Assessing the balance

Save for the single issue of balance of power theory's relevance to the current system, where we and some of our critics are in real disagreement (and they are wrong), every aspect of this symposium has been highly productive. Our critics do not directly dispute the proposition that a rapid end of a single superpower world is extremely unlikely. They generally endorsed our core finding that the systemic constraints featured in IR scholarship are largely inoperative with respect to a United States that remains the sole superpower. These essays are consequently devoted mainly to discussing the implications of our findings and the future research agenda. In particular, they developed serious challenges to the idea of US led institutional revisionism, generated new ideas about both systemic and non-systemic constraints, and suggested potentially powerful theories about constraints on other states besides the United States.     

The Balance of Power in Rural Marketing Networks: A Case Study of Snake Trading in Cambodia

Producers in small-scale rural markets often receive unfavourable prices for their goods as a result of more powerful market participants. This study uses a combination of price analysis and interview data to assess the position of snake hunters in the aquatic snake market from Tonle Sap Lake in Cambodia. Despite the hunters' dependence on intermediary traders for market access and credit, the evidence implies that they are not powerless participants. Intermediary traders operate under high competition as a result of the increasing scarcity of snakes and therefore, despite interlocked credit and snake markets, offer relatively high prices to hunters.

Research and trends in governmetal accounting and reporting

Budgeting is a form of financial reporting using accounting information. This paper reviews current research and trends in governmental accounting and reporting for state and local governments in the United States. In the first section, the contributions of the Governmental Accounting Standards Board are reviewed, including the conceptual framework now guiding the evolution of accounting standards. Also reviewed are developments that are expected to have a significant impact on budgeting in the future, including service efforts and accomplishments reporting, financial condition, and budget reporting. The second section reviews accounting research in four distinct areas: capital markets; financial reporting; behavioral experiments; and, public choice. The future of governmental accounting and reporting will reflect changes in the standards of practice and the use of theory to direct research.

THE CASE FOR ADOPTION ALTERNATIVES

In this article, the author takes a unique approach to adoption, criticizing the law's heavy emphasis on adoption while not promoting other permanency alternatives. The author advocates the use and promulgation of subsidized guardianship and cooperative adoption as positive alternatives to traditional adoption. First, the author considers the Adoption and Safe Families Act (ASFA). Discussions of therapeutic jurisprudence and preventive law follow. Then, she talks about family systems theory and cultural competence, leading to discussion of her two favorite alternatives. After examining these theories and approaches, she concludes that these options do a better job of maintaining family relations and correspond more closely with psychological theory.
