In addition to public administrations and public managers, there is increasing interest in studying citizens’ interactions with and views toward government from a comparative perspective in order to put theories to the test using cross‐national surveys. However, this will only succeed if we adequately deal with the diverse ways in which respondents in different countries and regions perceive and respond to survey measures. This article examines the concept of cross‐national measurement equivalence in public administration research and explores methods for establishing equivalence. Two methodologies are examined that test and correct for measurement nonequivalence: multiple‐group confirmatory factor analysis and multilevel mixture item response theory. These techniques are used to test and establish the cross‐national measurement equivalence of two popular measurement constructs: citizen satisfaction with public services and trust in public institutions. Results show that appropriately dealing with nonequivalence accounts for different forms of biases that otherwise would be undetected. The article contributes to the methodological advancement in studying public administration beyond domestic borders.  相似文献

Das Betreten und der Aufenthalt in der Natur sind in Österreich eine Selbstverständlichkeit. Ein Blick auf die rechtlichen Grundlagen offenbart allerdings eine Diskrepanz zwischen tatsächlicher Übung und Rechtsordnung, die die Juristerei seit einem Jahrhundert beschäftigt. Die folgenden Überlegungen thematisieren erstmals die Möglichkeit, den Erholungs suchenden in Österreich ein verfassungsgesetzlich gewährleistetes Recht einzuräumen. Ausgehend von einem konkreten Formulierungsvorschlag geht es um den möglichen Inhalt eines derartigen Grundrechts und darum, wie ein Ausgleich mit anderen geschützten Rechtspositionen gefunden werden kann.  相似文献

The concept of clustering of multilateral environmental agreements (MEAs), i.e. the integration of groups of MEAs or parts thereof, has acquired prominence in recent discussions about reforming international environmental governance. Understood as a continuing process, clustering of MEAs aims at advancing the ongoing process of integrating the elements of this system more systematically and dynamically. This paper proceeds in three steps. First, it demonstrates that a distinction needs to be made between clustering of organisational elements of MEAs and their functions, since the conditions and the effects of their integration differ significantly. Second, it argues that – in contrast to several existing approaches that seek to build clusters starting from similarities in one dimension – any attempt to integrate elements of MEAs needs to be based upon the analysis of a range of factors that influence the prospects of such integration (including overlap of membership and issues, practical feasibility, legal obstacles, and functional requirements). Third, the article contrasts the main potential benefits of a clustering of MEAs, namely efficiency gains and an increase in the coherence of international environmental governance, with the main challenges of international environmental policy, namely reaching agreement, implementing such agreement effectively and preventing/managing inter-institutional conflict. While clustering cannot be expected to make a significant direct contribution to addressing these challenges, it has a potential to economise and enhance the system of international environmental governance with positive indirect effects promoting better international environmental protection in the longer term.  相似文献

Manufactured fibers derived from natural origins include viscose rayon, azlon, and polylactic acid (PLA). A 2‐year study was conducted to document any changes these fibers undergo as a result of exposure to various environmental conditions. Fabric swatches representing each fiber type were exposed to freshwater, saltwater, heat, cold, ultraviolet light, or composter conditions. Fibers from the swatches were periodically analyzed using polarized light microscopy and Fourier transform infrared microspectroscopy. Fiber solubility and melting‐point behavior were measured every 6 months. Except for the complete degradation of viscose rayon in the composter, saltwater, and freshwater environs, no changes in the optical properties, infrared spectra, solubility, or melting points of the remaining fibers in any of the environments were observed. However, microscopic morphological changes were observed in fibers from two azlon swatches submerged in freshwater and saltwater, two PLA swatches exposed to ultraviolet light, and two viscose rayon swatches exposed to ultraviolet light.  相似文献

EU politics is strongly shaped by the activities of experts and professional actors with special knowledge of EU-specific rules, standards, semantics and institutional procedures. These EU professionals serve as important transmitters and brokers of European affairs in national contexts. They bundle and represent interests, provide information on EU policy proposals or support local and national organizations in their attempts of obtaining EU funding. In this way, these specialized actors have an important intermediary position between the “Eurocracy” and national citizenries as well as local addressees of EU policymaking. Building on classical and contemporary sociological discussions on the problem of professionalization in politics and on interview data the article analyzes the activities of these actors and scrutinizes what particular practices and strategies of interest mediation and policy transfer look like. What types of transmission and mediation can be found? Can EU professionals really be regarded as mediators and transmitters between European and local interests, or should they rather be seen as a relatively closed and self-referential group of specialists using their special competences mainly for their own sake and for positioning themselves within closed expert circles? Which difficulties and limitations can be seen with regard to practices and strategies of mediation in contemporary EU affairs?  相似文献

Fresh water has no substitute, and its availability has been declining sharply around the globe. In Asia, China's role as a multidirectional and transborder water provider is unmatched. Analysis of China's behavior towards its transboundary rivers is therefore pivotal. By examining three different case studies—the Mekong River in Southeast Asia, the Brahmaputra River in South Asia and the Irtysh and Ili Rivers in Central Asia—this article seeks to lay the theoretical groundwork for understanding China's behavior. It pits previously applied realist rationales against the more recent notion of desecuritization strategies and makes a case for the latter. While desecuritization implies non- or de-escalation, it does not necessarily mean genuine long-term cooperation. The future of Asia's shared waters may thus be a contentious one.  相似文献

Traditionally, the virtue of democratic elections has been seen in their role as means of screening and sanctioning shirking public officials. This article proposes a novel rationale for elections and political campaigns considering that candidates incur psychological costs of lying, in particular from breaking campaign promises. These nonpecuniary costs imply that campaigns influence subsequent behavior, even in the absence of reputational or image concerns. Our lab experiments reveal that promises are more than cheap talk. They influence the behavior of both voters and their representatives. We observe that the electorate is better off when their leaders are elected democratically rather than being appointed exogenously—but only in the presence of electoral campaigns. In addition, we find that representatives are more likely to serve the public interest when their approval rates are high. Altogether, our results suggest that elections and campaigns confer important benefits beyond their screening and sanctioning functions.  相似文献

Domestic savings are an important prerequisite for capital formation and growth. In this paper we analyze a new channel through which institutions influence aggregate savings and economic development. Whereas research in the field of savings decisions concentrates largely on the level of the individual, the literature on institutions and growth as well as on aggregate savings formation focuses on the aggregate, national level. First, we develop a framework that brings together both lines of reasoning, arguing that institutions may influence the individual savings decision as well as national savings in aggregate. This potential for institutional quality to influence economic performance has been neglected so far. Second, we build upon the empirical literature on aggregate savings formation and provide results supporting our hypothesis that better economic institutions drive aggregate savings formation upwards. By contrast, we do not find such effects in the case of the political environment. Our findings are robust when checked against a number of changes in explanatory variables, estimation methods and the treatment of instruments.  相似文献
