The emphasis on public participation in contemporary policy discourse has prompted the development of a wide range of forums within which dialogue takes place between citizens and officials. Often such initiatives are intended to contribute to objectives relating to social exclusion and democratic renewal. The question of ‘who takes part’ within such forums is, then, critical to an understanding of how far new types of forums can contribute to the delivery of such objectives. This article draws on early findings of research conducted as part of the ESRC Democracy and Participation Programme. It addresses three questions: ‘How do public bodies define or constitute the public that they wish to engage in dialogue?’; ‘What notions of representation or representativeness do participants and public officials bring to the idea of legitimate membership of such forums?’; and ‘How do deliberative forums contribute to, or help ameliorate, processes of social inclusion and exclusion?’  相似文献

This study considers the use of steering groups and private consultants as sources of policy advice to local governments. More particularly, our research addresses the combined role of a government-appointed working party and consulting firm in the deliberation process precipitating from proposals to renovate/re-build a sports stadium. Through this New Zealand-based case, we explore the political tensions arising from the Working Party's mandates to consult and its role as vehicle to market policy solutions. Data is gleaned from interviews with working party members (and their consultants), observations of public consultations and analysis of documents (e.g., background papers, reports, and press releases). Implications of this institutional arrangement are discussed in light of recurring logics, tensions and paradoxes. We first consider the Carisbrook Working Party as an instrument of policy advice and distinguish its founding logic from other forms such as task forces or commissions of inquiry. We further discuss the paradoxes of the Working Party's procedural and political imperatives including its roles as facilitators of the process, advocates of the “problem,”and as authoritative proclaimers of certainty.  相似文献

This study was designed to explore the relationships between adolescent alcohol abuse and other problem behaviors. Parental socialization practices, particularly support/nurturance, were also examined for common influences on both alcohol abuse and other youthful deviance. Interviews were conducted with a representative household sample of adolescents aged 12–17 years and their parents. The findings support the theory that adolescent alcohol abuse is part of a complex psychosocial problem behavior syndrome and that a high degree of parental nurturance may be a significant deterrence to alcohol abuse and more general deviant behaviors.Grace M. Previous studies suggest that palate shape is a useful indicator of biological ancestry in human remains. This study evaluates interobserver error in ancestry estimation using palate shape and explores palate shape variation in Gullah (descendants of West Africans) and Seminole (Indigenous American) population samples using geometric morphometric analysis. Ten participants were asked to ascribe biological ancestry and shape to 28 dental casts based on a classification scheme employed in previous studies. The mean correct classification was 42.0%, indicating that the likelihood of assigning the correct ancestry is very poor and not significantly different from random assignment (= 0.12). The accuracy analysis based on categorical classification of the casts was complemented by geometric morphometric analysis of nine 3D landmarks reflecting palate shape of 158 casts. Principal component analysis results show no difference between populations regarding palate shape, and cross‐validated discriminant function analysis correctly classified only 62.0% of the specimens. Combined, these results show that previous methods to estimate ancestry are inaccurate and that this inaccuracy is probably due to a lack of palate shape differences between groups, rather than limitation of the analytical method per se. Therefore, we recommend caution should be used when choosing to apply the analysis of palate shape in forensically relevant contexts.  相似文献

Most criminogenic risk assessments are developed and empirically validated on samples of boys or samples comprised of mostly boys, and subsequently applied to girls. Using a sample of male (n = 1,267) and female (n = 453) probationers, the purpose of the current study was to examine the potentially differential performance of the Youth Level of Service/Case Management Inventory (YLS/CMI) and the instrument’s eight domains for female juvenile offenders. Findings revealed gender differences in the predictive validity of the YLS/CMI in which girls scored significantly higher on the risk assessment, but recidivated at significantly lower rates than boys two years following the administration of the assessment. The predictive validity of the instrument was impacted by these gender differences in which the YLS/CMI total score was a better predictor of recidivism for boys (area under the curve (AUC) = .623) than girls (AUC = .565). The only subscales that significantly predicted recidivism for girls were the family (AUC = .607) and personality (AUC = .572) domains, whereas all of the subscales significantly predicted recidivism for boys. Directions for future research as well as gender-responsive assessment, programming, and policy implications are discussed.  相似文献

The US corrections system is the largest provider of mental health care in the country. Suicide is a leading cause of death in corrections facilities with rates of inmate suicide being far higher than the national average. Suicide is an event that can lead to legal action against the facility, staff, and treating health-care providers. Some claims are based on medical malpractice. In this setting, claims may also be brought based on violations of the detainee's constitutional rights. Pretrial detainees and prisoners, alike, have a constitutional right to adequate medical and psychiatric care through the Fourteenth Amendment and Eighth Amendment, respectively. But, there is limited information on constitutional claims made against correctional health-care providers for cases of inmate suicide. To help bridge this gap, the authors conducted a search of federal legal case decisions involving claims against health-care providers for deliberate indifference to a detainee's serious illness or injury in the event of attempted suicide or death by suicide over a 5 year period from 2016 to 2021. Fifteen cases were identified. Five themes emerged from the cases, which could serve as bases for claims against health-care professionals: receiving screening, mental health assessment, treatment, documentation, and attention to facility policies. The cases and their clinical significance are summarized in this article. The materials provide an overview of the problems surrounding correctional suicides and can serve as practice pointers in the corporeal setting.  相似文献

Violence prevention programs are commonplace in today’s schools, though reviews of the literature reveal mixed empirical findings on their effectiveness. Often, these programs include a variety of components such as social skills training, student mentoring, and activities designed to build a sense of school community that have not been tested for individual effectiveness. To fill this gap, we wanted to determine the relationships between specific violence prevention program components and aggression and violence outcomes. Using the U.S. Department of Education’s School Survey on Crime and Safety, we estimated the effects of components of violence prevention programs through analyses with proportional odds logistic regression and Poisson regression models. We found significant relationships between three violence prevention program components (individual attention, mentoring, tutoring, and/or coaching; recreational, enrichment, or leisure activities; and involving students in resolving student conduct problems) and aggression and violence outcomes.  相似文献

This article explores two propositions in the literature on rules of possession. The first is that rules of first possession may form the basis for “spontaneous order.” The article argues that this Hayekian proposition must take into account the relationship between property and authority, including the potential for social disorder when competition for possession combines with competition for public authority. The second is that simple rules of possession provide a baseline response to the problem of social order because of the information costs of property in a large audience context. The article argues that this proposition must take into account correlations between interpretive complexity in rules of possession and the reproduction of authority and social order in circumstances of threatened social disorder. The analysis highlights the significance of authority and enforcement for the design of rules of possession and their relationship with social order.  相似文献

Purpose

A large body of empirical research finds a significant racial gap in the use of exclusionary school discipline with black students punished at rates disproportionate to whites. Furthermore, no variable or set of variables have yet to account for this discrepancy, inviting speculation that this association is caused by racial bias or racial antipathy. We investigate this link and the possibility that differential behavior may play a role.

Methods

Using data from the Early Childhood Longitudinal Study, Kindergarten Class (ECLS-K), the largest sample of school-aged children in the United States, we first replicate the results of prior studies. We then estimate a second model controlling for prior problem behavior.

Results

Replicating prior studies, we first show a clear racial gap between black and white students in suspensions. However, in subsequent analyses the racial gap in suspensions was completely accounted for by a measure of the prior problem behavior of the student – a finding never before reported in the literature.

Conclusions

These findings highlight the importance of early problem behaviors and suggest that the use of suspensions by teachers and administrators may not have been as racially biased as some scholars have argued.  相似文献
