Terrorism and Profiling

A key problem for counterterrorism is how large numbers of individuals can be screened most efficiently to discover terrorists. This question arises at security checkpoints of all kinds, from roadblocks to airline security counters. Some argue that certain categories of individuals, for instance, young Muslim men in the airline context, should be screened more heavily than others. Others deride this as racial profiling, and argue that any such scheme would be easily evaded. I examine a model of searching for terrorists among a population divided into categories that vary in their potential reliability or ease of recruitment as agents of terrorist attacks. The equilibria in the model feature profiling, in that different categories are searched with different intensities. Practical difficulties in implementing a rational profiling scheme are discussed.

The paper argues that violent Uighur separatism and terrorism conforms in a number of important respects to the human security theory of terrorism, particularly in the realm of political and civil rights. However, it argues that impetus has been given to the various separatist organisations in the region by the development of interconnections between the largely internal aspects of China's policy of integration in the region and the wider Central and South Asian dynamic of Islamic radicalism since 1990.

Approaches to terrorism and peacebuilding have a complex relationship with each other, which may be explained according to four categories outlined in this article. These range from blocking each others’ aims, nullifying terrorism, supporting a very limited, or a broader peace process. Each of these categories has implications for the inclusion and reconciliation of a wide range of actors and the hybrid nature of the emerging peace. This relates to the critical approach of using theory to create emancipatory forms of peace, which is used as a basis for the examination of the production of hybridity via the interaction of approaches to terrorism and peacebuilding in five cases in this article. These include Sri Lanka, Kashmir, the Middle East, Nepal, and Northern Ireland. We argue that “post-liberal” possibilities for a hybrid form of peace (which are inherent in such conflicts) offer a “post-terrorist” potential for peace processes.

Ageing with Dignity: Old-Age Pension Schemes from the Perspective of the Right to Social Security Under ICESCR

The ‘dignity and worth of the human person’ emphasised in international human rights instruments resonate strongly in relation to the world’s ageing population, which is projected to be the fastest growing population group in the world and often among the most vulnerable. While elderly persons as a group are heterogeneous and their socio-economic life situation varies significantly between individuals, the need for universal support mechanisms such as non-contributory old-age benefits have been recognised by many states, and currently, over 100 countries around the world provide some form of social pension targeted towards the elderly populations. This article appraises a sample of these old-age pension schemes from the perspective of the right to social security, with particular emphasis on the dignity and worth of the human person as espoused within the international human rights regime.
