Misgovernance in India ranks among its toughest problems to solve. Despite decades of seemingly progressive legislation, there is a simmering dissatisfaction even among those for whose benefits the legislation is designed. The electoral debacle of the UPA government in the parliamentary election of 2014 can be partly attributed to the disenchantment that a vast majority of people felt toward the governance issues. We argue that dynastic politics is the hallmark of many political parties in India and it prevents the emergence of meritorious leadership. Just as we need the process of creative destruction in the economic arena for sustained growth, we need a similar process in the political arena so that local leaders are chosen on the basis of their performance. The success of the new government at the center will depend on whether they succeed in jettisoning centralized decision making and moving the political process in this direction. 相似文献

Twenty Sus scrofa carcasses were used to study the effect the presence of clothing had on decomposition rate and colonization locations of Diptera species; 10 unclothed control carcasses were compared to 10 clothed experimental carcasses over 58 days. Data collection occurred at regular accumulated degree day intervals; the level of decomposition as Total Body Score (TBSsurf), pattern of decomposition, and Diptera present was documented. Results indicated a statistically significant difference in the rate of decomposition, (t427 = 2.59, p = 0.010), with unclothed carcasses decomposing faster than clothed carcasses. However, the overall decomposition rates from each carcass group are too similar to separate when applying a 95% CI, which means that, although statistically significant, from a practical forensic point of view they are not sufficiently dissimilar as to warrant the application of different formulae to estimate the postmortem interval. The Northern Ireland model is best defined as the framing of the political endgame of Northern Ireland’s conflict culminating in the 1998 Belfast Agreement, otherwise known as the Good Friday Agreement. The Northern Ireland model is popularly portrayed as a negotiated settlement. It focuses primarily on the bargain reached by Northern Irish political parties, assisted by British and Irish governments and mediated by US senator George Mitchell. Academics and officials alike use it to explain how the “Troubles” ended and peace was achieved. Conspicuously absent from this model is security. It also grossly understates the difficulty in dealing with a modern insurgency (the Provisionals) and leans too heavily toward skewed post-conflict thinking that views insurgents as “peacemakers” prevented from making peace because of a manifestly poor security response, particularly that of the police force and its intelligence agency (Special Branch). The perspective of politicians and diplomats who brokered the peace settlement prioritizes political negotiations at the expense of the security response; in so doing, the role of security is undermined and overlooked. Most contemporary academic works promote this outlook. Excluding security, however, thwarts a comprehensive analysis of the Northern Ireland conflict and renders any examination partial and unrepresentative. There is therefore a significant intellectual gap in our understanding of how peace was achieved, which this article redresses. Ultimately, it questions the Northern Ireland model’s capacity to assist in other relevant conflict contexts in any practical sense by arguing that a strategy where security pushed as politics pulled brought about peace. Migration has been a major source of human survival, adaptation, and economic change over centuries across regions. Today, more than ever, migration forms a central part of the global flow of humans, practices, and ideas. However, from a social point of view, migration is often considered as a potential source of social disorder and crime. Several explanations have been provided on this aspect in Indian context but none of these provide a sound analysis of the linkage between migration and crime. This paper attempts to investigate empirically the association between interstate migration and crime in India. Our analysis does not show any significant association between interstate migration and crime. Therefore, this study discards the controversial thought that migration is responsible for increasing crime in the nation, and suggests adopting constructive means to control crime rather than staring at migration. 相似文献

The Quantitation of Cocaine on U.S. Currency: Survey and Significance of the Levels of Contamination

It has long been suspected that the illicit distribution of cocaine in the United States has led to a large‐scale contamination of the currency supply. To investigate the extent of contamination, 418 currency samples (4174 bills) were collected from 90 locations around the United States from 1993 to 2009. The extent of their cocaine contamination was quantitated via gas chromatography/mass spectrometry or liquid chromatography/mass spectrometry. The level of cocaine contamination was determined to average 2.34 ng/bill across all denominations ($1, $5, $10, $20, $50, and $100). Levels of cocaine contamination on currency submitted to the Federal Bureau of Investigation Laboratory in criminal cases over the 1993–2001 timeframe had significantly higher contamination than currency in general circulation. A mathematical model was developed based on the background survey that indicates the likelihood of drawing a bill in specific concentration ranges. Using a BB gun, it was shown that a gun‐cleaning oil (GCO) can be wiped from the barrel by a projectile and carried much longer distances than those usually associated with solid gunshot residue (GSR). Analysis of GCO subsequently deposited on a target was performed using pentane extraction and gas chromatography. (Hoppe's GCO was used here as a model.) When a 0.45 caliber handgun was used, analysis reveals that most of the GCO wiped from the barrel does not survive, owing to the elevated temperatures encountered. However, two components of the GCO, a long‐chain fatty acid and its ethyl ester, do survive and can be detected in the bullet wipe. This suggests that GCO may be considered as GSR, uniquely detectable at long distances, and that other chemical compounds could either be added to a GCO or directly to bullets, to serve as identifying chemical tags. 相似文献

Proponents of restorative justice have suggested that its practices have the potential to reduce reoffending by those responsible for a harm. This article examines these claims using the results of two separate studies of the reconviction of offenders dealt with by processes that had restorative characteristics. The first study examines reconviction rates over'a'period'of'six years for a sample of young people who took part in family group conferences. The second study examines outcomes for samples of 100 offenders involved in each of two different community panel pre-trial diversion schemes for adults. One scheme involved offenders and victims meeting together with community panel members to determine outcomes that would repair harm to the victim and contribute to preventing reoffending. The second scheme involved Maori offenders meeting with representatives of their tribe in a setting with spiritual meaning for Maori. Those participating in both the community panel schemes were less likely to reoffend than matched samples of others who had committed similar offenses. There were also economic savings to the criminal justice system when offenders were dealt with by the panels compared to those dealt with by traditional methods. Taken together, these projects indicate that restorative processes and practices can have a positive impact on helping people to avoid reoffending. 相似文献

Abstract Facial composite images are often used in the criminal investigation process to facilitate the search for and identification of someone who has committed a crime. Since the use of facial composite images is sometimes relied upon as an integral part of an investigation, it is important to ascertain information about the various decisions made and procedures implemented by law enforcement regarding the use of composites. A 39-item survey was developed to examine the prevalence of a number of procedures related to composite production, including the systems implemented, criteria for selecting systems, law enforcement training, satisfaction with systems, legal challenges, and procedural issues with respect to interviewing multiple witnesses and the distribution of composite images. Surveys were distributed to 1637 city, state and county law enforcement agencies nationwide; 163 completed surveys were returned. This paper summarizes our survey results and discusses the implications for investigative procedures, law enforcement training, and future research needs. 相似文献
