When Malaysia came to independence, considerable powers, particularly in the natural resources sector, were devolved on the rulers of the states of East Malaysia, Sabah and Sarawak. The subsequent deforestation, which benefitted the logging companies (and the politicians) was hard to reconcile with the interests of the indigenous peoples. Their plight was projected internationally by a Swiss activist, Bruno Manser, who lived with the Penan people for several years. But the resulting expressions of international concern over the rate of deforestation from, for example Al Gore and Prince Charles, have received short shrift from the government of Malaysia. Sarawak reputedly continues to have among the highest rates of forest destruction in the world.  相似文献

The U.S. Global Change Research Program (USGCRP) was established in law in 1990 (P.L. 101–606) with a mandate to provide policymakers with usable information. The law gave a White House Committee on Earth and Environmental Sciences (CEES) responsibility to implement the program with respect to its policy mandate. In 1994 CEES was replaced, in part, because it failed to provide usable information. This article, documenting the development of the program's policy mandate and CEES implementation of the USGCRP, finds a performance shortfall. The shortfall is attributed to a breakdown in the legislative process, participant perspectives, and the structure of post-World War II science policy. The purpose of the article is to explain the CEES performance shortfall in hope that its successor can improve USGCRP performance with respect to its legal mandate based upon the lessons of experience.  相似文献

“Bond notes” were introduced by the Reserve Bank of Zimbabwe in late 2016 as a local surrogate currency equivalent in value to the US dollar to address the acute currency shortage afflicting the economy. Unsurprisingly, they were overwhelmingly rejected by Zimbabweans, who feared that they heralded a return to the hyper-inflation which had destroyed incomes and savings in 2008–09. Accordingly, faced by a widening budget deficit, the ZANU–PF government turned to alternative methods of creating money with a view to winning the next election: expanding the supply of electronic currency and selling Treasury bills. The resultant financial crisis provided the backdrop to the military’s recent displacement of President Robert Mugabe. However, commitments to economic reform by any new government dominated by ZANU–PF appear unlikely to address Zimbabwe’s persistent crisis.  相似文献

The general election held on 8 November 2015 marked a significant turning point in Myanmar’s ongoing regime transition. Under the leadership of Aung San Suu Kyi, the National League for Democracy (NLD) overwhelmingly dominated the polls. Although the huge electoral mandate for the NLD suggests that further political liberalization in Myanmar is likely, the country is not yet undergoing a genuine democratization. Under the current constitutional framework, the military will remain a key actor within the government, thus a new power-sharing arrangement between the NLD and the military is inevitable. This article examines how Myanmar has transformed from a military regime into the military’s version of a ‘disciplined democracy’ and argues that the 2015 general election was not a precursor to a democratic government per se, but rather a re-affirmation of the military’s version of democracy, in which popularly elected civilian political parties are allowed to co-govern the country with the military.  相似文献

An isolated perfused kidney model was used to evaluate the effect of hyperglycemia on renal tubular epithelial cell morphology. Ten Sprague–Dawley rat kidneys were perfused with Krebs–Henseleit buffer containing 70 mmol/L of glucose (five for 1 h and five for 2 h). Two control groups consisted of 10 kidneys perfused with Krebs–Henseleit buffer without hyperglycemia (five for 1 h and five for 2 h), and 10 nonperfused contralateral kidneys placed in the same environment for the same duration. The hyperglycemia group had significantly increased renal tubular vacuolization (p < 0.001) compared to both control groups at 1 and 2 h. The isolated perfused kidney model recapitulates the renal tubular vacuolization phenotype found in hyperglycemia and may be a potential tool for the investigation into causal factors in renal histology. The full pattern of the Armanni–Ebstein phenomenon was not, however, reproduced, suggesting that this change requires more time or involves more complex factors.  相似文献
