Abstract Greater numbers of submarines are being acquired in the Asia-Pacific. This development poses challenges in the region for preventive diplomacy, maritime confidence building, and ensuring the safety of submarine operations. However, countries are extremely sensitive about submarine operations and meeting these challenges will be difficult. The article discusses technological developments with submarines and antisubmarine warfare and the implications for regional naval operations. It identifies the risks associated with increased numbers of submarines, particularly in the narrow seas of East Asia, and recommends measures that might mitigate the adverse consequences of submarine proliferation, including enhancing submarine safety. It concludes that there is a pressing need to start discussion of these measures in regional forums. 相似文献

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment. 相似文献

This study aims to address the relative lack of research examining the Canadian experience of terrorism relating to the “Global Salafi Jihad.” The fundamental research question was “What have people living in, or from, Canada been doing to support or advance violent jihad either at home or abroad?” Data were collected on individuals active from the 1980s through to the end of 2011 in an effort to be as exhaustive as possible. They were analysed according to three broad categories: background variables; operational variables; and investigations and outcomes. The sample was further divided into two and results compared according to whether individuals began offending before or after September 11, 2001, in order to assess change over time. The article begins with a brief history of terrorism in Canada, followed by the methodology, analysis of variables, and summary and conclusions. Abstract International communication has come increasingly under the impact of at least three major technological, socio‐economic, and political forces: expanded channels of communication provided by technological developments, democratizing pressures that have brought new voices to be heard in international media and forums, and new but as yet weak mechanisms for the conduct of meaningful dialogue and negotiations. Power politics has been thus increasingly supplemented or supplanted by image politics, questioning traditional boundaries between domestic and international politics, and creating image fixations that have proved occasionally inimical to accommodation of real interests. The symbolic uses of images, on the other hand, have served at least three kinds of cognitive interests: national solidarity, and domestic instrumental and global community. The Iranian hostage crisis, among a number of other contemporary examples, illustrates how these interests were served, symbolically and actually, in domestic as well as international politics. Through a case study of the hostage crisis, me paper concludes with some warnings on the potentials as well as menaces of image politics. 相似文献

In 2013, the Satellite Industry Association (SIA) submitted public comments recommending changes to and requesting clarifications on U.S. government proposals to modify the export-control regulations governing satellite technology. The comments represented a final stage of the decade-long effort to reform the restrictive export-control policy put in place in the late 1990s. To assist in constructing a transparent and effective regime that protects national security and U.S. competitiveness, SIA’s comments contained detailed recommendations to the State Department and Commerce Department that addressed highly technical concerns, attempted to harmonize confusing definitions, and requested additional clarity on jurisdictional questions. Taken in context, the filing represents a perspective on export control policy shared by the bulk of the U.S. satellite industry. 相似文献

This article reports results obtained in an English national quasi-experimental multi-site evaluation of 14 closed-circuit
television (CCTV) projects in residential areas, town and city centers, a city hospital, and car parks (parking lots). Both
police and victimization data were collected before and after the installation of CCTV in target, control and buffer areas,
and police Divisions. The results showed that CCTV was effective in reducing crimes in train station car parks but not in
city centers or residential areas, seemed to be effective in reducing vehicle crimes (but not other types of crimes), and
was most effective when the degree of coverage by CCTV was high and when CCTV was combined with other interventions such as
improved lighting. Implications for situational crime prevention theory are drawn. There was no evidence of displacement or
diffusion of benefits. It is concluded that CCTV needs to be implemented more effectively, based on an analysis of the crime
problem and its causes, and needs to be evaluated using a randomized experimental design.

Since 2001, the federal Project Safe Neighborhoods initiative has instituted a comprehensive effort to reduce gun crimes in local communities across the United States. In South Carolina, the United States Attorney's Office for the District of South Carolina established Project CeaseFire, a localized response to reduce the prevalence of gun crime through targeted prosecution and increased public education. One element of Project CeaseFire was carried out by the South Carolina Department of Probation, Parole, and Pardon Services. The current study utilized a quasi-experimental design to compare firearm-related incidents among a random sample of offenders under community supervision prior to and after the implementation of the SCDPPPS CeaseFire program. Although incidents involving a firearm were rare, the current results did not indicate a reduction in firearm-related incidents among offenders entering supervision after the SCDPPPS CeaseFire program was implemented. Instead, an increase in firearm incidents was observed after CeaseFire implementation. Possible explanations for the observed results are offered along with limitations to the study and policy implications. 相似文献

Much of the recent literature on customary property relations in sub‐Saharan Africa has highlighted underlying characteristics of negotiability and indeterminacy. Custom is prone to reinvention as resource claimants manipulate customary references across multiple forums for property legitimation and authority. This article focuses on the resilience of customary property relations in East Timor. Based on a study of customary authority in the village of Babulo, we conclude that traditional Timorese narratives of first possession, where land authority is claimed by groups that trace descent to a mythic first settler, have acted as adaptive and resilient focal points for the reproduction of customary property relations in historical circumstances of war, colonization, and occupation. While a finding of customary resilience is not new to postcolonial contexts, the relative novelty of our study lies in its structured explanation for resilience in circumstances of war and displacement, based on the social ordering capacity of first possession principles themselves. This explanation, which derives from focal point theories for cooperative property relations, also takes into account a number of limits on the ordering capacity of first possession principles, which support a conclusion of relative or constrained resilience, particularly in terms of contested interpretations of possessory authority in contemporary East Timor. 相似文献
