Finland has one of the highest homicide rates in Western Europe, and almost every tenth homicide is caused by asphyxiation. Reliable statistics, a strict legislation, and an exceptionally high medico-legal autopsy rate formed a base for a nationwide analysis of asphyxia homicides (n = 383) during 30 years. The cases were identified through multiple records, and all the forensic pathology case files were studied in detail. In more than one out of five cases, there were indications of staging, and the homicide was revealed first at autopsy in close to one in ten cases. The vast majority of the homicides took place in private locations and involved persons known to each other. Every third victim was an intimate partner, and every tenth a child. Almost half of the victims died from manual strangulation, one in three from ligature strangulation. Smothering, choking, neck compression with a firm object, and thoracic compression were more rare methods. Drownings were excluded from this study material. Of all the victims, 7% had no observable external injuries. Petechiae were recorded in approximately in 61%, laryngohyoid fractures in 47%, and vocal cord hemorrhages in 16% of the cases. Every tenth female victim had genital injuries. Toxicological analyses were performed in close to all of the cases, and almost three out of four victims tested positive for blood alcohol. The various aspects of the demographics and autopsy findings covered in this study contribute reliable and accurate data to further strengthen the spectrum of observable medico-legal characteristics of asphyxia homicides. 相似文献
Using historical and numerical analysis and the five-part schema, this study finds that over the past 50 years structural modifications and adaptations by American cities have generally followed the standard S curve of the diffusion of innovation. In tests of Kaufman's and Hirshman's theories of epochs of change from representativeness to administrative efficiency, this study determines that mayor-council cities have, in a standard innovation diffusion S curve, adopted many of the key features of council-manager cities, increasing their administrative efficiency. At the same time, council-manager cities, again in an S curve, have adopted many of the key features of mayor-council cities, increasing their political responsiveness. Fewer cities are now either distinctly mayor-council or council-manager in form, and most cities are structurally less distinct, constituting a newly merged or hybrid model of local government—the type III city. 相似文献
The theme of this paper is that access has to be discussed along a number of dimensions simultaneously, and that the language of discussion must discard the ‘David and Goliath’ metaphor of the individual versus the large organization. Access is a relationship which occurs systematically, not by chance. Its structural forms are determined by the formation and dissolution of social classes. Although access is more about power than rationality, to be examined more by reference to class struggle than culture, certain groups and classes are structurally unable through both processes to connect with alien criteria of resource allocation. At the same time the development of the bourgeois state and the transformation of rich peasants into rural capitalists cannot be completed without the incorporation of petty owners, tenants and labourers for the appropriation of their surplus value. This is maintained through the ideology of inclusion (populism) which presents access as an opportunity rather than a problem, and operates through the language of community, target groups, special programmes, extension and decentralization. The discussion in this paper is pursued in the context of material collected during fieldwork in the north-east of Bihar State, India where land reform, irrigation and intensive agricultural programmes have been undertaken since the early sixties. 相似文献
In this article we introduce a policy analytic technique that we call “policy monitoring.” Using data from the Environmental Protection Agency's Hazardous Waste Division, we demonstrate how the technique can be employed in actual practice. The case study demonstrates that EPA enforcements were responsive to stimuli emanating from outside the agency. In particular, relevant congressional committees were able to influence and effect change in the EPA's policy. In addition to demonstrating how policy monitoring can be employed, we also discuss how it can be used in other policy analytic situations. 相似文献

Between 1964 and 1972, the National Service Act 1964 required Australian men turning twenty years old to register for national service. Unlike most scholarship on the national service scheme, which focuses on opposition to the scheme and its unpopularity, this article examines the reasons why most Australians supported the reintroduction of national service and why so many young men complied with its provisions. It argues that compulsory military service was seen as essential in the context of the Cold War, and as a way of ensuring that young men now coming of age were inducted into models of masculinity, citizenship and duty considered essential for a cohesive society. It was the scheme's break with accepted traditions of compulsory military service in Australia that is an overlooked, and important, element of the criticism it generated. In that sense, it was the legacy of earlier wars that fed into the contemporary response to national service. 相似文献
