Legislators are thought to delegate policymaking authority to administrative actors either to avoid blame for controversial policy or to secure policy outcomes. This study tests these competing perspectives and establishes that public attention to policymaking is a powerful predictor of the extent to which significant United States statutes delegate authority to the executive branch. Consistent with the policy‐concerns perspective, by one calculation statutes dealing with high‐attention issues entail 48 percent fewer delegating provisions than statutes dealing with low‐attention issues – a far stronger relationship than is typically found in the delegation literature. As per the blame‐avoidance perspective, a number of additional analyses yield results consistent with the notion that fears about future public attention motivate statutory delegation if legislative conflict is sufficiently great. Overall, however, the results suggest that conflict typically is not sufficiently great and that legislators are generally more inclined to limit statutory delegation when the public is paying attention. 相似文献

The recent empirical literature on redistribution and developmentemphasizes two main evidences: (i) more redistribution generallyinduces higher growth rates and (ii) more inequality does notnecessarily increase the political demand for redistribution.These stylized facts are at odds with the correlations observedin developed countries. Several theoretical arguments can beadvanced to explain these puzzles. In this paper, it is shownthat ``vote purchases'' may be seen as an additional argument toexplain puzzle (ii). Abstract: This study examines the use of influence tactics by Human Resources managers with the members of the Quebec public-sector management team. The results indicate that they use a large number of influence tactics, that they use more frequently “soft” tactics than “hard” ones or “neither soft nor hard” ones, and they choose their tactics based on a cost-benefit analysis. Furthermore, the analyses reveal that respondents whose feelings of self-efficacy are high will not attempt to influence or use “soft” tactics any more frequently than respondents with low feelings of self-efficacy. Abstract: In the next few years, Quebec's public service will be facing a problem of labour retention. With many public-service employees due to retire, the number of young people old enough to enter the job market will likely not be sufficient to fill the voids created by their departure. At the request of the Treasury Board Secretariat, we conducted a survey of young public servants in an effort to determine whether they were planning to leave the public service in the next few years and, if so, the reasons for their decision. This study presents the results of that survey. We noted a certain dissatisfaction surrounding issues related to working conditions. However, we also found that a good number of young public servants identify with the objectives of the public service. The government can certainly gain important benefits from this in order to position itself as an “employer of choice.” 相似文献
