The author surveyed newspaper managing editors and municipal finance directors about the effect of newspaper coverage on the accountability of local government budget activities and policies. Using the survey findings, he argues that newspapers are selective about what constitutes news, and that while newspapers receive adequate information from public officials, many reporters and editors lack the training to understand and interpret complex budget activities and policies. A content analysis of newspapers supports the survey findings and presents additional evidence. The result is a weakening of any assessment by the press. Overall, the results challenge the commonly accepted argument that press publicity provides an effective external control over the competence, responsiveness, and accountability of public officials. The article suggests that budget officials can take steps to improve accuracy in reporting and accountability by taking a more active approach with the press. 相似文献

The principal purpose of this study is to investigate the probable impact of tax and spending limitations on tax burdens and state expenditures. This is accomplished via a systematic evaluation of the alternative proposals associated with tax limitation legislation. Individuals enter police encounters with expectations about how these interactions will unfold. These expectations are often rooted in racialized personal, vicarious, and collective experiences with the police. Bayesian updating posits that the way youth perceive treatment by the police during stops and arrests combines with prior expectations and perceptions to shape current views of the law, whereas subtyping suggests this process differs by race. This study examines intra- and interracial variability in these processes using longitudinal survey data from 3,085 Black and White youth. Regardless of race, youth who indicate they were treated with disrespect during police encounters had lower perceptions of procedural justice than did those with no contact, whereas contact perceived as respectful had no significant effects. For White but not Black youth, police encounters rated as “neutral” are associated with more negative views of the police. Other forms of legal socialization are also racialized, including messages conveyed in the media and by parents. Limited evidence exists that prior views of the police moderate the effect of police encounters on procedural justice or that these conditioning effects vary by race. Findings support updating, but race differences do not neatly align with findings expected with updating or subtyping theory. 相似文献

Detection of gunshot residue (GSR) is an arduous task for investigators. It is often accomplished with chemical tests, which can reveal elements and ions indicating the presence of GSR, but are likely to cause physical alteration to the pattern. In this study, the Spex Forensics Mini‐CrimeScope MCS 400, along with 16 accompanying wavelength filters, was applied to various GSR patterns and target types. Three dark shirt materials, four ammunition calibers, and eight ammunition manufacturers, along with the primer residue of the different manufacturer ammunitions were tested. Results indicate the alternate light source wavelength of 445 nm to be the optimal setting. In addition, target material plays a large role in the preservation of GSR patterns as particles burn. Furthermore, it can be extrapolated that residue, observed from a full round and firing distance of six inches, is mostly composed of unburnt gunpowder residue, not primer residue. 相似文献

A screening checklist for assessing the risk of violence at the time of psychiatric hospitalization was developed. Checklist items and a cutoff point for low versus high risk of violence were selected based on a previous study of statistical prediction of violence. Application of the checklist to a new sample of 338 patients admitted to a university-based inpatient unit revealed promising results in identifying patients who later displayed aggressive behavior in the hospital, as indicated by its positive predictive value (59.0%), negative predictive value (70.6%), sensitivity (57.2%), specificity (70.0%), total predictive value (65.4%), and likelihood ratio (1.97). The 'logical framework' and 'logical framework approach' have become widespread planning tools, particularly in donor-assisted projects in developing countries. With its simple format and the clear relationship between variables, the logical framework is helpful for summarising main concerns relating to development schemes. At the same time, the author argues, current conventions limit the framework's usefulness; and he suggests modifications that should substantially enhance its applicability and information-carrying capacity. The logical framework approach seeks to address additional dimensions of planning. However, it is too circumscribed by standardised steps and procedures to be defended as the ubiquitous planning methodology it is commonly held out to be. The 'logical framework approach' is here juxtaposed with a broader and more flexible concept of 'development planning', with which it should not be confused. 相似文献
