Food sovereignty, as a counter-movement to the food regime, includes a range of struggles, and is evidently quite elastic as a discourse and practice. Because the food regime itself is evolving and restructuring, food sovereignty embodies movement. In its ‘second generation’ phase it operates on both rural and urban fronts, separately and together, connecting producers, workers, consumers and various activist organizations. Nevertheless, it is important to recognize food sovereignty's origins in the global agrarian crisis of the last three decades. Small producers (peasants, farmers, pastoralists, fishers, forest-dwellers) continue to experience massive displacement by World Trade Organization (WTO)-style ‘free trade’, overlaid with new displacements by fiat, force and finance as land grabbing in various forms proceeds apace. This is a key theme in a response to Henry Bernstein's questions about the character of the food sovereignty movement. 相似文献

Current efforts at administrative reform in both developed and developing countries have invariably focused on the critical issue of provision of public goods and services. The accumulated experience and attendant innovations are therefore vast. Few attempts have been made to pull this experience together and draw salient features which might be of use to newcomers to the task of improving provision of public goods and services. This article draws on a panel of experts and government officials convened by the author who have reflected and/or experimented with innovative approaches to public good and service provision. After discussing the role of the state, market and civil society relative to public goods and services, the article lays out a set of basic institutional options for innovations in provision. AbstractThe current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. Research investigates the attitude to the information disclosure via website, analysing a sample of 287 Italian and Spanish municipalities. A Tobit regression approach is adopted to explore the main determinants of e-disclosure. The findings show that municipality’s factors like Internet visibility, wealth and leverage play an important role to determine the level of e-disclosure. In addition, a cluster analysis highlights that in Italy there is a greater level of e-disclosure than in Spain, revealing a set of specific elements that characterize municipalities with higher disclosure. 相似文献

A 49-year-old male pharmacist suffering from depression phoned the emergency services telling of how he had ingested barium chloride. He was found semicomatose in bed and resuscitation attempts were to no avail and he died at the scene. A white plastic container labelled "Barium chloride... Poison", and a book with a writing on a blank page... "give sulphate... SO(4)" were found.At autopsy, 1l of whitish-yellow fluid was found in the stomach.Autopsy barium levels were: blood 9.9mg/l; bile 8.8mg/l; urine 6.3mg/l; gastric 10.0g/l.Cause of death was given as cardiorespiratory arrest due to barium chloride poisoning.The issue of barium toxicity in a variety of itatrogenic and non itatrogenic situation is discussed together with the two only other cases of suicidal barium ingestion, and the feasibility of early intervention at the scene by an emergency team. 相似文献

The last three decades have witnessed the spread of employee empowerment practices throughout the public and private sectors. A growing body of evidence suggests that employee empowerment can be used to improve job satisfaction, organizational commitment, innovativeness, and performance. Nearly all previous empirical studies have analyzed the direct effects of employee empowerment on these outcome variables without taking into account the mediating role of employee attitudes. This article contributes to the growing literature on employee empowerment by proposing and testing a causal model that estimates the direct effect of employee empowerment on performance as well as its indirect effects as mediated by job satisfaction and innovativeness. The empirical analysis relies on three years of data from the Federal Human Capital Survey/Federal Employee Viewpoint Survey and a structural equation modeling approach, including the use of lagged variables. The results support the hypothesized causal structure. Employee empowerment seems to have a direct effect on performance and indirect effects through its influence on job satisfaction and innovativeness, two key causal pathways by which empowerment practices influence behavioral outcomes. 相似文献

The U.S. Congress created the Small Disadvantaged Business (SDB) and Women‐Owned Small Business (WOSB) programs to promote fairness in government contracting. In this article, the authors examine whether increases in racial and gender representation in federal agencies correlate with the proportion of contract dollars awarded to women‐ and minority‐owned firms. Using the theory of representative bureaucracy as a starting point, they find evidence that increases in passive minority representation result in a larger proportion of contract dollars awarded to minority‐owned firms, which comports with previous empirical research. There is no evidence, however, that female representation leads directly or indirectly to substantive benefits for women‐owned small businesses. Given that the findings for women do not support representative bureaucracy, the authors provide potential alternative explanations. Specifically, they consider gender bias, social identity, and the “queen bee” phenomenon as possible explanations for why women are less inclined to advocate for other women. 相似文献
