Examination of the demographic and offense-related characteristics of 1,636 gang members admitted to Canadian federal penitentiaries between January 1, 2006 and August 31, 2009 revealed that there is considerable variation between these groups. Members of Aboriginal, Asian and Street Gangs tended to be admitted at much younger ages than members of Outlaw Motorcycle Gangs (OMG), or members of Traditional Organized Crime (TOC) gangs. Moreover, these younger offenders were more likely to be admitted to prison with a conviction for a violent offense, have higher levels of risk and need, were placed in higher security facilities, and engaged in higher levels of institutional misconduct once imprisoned. Members of TOC gangs, however, had levels of misconduct that were one-third the rate of non-gang offenders admitted during the same era. This study shows that not all gangs pose equal risks to correctional systems, and that gang management or suppression strategies should take their characteristics into account.  相似文献

From the mid‐1960s through 1980, major policy changes were adopted as a result of federal and state public lands protection statutes. This article analyzes the impact these policy changes have had upon the economies of gateway communities, a subject of limited discussion in the scholarly literature. One conclusion is that gateway community economies have become less dependent on resources extraction. This analysis finds that several factors––beyond policy change––have influenced the shift away from resources extraction. Likewise, there is the question over what economic mainstays have stepped in to fill the resources extraction void? For many gateway communities, it appears that the answer has been recreational tourism. The implications of this economic shift within gateway communities are explored.  相似文献

We present an unusual case in which an adult female committed suicide by fire while enclosed in the trunk of her vehicle. A finding of suicide was reached only because several key investigative facts were uncovered. Without these discoveries the case may still remain open as a suspicious death. Fire is rarely used as a mechanism of suicide in Western culture, and, as such, similar cases should be reported to advance our recognition of this phenomenon.  相似文献

Since 1960 there has been a steady erosion in concern about the electoral outcome of presidential elections among the white electorate. An analysis of the six SRC-CPS presidential election surveys conducted between 1960 and 1980 shows that a substantial portion of the erosion of electoral concern can be accounted for by the weakening of partisan loyalties and the decline in feelings that the political system is responsive. More generally, the analysis suggests that extent of concern about the electoral outcome is primarily a long-term secular component and not a short-term, election-specific factor as is commonly assumed in the literature.  相似文献

An increasingly globalised world brings with it unprecedented complexities in international intelligence sharing. The continual integration of international markets and services, amid the ongoing disruption of digital technologies, is driving the need for greater collaboration and cooperation between countries. The flows of people, goods, ideas and information are increasing each year in tandem with the global reach of terrorism. Global reliance on the internet for commerce and communication also exposes countries and organizations to cyber-attack. Significant increases in borderless crime, the rising incidence of global political fragility, and shifts in multi-jurisdictional crime all compel law enforcement, intelligence and security agencies to continually re-evaluate existing approaches and policies. The ability of police to attack transnational organized crime at its source, or at a transit point that offers opportunities for effective disruption, is now more important than ever. This essay describes a study conducted by the Australian Strategic Policy Institute that identified a number of crucial issues with Australia’s criminal intelligence efforts offshore. It explains why it is important to foster a culture of offshore criminal intelligence, looks at challenges associated with the current system, and suggests ways to overcome those challenges. The research confirms that Australia’s efforts to collect and disseminate criminal intelligence, as distinct from routine international liaison, is ripe for improvement.  相似文献

On October 13, 2015, new laws came into force in Australia requiring telecommunications service providers to retain and store their ‘metadata’ for 2 years so that it remains available for analysis by anti-terrorism strategists and organised crime fighters. But there are ongoing issues associated with this legislative approach, including the threats to privacy thereby, and concerns that the retention system can be circumvented entirely. This paper will outline the legal and criminological questions that need to be explored in order to help policymakers work through these issues so that an appropriate balance can be struck between forestalling crime and terrorism using all available electronic means, and not unduly curtailing the legitimate rights to privacy that citizens in modern democracies currently expect to enjoy.  相似文献
