The study examines productivity improvement efforts among a sample of United States County Administrators. Administrators' actions were divided into “tough” and “soft” approaches which were then examined in light of external and internal environment, governmental actors, duties of the office, management and policy actions and roles, and personal and demographic characteristics. Strong correlates were found in the areas of external environment, managerial role, and personal characteristics.  相似文献

Nation-wide surveys of graduate programs in public administration/affairs support assertions by critics that most programs do not provide students with adequate preparation for coping with information technology. This paper identifies the computer-related knowledge and skills demanded by the contemporary administrative workplace and, after analyzing the sufficiency of current curricula offerings, proposes three goals for education in the use and management of information technology and suggests curriculum revisions necessary to reach these goals. The adage that “it is always easier to fight the last war” is one that readily can be applied to the United States and its armed forces for not predicting the scale and type of operations encountered in the occupations of Iraq and Afghanistan. This article argues that the lack of preparation in the post-invasion phases arose from an institutional attachment to a preferred paradigm of warfare, as exemplified by the Persian Gulf War of 1991. This paradigm, though, has been substantially resurrected and re-configured to suit the fighting preferences of the American armed forces in its protracted encounters in Iraq and Afghanistan. Far from re-orienting its organization and mindset to meet the challenges of so-called counterinsurgency campaigns, as much current advocacy maintains, the military has reverted to the form of warfare it knows best.  相似文献

Those very few of us who were critical of the rise of legal expert systems in the early 1980s probably wonder, in idle moments, whether there is a possibility of rejuvenation of an approach which was once multi-various and is now obscure and esoteric. Is it possible that after rising and falling, that legal expert system research programme could rise again? What were the conditions which gave impetus to the field and could they be repeated? In this article I want to return, with a personal viewpoint, on the rise of expert systems and why - despite their failure - the appeal of commoditising legal expertise continues to allure the unwary.  相似文献
