Following approval of a referendum in 1993, New Zealand replaced its first–past–the–post electoral system with proportional representation (PR). Although support for PR was initially high, less than a third expressed support for the new system a year and a half after its implementation. We examine two explanations for this decline. One theory assumes that dissatisfaction with the new system is the result of a growing alienation with politics, exacerbated by an unpopular coalition government that voters neither expected nor desired. Another theory assumes that evaluations of the new system are mediated by a preference for coalition or single party government. Our results indicate that a preference for single party government, guided primarily by partisan self–interest, has the largest impact. Nevertheless, negative evaluations of the performance of the coalition government helped contribute to a loss in support for PR suggesting that government performance can affect citizen's evaluation of political institutions, particularly when systems undergo radical change.  相似文献

Liberal-idealist and constructivist approaches to German foreign and security policy share a rejection of power politics and a ‘normalisation’ of the use of force. Wedded to a ‘civilian power’ lens, these approaches cannot explain actual policy in terms other than a re-socialisation into power politics or a decline of Germany's normative preferences. This paper argues that these approaches no longer adequately reflect the choices German leaders face. They confine analysis to normatively acceptable forms of power and structural frameworks that are increasingly in flux. As a result, they are unable to explain the impact of systemic transformation on German foreign policy and lack the analytical tools to incorporate systemic change. This paper proposes instead that a different, and more accurate, conclusion can be reached if we reassess how power, norms and structure interact in shaping German foreign policy choices. What we find is that Germany is actively engaged in developing an approach to foreign policy-making that takes account of the structural transformations in Europe and beyond and its legacy of strong normative convictions.  相似文献

Priming is often mentioned in studies of media effects in Britain, yet empirical tests of its extent and nature are lacking; most evidence of priming effects is from the United States. Moreover, research on British elections concludes that the media have little impact on the public’s perceptions of issues, including in the 2005 election. In this paper we argue that priming by the British media has been misconceived and thus not studied adequately. We demonstrate that the issue of the war in Iraq was primed by media coverage in 2005, both as a consequence of the volume of coverage of the issue and its tone. The influence of Iraq was not just long-term, via its impact on confidence in the Labour government or Tony Blair’s reputation, but was also affected by media coverage during the campaign. We also demonstrate that the media’s coverage of Iraq in 2005 influenced voters’ evaluations of Blair by polarizing consumers of the same news. Finally, we find slightly more of an impact of the tone of coverage of Iraq in 2005 but it is moderated by the editorial stance of the newspaper—the editorial stance of British newspapers still seems to matter, suggesting that the dealignment of the British press has not eliminated the influence of reading a newspaper that endorses a party, no matter how qualified that endorsement may be.  相似文献

The growing popularity and use of news Web sites around the world provides new possibilities for studying the position of the United States in the world system charted by digital news items. In this article, we look at 35 popular news sites in 10 different languages over a 2-year period, in order to assess the position of the United States in world news as well as to identify possible explanations for it. Our findings show that the United States is by far the most prominent country in the news sites that we studied from around the world, except for the French and Arabic ones. The network structure of news links clearly exhibits its key position as the centerpiece of a global system. Economic factors better explain America's news prominence than political, social, and geographical factors. Yet, none of the many variables we examined could explain the large gap between the news prominence of the United States and that of the rest of the world. We discuss possible reasons for these findings and suggest directions for further studies in the field.

This paper focuses on the extensive array of girls living in the social margins for unacceptable public behaviors, and the actions they use to cope with psychological and physical violation of their minds and bodies. Contemporary ideals of girlhood have been shaped particularly by impressions of Victorian utopian thinkers. Ideals of girlhood, however, have not considered how girls might need to adapt to violations of girlhood. The moral space, then, between public perceptions of female deviance and awareness of what has driven the offending girls to their actions has created a deep and protracted antipathy. Using historical texts such as John Ruskin's The Ethics of the Dust, this paper draws on works that contributed to ideals of girlhood to provide ideals that might be incorporated now into restorative models of reconciliation between troubled girls and their communities.  相似文献
