The global financial crisis of the late 2000s has affected the EU and East Asia differently. The EU has seen its economic, political and social structures undermined by the problems derived from the global crisis and subsequent eurozone sovereign debt crisis. In contrast, East Asia has gone through the global crisis relatively unscathed and has seen its standing at the global level reinforced. As a result, there has been a reconfiguration of leadership, decision-making and governance structures in both regions. In the case of the EU, Germany has emerged as the clear leader of European efforts to solve regional economic problems. Meanwhile, intergovernmentalism has replaced supranationalism as the decision-making and even implementation procedure of choice. Differently, there is no single leader in East Asia. China has become one of the most important powers at the global level, but at the regional level, different countries have shaped East Asia’s response to the crisis. Concurrently, there has been some move towards increasing integration, even though intergovernmentalism still defines governance structures in the region. Thus, the global financial crisis of the late 2000s has helped to shape new leadership, decision-making and governance structures in both regions.  相似文献

This article sets out to outline the tenets of neoliberalism and globalization, prior to the identification of the implications of neoliberalism for the British health system since 1979. The article then focuses on the applications and implications of neoliberalism for the British mental health system in terms of service organization and management, and the impact these changes in direction had on the three existing service sectors: users, carers and professionals. The discussion and the conclusion highlight the significance of these developments in the mental health system in the rather hybrid context of health, mental health, and social care policy and practice in the United Kingdom.  相似文献

Recent academic works have shed light upon the motives and negotiation dynamics leading to the creation of the New Development Bank (NDB) and Asian Infrastructure Investment Bank (AIIB). We know less about their day‐to‐day activities and if (and if so why) they are being innovative in the field of multilateral development lending. This article evaluates novelty in the two banks. It uncovers and suggests an explanation to the puzzle of why the NDB appears more innovative (in terms of institutional design, staffing, and lending policy guidelines) than the AIIB by exploring the cases of China and Brazil. The two countries played central roles in the set‐up of each the AIIB and NDB. Drawing on extensive field research, the article proposes that their preferences and capability to engage in institutional innovation depend on interests, status, economic power, and regulatory capacity.  相似文献

This research examined the challenges, enablers and outcomes of organisation transformation in Philippine local governments. We combined a multi-case study research design and backward mapping approach in collecting and analysing narratives from 55 leaders in 9 Filipino local government units (LGUs) that have successfully undergone transformation. Results show that the transformations of the LGUs appear to have been catalysed by three interrelated elements: vision, LGU leadership and citizen engagement. The transformation in the local governments concentrated on multiple foci of reform including structure and systems improvement, culture change, human-resource development as well as policy and programme development. This holistic approach enabled the transformation of bureaucratic and unprofessional government service to transparent, professional and efficient public service that engendered pride, transparency and social equity. Implications of the proposed model for transforming LGUs and in developing LGU leaders for good governance are discussed.  相似文献

Adolescence is an important time for political development. Researchers have concentrated on the family as the sole socializing agent of youths; however, as Campbell, Gimpel, and others have shown, political contexts also matter for young citizens. Using the National Education Longitudinal Study of 1988, the Record of American Democracy, and election outcomes data, I find that adolescents who resided in politically competitive locales or states have higher turnout years later compared to those who lived in uncompetitive contexts. These effects are not mediated by the home political environment and act through political socialization. This research adds to a growing literature on the influence of political contexts on political behavior and is the first to explore how political competition during adolescence influences voter turnout in young adulthood.

The X-chromosome has valuable characteristics for population genetic studies. In order to investigate the genetics of the human Mediterranean populations further, we developed a 25 X-chromosome SNP-multiplex typing system. The system was based on PCR multiplex amplification and subsequent multiplex single base extension with the SNaPshot reaction, capillary electrophoresis and multicolor fluorescence detection.We investigated 11 Mediterranean populations with the 25 X-chromosome SNPs. A high overall homogeneity was found among the Mediterranean populations except for Moroccans, who differed genetically from the rest of the populations in the Mediterranean area. This result supports the hypothesis of a low incidence of the south-north genetic interchange at the western shores of the Mediterranean basin. A low genetic distance was found between populations in the Middle East and the western part of the Mediterranean area most likely reflecting the strong effect of the Neolithic wave.A certain level of background linkage disequilibrium among the 25 SNPs on the X-chromosome in Ibiza and Cosenza was observed, possibly as a consequence of their demographic history.  相似文献

Frequency data of 20 polymorphisms (13 autosomal and 6 Y-chromosome STRs and the Alu-insertion YAP) were determined in a sample of 124 unrelated Jewish individuals from Ashkenazi, Sephardic, North African and Oriental origin. The a priori statistical power of the set of studied loci was highly discriminating (PD=1 in 2.393 E+15 individuals for autosomal STRs, and a probability of finding two unrelated males with the same haplotype of less than 0.01). Some significant population differences were registered between Jews and other Circummediterranean populations in Y-chromosome loci frequencies.  相似文献
