social terms, the full veil erects a partition to interpersonal understanding and reciprocity. While the constitutional duty to protect religious freedom is a good argument in favor of tolerating the full veil, the practice of wearing it is at the edge of solidarity and injurious to the democratic public sphere.     

Coalition formation on major policy dimensions: The Council of the European Union 1998 to 2004

Using data of contested decisions in the Council of the European Union, combined with data on the position of member states on the left-right and support for European integration dimensions, this paper provides an overview of winning coalitions formed in the council in the 1998 to 2004 time span. It shows distance between the combined policy positions of winning coalitions to individual EU states within these coalitions and demonstrates that most winning coalitions in the Council have a large combined voting weight, minimal winning coalitions are rare, and ideological connectedness plays a much smaller role than expected.     

A Changing Public Sector: Developments at the Commonwealth Level

Over the last three decades the federal public sector has been the focus of government policies aimed at recasting federal public sector employment arrangements from a structure characterised by a considerable autonomy from government to a set of institutions more responsive to government direction; and more recently to a regime marked by considerable operational autonomy within a framework of substantive and substantial government control. These developments had the consequence of promoting a more explicitly managerial employment framework and a more individualised workforce. As part of this process the federal public sector was reorganised as a series of agencies. These 'managerial agents' of governments were authorised to secure more effective employee compliance with these changes. A key element in this process is the response of public sector unions to these developments and the way they have both contributed to, and been affected by, the construction of a more explicitly managerial public sector.
