This paper contributes to a rethinking of animal abuse control and animal welfare protection in criminology, specifically, and in the social sciences more broadly. We do this, first, through a broad mapping of the institutional control complex around animal abuse in contemporary Britain. Second, we focus on the institutional strategies and practices, past and present, of the main agency of animal protection, and the policing thereof, in this society, namely the Royal Society for the Prevention of Cruelty to Animals (RSPCA). In looking back to this charity’s growth since the first decades of the nineteenth century at the time of the birth of modern industrial capitalism and also to its current rationale and practices as a late-modern, corporate organisation, we explore the seeming paradox of a private body taking a lead on the regulation and prosecution of illegalities associated with animal-human relationships. Finally, the ideology and strategy of the RSPCA are explored in the context of the often visceral and culturally influential ‘morality war’ associated with proponents, respectively, of animal rights (‘abolition’) and ‘anthropic’ welfare proponents (‘regulation’ and ‘protection’).  相似文献

Scholars have encouraged studies of police decision-making to move beyond the arrest decision into research that broadens the understanding of police behavior. The criminal charge placed by officers against offenders is largely an untouched area of study. Examining criminal charging decisions goes beyond simple dichotomous decisions, such as arrest, but instead explores the area of police leniency or punitiveness. Randomly constructed vignettes describing a domestic violence incident were given to officers from four agencies. Officers indicated the criminal charges they would likely list against an offender if they were to make an arrest. Serious criminal charges were often supported by additional, but less serious, charges. Victim injury and an uncooperative offender were related to the decision to charge a misdemeanor offense. There was a significant negative relationship between the number of charges listed and more experienced officers and officers working in smaller agencies. The implications of this study and directions for future research are discussed.  相似文献

The last few years have seen an opening up of what is considered to be the legitimate terrain of international relations (IR). This move is, for the most part, extremely welcome. Yet, the multiple theoretical and empirical openings in IR since the end of the Cold War have failed to elucidate many of the puzzles, questions and problems posed by the contemporary conjuncture. There are a number of reasons for this failure ranging from the stickiness of Cold War problem fields to IR's continued attachment to systemic-level theories. However, this article focuses less on symptoms than on treatment and, in particular, on how generating a more "public" international relations enterprise might help to connect IR with the core theoretical, empirical and normative terrain of "actually existing" world politics. Taking its cue from recent debates in sociology about how to generate a "public sociology," the article lays out three pathologies that a public IR enterprise should avoid and four ground rules—amounting to a manifesto of sorts—which sustain the case for a "public" international relations.  相似文献

Stephanie Lawson, Professor of International Relations at the University of East Anglia in Norwich, UK, considers the role that the concept of “culture” has come to assume in the study of international politics, especially in relation to the Asia‐Pacific region. Much of the cultural nationalist rhetoric associated with the “Nihonjinron” as well as discourses surrounding the “new Asianism” has had two main consequences. One has been to reinforce static perceptions of culture as a marker of essential difference. On the other hand, some obvious instrumental uses to which it has been put by some political elites in the region has generated a great deal of cynicism about the concept. Taking culture seriously requires a different approach—one which stresses the dynamic properties of culture and its potential role in transcending the “East‐West” divide. The rise of Hansonism provoked a campaign of demonstrations, rallies, marches and walkouts. This movement was frequently received within the media as violent, disruptive, and illiberal. However, I argue that anti-Hanson contention represented a noteworthy form of active citizenship. It contested the presence of the One Nation Party, undermined the ideological claim that Hanson represented 'ordinary' Australians, and garnered substantial publicity. The anti-Hanson campaign was concerned not only with the staging of dissent in public space, but with how that dissent was framed within the public sphere. Reflecting these public dynamics, the anti-Hanson movement moved over time from a reliance on contestational gatherings, that directly opposed the One Nation Party in physical space to autonomous gatherings, that attempted to create separate spaces of anti-racist politics. Ultimately, therefore, the campaign can be understood as a flexible, democratic and self-reflexive form of political mobilisation.  相似文献

When Hurricane Katrina struck New Orleans in August 2005, it greatly disrupted both the physical and social structures of that community. One consequence of the hurricane was the displacement of large numbers of New Orleans residents to other cities, including Houston, San Antonio, and Phoenix. There has been media speculation that such a grand-scale population displacement led to increased crime in communities that were recipient of large numbers of displaced New Orleans residents. This study was a case study of three cities with somewhat different experiences with Katrina's diaspora. Time series analysis was used to examine the pre- and post-Katrina trends in six Part I offenses (murder, robbery, aggravated assault, rape, burglary, and auto theft) to assess any impact of such large-scale population shifts on crime in host communities. Contrary to much popular speculation, only modest effects were found on crime. Social disorganization theory was used to frame both the analysis and the interpretation of these results.  相似文献
