The article elaborates a framework for understanding the relevance of transnational competence to the dynamics that mark the transformations of our time. Nongovernmental stakeholders interacting through dense civil-society networks that permeate domestic-foreign frontiers bear increasing responsibility for the course of events. Based on linked interests, interorganizational knowledge generation and aggregation, partnerships, and interpersonal/intercultural interactions, they are deeply involved in addressing the many challenges posed by an ever more interdependent world. Transnational competence lubricates transterritorial networks and projects. Here, the authors extend earlier work that posited a worldwide skill revolution both by developing explicit dimensions of transnational competence and by introducing a behavioral component. The new framework provides analytical groundwork for explaining why some people, groups, and networks are more effective than others in forging meaningful transnational solidarities, negotiating and benefiting from the intensifying experience of globalization, and waging successful transnational campaigns. The article also probes how the spread of transnational competence is being facilitated by global migration and transmigration trends. The final section explores the governance implications of expanding transnational competency for the emergent epoch. 相似文献

Existing research highlights that families face geographic, social, and psychological constraints that may limit the extent to which competition can take hold in school choice programs. In this paper, we address the implications of such findings by creating a network of student flows from 11 cohorts of eighth‐grade students in the Chicago Public Schools (CPS). We applied a custom algorithm to group together schools with similar sending and receiving patterns, and calculated the difference in mean achievement between a student's attended and assigned high schools. For all identified school groupings, we found that the students were on average moving to higher achieving schools. We also found that the movement toward higher achieving schools of the top achievement quartile of students was over twice as large as that of the bottom quartile, but that the flows of both the highest and lowest achieving student quartiles were toward higher achieving destinations. Our results suggest that student movements in CPS between the years of 2001 to 2005 were consistent with creating market pressure for improvement as well as increasing segregation by achievement. However, further research into how schools responded to those movements is required to make inferences about the level or consequences of competition generated by choice‐related reforms during that time. 相似文献

Even prior to the country's independence, Africa has always been central to Algeria's foreign policy. Algerian nationalists not only found support on the African continent in their struggle for independence, but they also sought to contribute to the decolonization of Africa and to free it from all forms of neocolonialism. Algerian diplomacy became even more involved in African affairs after independence. Using the Role Approach, this article shows how Algerian policymakers exercised various roles within the structures of the Organization of African Unity and, to this day, in those of the African Union to serve the country's perceived national interests. While from the 1960s through the 1990s, Algerians played the roles of developer, mediator, and anti-imperialist, since the 1990s, they have played the role of antiterrorist in order partly to regain the credibility that the regime had lost during the domestic civil strife. The antiterrorist role has been relatively successful as the country succeeded in greatly improving its relations with the West, the United States in particular. At the same time, though, this had led to a relative neglect of Algeria's bilateral relations with African states which allowed its regional rivals to fill the vacuum. However, since 2013, Algeria has shown some resolve in reclaiming its influence on the continent and to strengthen the role it has played in the structures of the African Union. 相似文献
