The Election of African American State Legislators in the Modern South

This study is the most comprehensive analysis of the election of black state legislators in the American South. We start with the election of Leroy Johnson to the Georgia Senate in 1962, the first African American to win a state legislative seat in the modern South. We also document the election of all subsequent African Americans who were the first to enter their southern state legislative chambers. Next, we assess the factors influencing the election of southern black state legislators from the 1970s through 2015. Because of notable long-term changes to the southern electorate and alterations in the racial composition of legislative districts, there has been substantial variation in the likelihood of electing black lawmakers. Our final analysis highlights the undeniable reality and broader significance that the increasing share of southern African American state legislators has occurred at the same time that Republican representation has grown at a greater rate.     

MOTHERING,FATHERING, AND DIVORCE: THE INFLUENCE OF DIVORCE ON REPORTS OF AND DESIRES FOR MATERNAL AND PATERNAL INVOLVEMENT*

The present study investigated the extent to which young adults' reports of—and desires for—maternal and paternal involvement differed between intact and divorced families. An ethnically diverse sample of 1,376 young adults completed measures of reported and desired mothering and fathering across 20 parenting domains. Results indicated that both reports of and desires for father involvement differed sharply by family form (intact versus divorced), whereas few family form differences emerged for reported or desired mother involvement. These findings are discussed in terms of implications for custody and access decisions within the family court system.     

Scaling Residential Retrofits in New York City: Financing,Standardization, and Streamlining

Energy efficiency is a multiple-win opportunity for reducing global warming pollution, providing energy and cost savings, improving local environmental quality, and increasing the resilience of our built environment. In 2030, 85 percent of New York City's building portfolio will be comprised of buildings that exist today. Scaling up building retrofits and creating the policy environment to grow the building retrofits industry in New York City is critical to achieving the city's economic, local and global environmental, public health, and resilience goals. This article proposes scaling up the city's innovative residential energy efficiency efforts through a home efficiency Web portal, accelerating and stitching innovative programs together as they grow, leveraging post-Sandy recovery funding for building performance improvements, and moving stepwise towards certain mandates for energy performance among the city's smaller private buildings.     

Americans’ Knowledge of Their Local Judges

What do Americans know about their local judges and how do they know it? One of the central arguments in the debate over judicial elections is whether voters know enough about judicial candidates to make an informed democratic choice. The vast majority of criminal and civil matters in the U.S. begin with and filter through the local state courts. But judicial scholars know little about what explains the variance in voters’ knowledge of their courts and judges. This paper draws on survey data from the 2012 Cooperative Congressional Election Study to investigate the origins of voter knowledge of local judges. A central finding of this study is that rural voters are a lot more knowledgeable about their local judges than are urban voters, ceteris paribus. This finding has significant consequences for the debate over the ways in which states structure their elections for local judges.     

Longitudinal Associations between Maternal Involvement,Cultural Orientations,and Prosocial Behaviors Among Recent Immigrant Latino Adolescents

Prosocial behaviors (i.e., actions that benefit others) are important markers of healthy social functioning, and understanding the factors that predict such outcomes among recent immigrant Latino adolescents is important. The current study examines the longitudinal associations between maternal involvement and prosocial behaviors via collectivism values. Data comes from a longitudinal project (Construyendo Oportunidades Para los Adolescentes Latinos) of 302 recently immigrated U.S. Latina/o adolescents (53.3% male, average age?=?14.51 years old). The current study uses data from three times points across 2 years. The results demonstrated that maternal involvement was positively associated with collectivism values. Collectivism was positively associated with changes in prosocial behaviors. There was also partial support for a reverse-causal model. Discussion focuses on the links among parenting, cultural values, and prosocial behaviors among immigrant U.S. Latina/o adolescents.     

Beyond the Pale? Exploring Prospects for Negotiations with Al Qaeda and the Islamic State

ABSTRACT

This article argues that prospects for negotiations with Al Qaeda and the Islamic State have been undertheorized. Drawing on nearly two thousand pages of primary source material— all issues of Inspire and Dabiq magazines published at the time of writing—it examines these groups' statements about their motivations for violence, their objectives, and their views about the possibility of dialogue with the West. It finds stark differences in all three areas and suggests that assumptions that have prevented theorizing about negotiations with these groups should be revisited.
