Neoliberalism and Academia in Morocco

This article analyses the impact of international aid flows and the process of global market integration in Morocco on the role of academia—meaning research, teaching and intellectual debate conducted largely, but not solely, through publications and conferences—in social and political change. Drawing upon interviews and analysis of secondary sources, the article suggests that international development agencies working in Morocco and national policy strategies to further globalisation have had consequences for academic research and outputs as well as on intellectual debate in general. The first effect is to support the cultivation of an academic elite in the social sciences and humanities whose research agenda is often connected to national and international policy agendas and, likewise, to limit the evolution of a broader-based national or regional academic debate based on independent research. The second is to raise the importance of private higher education, which is focused for the most part on teaching and not on independent research. The impact of both has been to undermine the status of the academic profession and the role of higher education in pushing forward public debate on critical issues beyond programmatic concerns, for instance illiteracy or migration; and to address more fundamental questions, such as adherence to neoliberal policies or the pervasiveness of political and social alienation in Morocco. More importantly, the decline of public higher education has symbolic significance in that it reflects disassociation of the state from supporting a connection between craft, identity and citizenship. Taking into account the consequences of the impoverishment of higher education for training, research and critical analysis, the article ends by calling on aid agencies to regard academic research and public universities as means to reinvigorate public debate and new thinking around national and local development issues.     

Land Use Litigation and Low-Income Housing: Mandating Regional Fair Share Plans

With its opinion in Mt. Laurel the New Jersey Supreme Court has written a new chapter in the law of exclusionary zoning and land use regulation. The carefully reasoned and innovative opinion may even prove to be the Magna Carta of suburban low- and moderate-income housing opportunity.     

Scary Pictures: How Terrorism Imagery Affects Voter Evaluations

Journalists, candidates, and scholars believe that images, particularly images of war, affect the way that the public evaluates political leaders and foreign policy itself, but there is little direct evidence on the circumstances under which political elites can use imagery to enhance their electoral chances. Using National Election Studies (NES) panel data as well as two experiments, this article shows that, contrary to concerns about the manipulative power of imagery, the effect of evocative imagery can enhance candidate evaluations across partisan lines when they originate from the news but are more limited when they are used for persuasive purposes. By looking over time, the three data sets demonstrate different circumstances in which terrorism images have different effects on candidate evaluations—crisis versus non-crisis times and through news exposure versus direct use by a candidate. The NES data reveal that exposure to watching the World Trade Center fall on television increased positive evaluations of George W. Bush and the Republican party across partisan boundaries in 2002 and 2004. The news experiment that exposed subjects to graphic terrorism news in a lab in 2005/2006 increased approval of Bush’s handling of terrorism among Democrats. Lastly, an experiment where hypothetical candidates utilized terrorism images in campaign communication in 2008 demonstrates that both parties’ candidates can improve evaluations of their foreign policy statements by linking those statements to evocative imagery, but it is more effective among their own party members.     

Sexual assault nurse examiners' perceptions of the revictimization of rape victims

While Sexual Assault Nurse Examiner programs have improved the treatment of rape victims by offering more compassionate and thorough treatment, SANEs believe victims continue to face revictimization by the medical, criminal justice and legal systems. The purpose of this research is to explore SANEs' perceptions of the revictimization of rape victims by the police, legal system and medical system. Data from interviews with 39 Sexual Assault Nurse Examiners from four East Coast states reveal that most SANEs believe that the medical, criminal justice, and legal systems wield the power to revictimize rape victims. SANEs were more likely to cite the criminal justice system as a source of revictimization, followed by the medical system and legal system. According to SANEs, police contribute to victims' distress through failure to ask questions in a sensitive manner, failure to proceed with investigations, and by asking victim-blaming questions. Revictimization by the legal system results when charges are never filed, cases are postponed or dropped, plea bargains are unsatisfactory, and victims' character and credibility are questioned. Revictimization by the medical system is marked by long waits for medical attention.     

The Gag Reflex: Disgust Rhetoric and Gay Rights in American Politics

Political scientists have increasingly looked to the role that disgust plays in shaping public opinion and attitudes. This emotion plays an important role in building and reinforcing boundaries in the polity. It is particularly important in shaping attitudes toward gay rights. We analyze data from the 1993 American National Election Studies (ANES) data and two original studies. We find that disgust is a powerful but contingent rhetorical tool. It can powerfully shape public attitudes, especially on issues of sexual purity, but that efficacy must come with a strong caveat: our findings show that some members of the public will reject disgust rhetoric as an indignant reaction against the speaker.     

Personality traits of municipal politicians and staff

Abstract: Conflict between elected officials and civil servants is not an uncommon occurrence at the city level and it may at times paralyze the organization. The purpose of this article is to determine whether certain basic personality traits among municipal politicians and public servants could explain why the two groups have differing perspectives and why they may at times have difficulty working together. While they can be a source of considerable tension, these differing traits can also be seen as complementary, in which case they might enhance the organization's performance. Sommaire: Les conflits entre les responsables élus et les fonctionnaires ne sont pas quelque chose de rare à l'échelle des villes et ils peuvent parfois paralyser l'organisme. L'objet du présent article est de déterminer si certains traits de personnalité chez les responsables politiques municipaux et les fonctionnaires pourraient expliquer pourquoi les deux groupes ont des perspectives différentes et pourquoi ils peuvent parfois avoir des difficultés à collaborer. Alors qu'ils peuvent être une source de tension considérable, ces différents traits de personnalité peuvent aussi être considérés comme complémentaires et, dans ce cas, ils pourraient renforcer la performance de l'organisme.
