The Coalition government announced, in 2010, that between 2013 and the end of 2017 all existing claims to income-based welfare allowances, including housing benefit, would gradually move to the Universal Credit (DWP 2010). This article evaluates the performance of the Council Tax and Housing Benefits Administration Services under the current system for the delivery of these benefits since they were transferred fully to local authorities in 1993 up until December 2011. During this period the performance of local government has been influenced by four successive national delivery regimes, namely: Compulsory Competitive Tendering (CCT); Best Value; Comprehensive Performance Assessment (CPA) and Comprehensive Area Assessment (CAA). An earlier article (Murphy, P., Greenhalgh, K. and Jones, M., 2011. Comprehensive performance assessment and public services improvement in England – a case study of the benefits administration service in local government. Local Government Studies, 37 (6), pp. 579–599) examined the CPA period in detail and found a significant improvement in performance across all types of authorities in all parts of the country during this period. The current article complements this earlier analysis and provides a longer-term perspective on the performance of the benefits service between 1993 and December 2011. The findings of this article show that under CCT the performance of the system was poor, there were wide variations in individual local authority performance, with many acknowledged inadequacies in the system and unacceptably high levels of fraud. However, towards the end of CCT and in the subsequent Best Value period the antecedents of some of the tools and techniques subsequently used to drive improvement in the CPA era were either put in place or were being developed. The Best Value period itself did not show significant improvements in performance and it was not until many of the initiatives were refined, developed and applied within the CPA framework that sustained and significant improvements became evident. This overall improvement generally continued under the CAA although the previous trend of consistent reductions in the variation between authorities’ performance had changed between 2009–2010 and 2011–2012. During the late Stalin era, many of the USSR's local party control officials and prosecutors entered into a protracted conflict over who had the right to judge the conduct of communists; prosecutors charged that party committees were shielding communists from prosecution, while control officials claimed that party organs were deferring to prosecutors and abandoning their traditional oversight role. This article will argue that although some party committees were interfering in the courts, the dominant story of party–procuracy relations under post-war Stalinism involved the disengagement of party organs from the oversight of administrative wrongdoing, with long-lasting consequences for the Soviet regime's attitude toward corruption. 相似文献

We thus have in common a joint need to develop methods to prevent us from becoming the next headline. One of the ways we do that is by determining what we should look at in the study of and response to terrorism. In the few minutes we have together, I'd like to explore with you a few issues in the measurement of terrorism. This article attempts to clarify what is meant by “root causes” and considers if their analysis helps to explain and describe how, where, and why terrorism occurs. In attempting to explore—but not definitively resolve—these challenges, the article will attempt to delineate “root causes” into qualitative and quantitative variables that can be empirically tested in relation to contemporary terrorist activity. In so doing, it considers the relative merits of different methodologies for approaching “root causes.” The article concludes that indirect and underlying sources of conflict are significant to understanding specific incidents of terrorism and certain categories of terrorism; that “root causes” are less helpful in describing and explaining terrorism as a general phenomenon; and that root causes are of analytical use only in conjunction with precipitant factors. 相似文献

Abstract The radical environmental movement, Earth First, was founded in 1980 by David Foreman, a Washington environmental lobbyist. Adopting as their slogan “No compromise in the defense of Mother Earth,” the movement progressed through the early formative stages usually associated with protest groups: letter‐writing campaigns, staged protests, sit‐ins, antiestablishment skits, and so forth. But over the past several years, Earth First has turned to violence, sabotage, and terrorism against land developers and the lumber, oil, and electricity industries. Their well‐educated, white, middle‐class members have more recently focused their attention on planning serious attacks on nuclear facilities and associated electric systems. In 1986 they were responsible for a successful attack on the Palo Verdes nuclear facility's transmission lines. In June 1989, three members were arrested for attempting to cut down power lines in Arizona as part of a plan to disrupt operations at the Diablo Canyon nuclear generating plant. The overall radical environmentalist movement and its sabotage efforts appear to be spreading. On April 29, 1990, eco‐terrorists claimed responsibility for a serious sabotage incident in Palo Alto, California, and on the same day power lines were sabotaged in Fairfax County, Virginia, by unknown perpetrators. It is clear that in the United States a national ecoterrorist network exists whose main purpose is to commit illegal acts in defense of the environment. These ecoter‐rorists appear to be gaining strength as well as the capability to increase their activities around the country. The radical environmentalist movement has the potential to become the country's major domestic terrorism problem. 相似文献

It is common to hear the assertion that weak or failed states are fertile ground for terrorism. Yet terrorist groups have emerged from, and operated within, countries which have strong, stable states and a variety of systems of government. Terrorist organizations operate in weak and failed states but it is not necessarily the condition of weak or failed statehood which explains their presence. Moreover, it is not necessarily the weakest states which do host such groups. Therefore, this condition is not a sufficient explanation for their presence.
