This article tests the effect of accountability on negotiation outcomes in a face‐to‐face classroom experiment. Student participants were asked to form coalitions in groups of three. In the treatment condition, negotiators were held accountable by a personal forum during the formation of the coalition. In the control condition, negotiators were not held accountable. Results show that accountability leads to lower group performance in coalition negotiations. Accountability also reduced the willingness of negotiators to include all negotiators in a “grand coalition.” Rather, accountable negotiators reached agreement with a subset of negotiators. Accountability increased the odds of reaching no agreement. These findings challenge the idea of increased performance as a result of public accountability in the context of coalition negotiations.  相似文献

We compare experimentally two contest designs. In the between-group design (BGD), cohorts compete with one another in stage 1 and a single cohort is then advance to stage 2. In stage 2, members of this cohort compete for a single prize. In the within-group design (WGD), the order of the competition is reversed. Our findings support the theoretical conclusion that the WGD is superior to BGD in generating more expenditure. They also show that if the cohorts are fixed, small, and interact repeatedly over time, then tacit collusion in the WGD, but not the BGD, leads to suppression of expenditures.  相似文献

The expansion of human rights provisions has produced an increasing number of human rights practitioners and delineated human rights as a field of its own. Questions of who is practicing human rights and how they practice it have become important. This paper considers the question of human rights practice and the agency of practitioners, arguing that practice should not be conceived as the application of philosophy, but instead approached from a sociological point of view. Whatever the structuring effect of political institutions, human rights is being defined more expansively by practitioners. The weakness of international institutions and the interpretive scope of human rights discourse produce significant opportunity for practitioners to interpret the meaning of human rights. Our exploratory interviews of a small sample of practitioners reveal widely varying histories, in which they interpret their own work as “human rights” practice in differing ways. Practitioners who in the past thought of themselves differently, now identify as human rights activists. They are also becoming more professional, but concerned about professionalization. Their self-interpretations reflect these concerns and also respond to the necessities of career events. Through the conscious and unconscious aspects of their practice, practitioners exercise considerable agency in adapting human rights discourse to their own concerns while also being critical of it.  相似文献

Informed by psychosocial theoretical constructs, this study explores dynamic processes that underlie behaviors of what we call youth relational violence. The paper challenges earlier studies about teen dating violence that use models of adult domestic violence to inform the work, and posits, instead, that youth relational violence is not domestic, occurs beyond the scope of committed partnerships, and varies broadly in the degree and qualities of the relational dyads in which it occurs. Data from participants in targeted and random focus groups (n = 84) consider the social and economic context of a rural and small-town region. The study makes no gender assumptions about abusive teen relationships, nor does it limit data sources and analyses to heterosexual dyads. It conceptualizes elements of power and attachment, and operationalizes them into analyzable data forms, toward the development of a theoretical model that will inform research and practice about violence between teens in relational dyads. Whereas research in the last decade has focused principally on prevalence and evaluation, this paper introduces an exploration of dynamic processes that underlie power, tolerance of abuse, vulnerability to perpetration and victimization, and degree of attachment as it relates to abuse and power dynamics.  相似文献

How can different schemes of compensation for treatment injury be evaluated? This article offers an empirical approach to assessment based on the simulation of alternative models of eligibility using real-world data. It draws on information about adverse events generated from a representative survey of public hospital admissions in New Zealand and classifies these under a range of eligibility criteria for different possible compensation systems. These are then evaluated according to a number of policy design considerations, using variables available from the New Zealand study.  相似文献

This is the second part of an extended article; Part I, ‘Democracy and the Military: An Epitaph for Frankenstein's Monster?’ appeared in the previous issue of this journal. Part II takes as its starting point the theoretical analysis developed in Part I and applies it to three empirical cases, South Korea, Chile and Ghana. Behind the superficial similarity between the way the transition to democracy has been ‘crafted’ in the three countries, there lie significant variations which have also complicated the tasks of controlling the military and consolidating democracy.  相似文献

This article takes issue with those analyses of ‘developmental democracy’ which treat popular participation as a clamorous inconvenience to be managed in the interests of economic efficiency. Instead it asks what follows from prioritizing participation both as a defining feature of democracy, and as an integral part of what is meant by development.

The analysis is developed in two parts. The first contrasts the narratives of popular and of liberal democracy, showing how they come to different conclusions about participation and its role in development. But it also argues there are potential complementarities. These were obscured when socialist ‘people's democracies’ were (misleadingly) seen as popular alternatives to liberal democracy. Since the end of the cold war, however, the focus has been on democratizing liberal democracy, to ensure it is responsive to the needs of citizens, as active participants in development and not just targets of state policy, rather than on whole system alternatives.

The second part reviews the experience of popular democratic experiments in Tanzania and Nicaragua, which sought to extend participation beyond the confines of representative democracy, and to link it to participatory development. It might be read as a requiem for their apparent failure. But their vicissitudes also raise broader questions: about the contradictions between popular participation and ‘people's democracy'as a system of rule; concerning the structures and procedures (elections, political parties, civil society bodies, mass organizations and so on) through which participation is organised; and about the problems of harmonizing participatory development with the management of complex national economies.  相似文献
