Serving Clients When the Server Crashes: How Frontline Workers Cope with E‐Government Challenges

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.     

Spotlight on solar farms

Solar energy is the most abundant of all renewable energy sources, and the development pressures for solar farms have grown rapidly in the last 5 years within the UK. With this in mind, this paper outlines the characteristics of solar farms, describes their development within the UK, examines some of the issues raised by these developments and offers a concluding discussion of the contributions that public and media relations firms can make to the development of solar farms. The paper reveals that solar farms have been developed on both agricultural land and brownfield sites and that the development pressures are greatest in the South West and South East of England. The findings reveal that proposals to develop solar farms have generated a wide range of environmental, community and economic issues and that public relations companies have an important role to play in fostering the transition from fossil fuels to renewable sources of energy. Organizing a wildcat: the United States postal strike of 1970

This article, part of a larger work in progress, uses archives, key secondary sources, and oral histories from participants in the 1970 United States postal wildcat strike for better pay and working conditions to argue that this was a monumental event both unique and representative of the times. It was a rank-and-file effort that began in New York City – with a history of labor militancy – and rapidly spread across the country. The strike defied federal statute outlawing federal employee strikes, and also union leaders who opposed striking. A spike in 1960s hiring of blacks, veterans, women, and young people, combined with established labor unity tradition, a nationwide workplace and long-simmering frustrations produced the strike. But its dual character (both spontaneous and organized by local union officials and activists) allowed it to grow and maintain for eight days with no central coordination. Besides winning a living wage, the strike triggered the transformation of the US Post Office Department into the US Postal Service (USPS) with full collective bargaining rights for postal unions representing its employees. Moreover, it brought rank-and-file politics into postal unions while contributing to the increased strength of postal unions, public union organizing, and the labor movement in general.     

Virginia Stephen at the Dr Williams’s Library

This article considers the implications of Virginia Stephen’s membership of the foremost library of Protestant nonconformity in London—the Dr Williams’s Library. Drawing on research in the library’s archives, the author focuses on the original record of Stephen’s membership in the 1905 ‘Index of Readers’. While paying close attention to the semantic specificities of the record itself, this article also positions Stephen’s individual record in the wider context of the community of readers this index documents. The article explores the degree to which Stephen’s encounter with the predominantly female and scholarly, but also distinctly lower-middle-class and professional readership of the Dr Williams’s Library may have influenced the concerns of her 1909 short story ‘Memoirs of a Novelist’ and her first novel, The Voyage Out.     

The Rise of Dark Americana: Depicting the “War on Terror” On-Screen

In the wake of the 9/11 attacks the American film industry took a while to react to the Islamist threat at home and abroad. From 2005, however, Hollywood responded to the threat to the homeland and the War on Terror “over there” in Iraq and Afghanistan in a variety of ways. This article examines the nature of that response and whether it evinces, as critics allege, that the American film industry reflects and shapes a capitalist and imperialist agenda. More particularly, by evaluating the cinematic treatment of both the Iraq war and the problem of surveillance, rendition, and homeland security, the analysis explores what this distinctive on-screen genre tells about how the U.S. cultural mainstream has dealt with the challenge global jihadism poses to American values. The analysis suggests that post-9/11 movie making, while sometimes bleak and often clichéd, is cognizant of the gray area morality inherent in fighting the “War on Terror,” and is still thus able to offer some possibilities for sophisticated reflection.

“We don’t want to hear about discrimination”: Evidence slippage and evidence invention in the politics of foreign credential recognition in Canada

This article investigates how Canadian politicians engaged with evidence on foreign credential recognition in 2009. We find that some evidence receives decreasing attention over time, that some politicians bring forward explanations that have nothing to do with the evidence, and that most politicians hold the same position before and after the process of evidence‐gathering. These findings cast doubt on the extent to which politicians use evidence to inform their position on immigration‐related issues, even when they explicitly solicit it.     

From Malin Head to ‘Okean 75’: shadowing and intelligence collection operations by Royal Navy surface ships 1975–1985*

This article analyses a hitherto neglected aspect of the Cold War at Sea: the shadowing of Soviet warships by the Royal Navy surface vessels. Making use of previously untapped government sources, this article assesses the significance of these intelligence gathering operations, as well as their role in deterring the Soviet Navy through non-nuclear means. The article reviews three types of intelligence gathering operation by British warships: the regular and routine shadowing operations off Malin Head, the short-notice shadowing of Soviet warships transiting the sea areas near the United Kingdom, and finally the co-ordinated shadowing of the enormous ‘Okean 75’ Soviet naval exercise in 1975.
