Ten years after unification, Germany still maintains its post-Second World War foreign policy course based on transatlantic multilateralism and European integration despite changes in Germany's international and domestic contexts. This study argues that neither realist nor institutionalist explanations can explain the post-unification pattern of German foreign policy. Instead, continuity and change in this policy can be understood best through a role-theoretical approach based on the civilian power idealtype. Two causal pathways are developed which account for continuity in foreign policy orientation (goals) and strategies while explaining change in the choice of foreign policy instruments. First, the apparent success of Germany's traditional foreign policy role concept during and after unification helped to reify a broad foreign policy consensus around the goals and strategies of an ideal-type civilian power. Second, major foreign policy crises, such as the Yugoslavian wars, stirred the long held hierarchy between the core values of reticence vis-à-vis the use of force (never again German militarism) and the special German responsibility to prevent genocide (never again Auschwitz). The interaction between domestic and foreign expectations provides a promising source for explaining change and continuity in Germany's foreign policy role concept and behaviour.  相似文献

Identifying group affinity from human crania is a long-standing problem in forensic and physical anthropology. Many craniofacial differences used in forensic skeletal identification are difficult to quantify, although certain measurements of the midfacial skeleton have shown high predictive value for group classifications. This study presents a new method for analyzing midfacial shape variation between different geographic groups. Three-dimensional laser scan models of 90 crania from three populations were used to obtain cross-sectional midfacial contours defined by three standard craniometric landmarks. Elliptic Fourier transforms of the contours were used to extract Fourier coefficients for statistical analysis. After cross-validation, discriminant functions based on the Fourier coefficients provided an average of 86% correct classifications for crania from the three groups. The high rate of accuracy of this method indicates its usefulness for identifying group affinities among human skeletal remains and demonstrates the advantages of digital 3D model-based analysis in forensic research.  相似文献

Under the new aid approach, nongovernmental development organizations (NGOs) are expected to move from “delivery” (service delivery projects) to “leverage” (lobbying and advocacy). In line with this international tendency, the Belgian government has signed a pact with the NGO sector in which a move away from delivery and toward leverage is being proposed. Given that Belgian NGOs are heavily dependent on government funding and strongly oriented toward the “delivery” model, this pact implies that a number of NGOs will have to undergo organizational changes. This article shows that there is a major cleavage in the NGO landscape in Belgium. Some organizations clearly favor the leverage, whereas others prefer the delivery roles. Those that are more dependent on government funding tend to incline toward the leverage orientation. The attitudinal orientation toward the leverage model however does not imply that organizations are effectively willing and able to change. A number of identity and legitimacy concerns are perceived by NGOs to be important sources of organizational inertia. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

Abstract: Der Aufsatz beschäftigt sich vorwiegend aus einer theoretischen Perspektive mit Korruption als einer bestimmten Form von Devianz in Kleinstaaten, insbesondere Mikrostaaten: Weisen sie Besonderheiten im Hinblick auf Korruptionsanfälligkeit, das Kosten‐Nutzen‐Verhältnis von Korruption sowie die Korruptionsbekämpfung auf? Zunächst wird eine grobe Kosten‐Nutzen‐Analyse für Kleinstaaten im Hinblick auf Korruption skizziert. Es folgt ein Versuch, darüber hinausgehend strukturelle korruptionserhöhende oder korruptionsreduzierende Einflussfaktoren für das Korruptionsniveau in kleinen politischen Systemen zu benennen. Daraufhin wird anhand eines Stufenmodells diskutiert, wann und gegebenenfalls in welcher Weise Kleinstaaten aktiv Korruptionsbekämpfung betreiben. Einige der in den verschiedenen Abschnitten entwickelten Überlegungen werden am Beispiel Liechtensteins punktuell veranschaulicht. Abstract: Conducted electrical weapons (CEWs) such as the TASER® M‐ and X‐series deliver short high‐voltage, low‐current energy pulses to temporarily paralyze a person by causing electrical interruption of the body’s normal energy pulses. Despite many scientific publications, which classify the health risks of an appropriate use of the TASER device as minor, there still is a continuous uncertainty about possible side effects with human application. Based on a literature search of the National Library of Medicine’s MEDLINE database’s PubMed system of current publications, the following article describes the mechanisms by which the device operates and discusses possible pathophysiological consequences. The majority of current human literature has not found evidence of clinical relevant pathophysiological effects during and after an exposure of professionally applied CEWs. However, to be able to exclude possible health risks, a medical checkup of people who have been exposed to CEWs is essential.  相似文献

Zusammenfassung  Mit der letzten Novellierung des Bundesnaturschutzgesetzes verfolgte der Gesetzgeber die Intention, die vom Europ?ischen Gerichtshof angemahnten Defizite bei den artenschutzrechtlichen Vorschriften im Bundesnaturschutzgesetz zu beseitigen. Dieses Ziel hat der Gesetzgeber im Ergebnis erneut verfehlt. So besteht auch nach der Novellierung weiterhin erhebliche Rechtsunsicherheit bei der Realisierung von Vorhaben und die Bundesrepublik Deutschland l?uft überdies Gefahr, erneut durch den Europ?ischen Gerichtshof verurteilt zu werden. Der Beitrag stellt zun?chst die artenschutzrechtlichen Anforderungen der FFH- und Vogelschutzrichtlinie dar, um sodann anhand der neuen artenschutzrechtlichen Vorschriften im Bundesnaturschutzgesetz Defizite bei der Umsetzung des europ?ischen Artenschutzes in das deutsche Recht aufzuzeigen.  相似文献
