The Question of Religion and World Politics

ABSTRACT

In this essay we introduce this special volume on the role of religion in world conflict. We develop a common definition of religion which focuses on five ways religion can influence society and politics: (1) as a basis for identify; (2) as a belief system that influences behavior; (3) through formal religious doctrines; (4) as a source of legitimacy; and (5) through its religious institutions. We discuss why the issue of religion has in the past received little attention from social scientists. Finally, we develop a set of common questions which the other authors in this volume address. These questions are designed to create a better understanding of the role religion plays in world conflict as well as how international relations theory can help us understand this role.     

The Rules of the Game—Nationalism,Globalisation and Football in Spain: Barça and Bilbao in a Comparative Perspective

This paper discusses the triangular relation between nationalism, globalisation and football in Spain. The aim of the work is to compare the way two Spanish football clubs—the Catalan FC Barcelona (known as “Barça”) and the Basque Athletic Bilbao—respond to the challenges posed by the game's globalisation, and through this comparison learn about the nexus between nationalism and globalisation. The main claim is that the differences between the two clubs’ behaviour can be attributed to varying characteristics of Basque and Catalan nationalism. Focusing on different path dependency, the development of a civic Catalan nationalism is contrasted with the growth of Basque nationalism as essentially ethnic. These characteristics emerged and crystallised primarily during the regions’ industrialisation, and the nationalist response to this advent of modernism would later shape the response to post-modern globalisation. The diametrically opposed ways in which the two football clubs react to the game's globalisation reflect the significant differences between the two national movements’ core values. This illustrates the importance of path dependency as a factor that produces diverse responses to globalisation—the results of which are not predetermined.     

Israel and the West Bank Palestinians

Israeli Jews and Palestinian Arabs in the region west of theJordan River have, in effect, constituted a bicommunal polityfor much of this century. Little academic attention, however,has been given to a bicommunal perspective on Israeli-Palestinianrelations. Three theoretical models for understanding bicommunalpolities are suggested at the outset of the article: dual authority,control, and shared rule. Within the control model, two variationsare identified: the joint control system that describes the1967–1976 period and the competitive control frameworkthat has replaced it. The failure of both systems of controlto provide stability and the likelihood that a dual authoritywill be unable to provide stability suggest a need to considera special version of shared rule in the West Bank.     

The Impact of Political Debate on Government Trust: Reminding the Public What the Federal Government Does

Americans' confidence in government is low by historical standards. We fielded a national telephone survey to examine influences on government confidence and whether public discontent was affected by altering the salience of specific government operations. We used a question order experiment where we alternated between first asking a general question about confidence in government and first asking about confidence in specific government operations. We found that posing the specific policy questions first elevated general confidence more than the reverse. The largest and most noticeable effects were observed for Republicans and those most knowledgeable and attentive to politics. Findings of context effects and the partisan subgroup differences are consistent with existing theories on public opinion change as well as with previous question order experiments. But, evidence that the cognitive elite was especially influenced by question order challenges previous theories that presumed that its sophistication made it immune to influence. We suggest that education and political knowledge expand rather than contract the opportunities for priming.     

Ethical Issues of Bioterror

Bioterrorism has global implications, especially with regard to the use of contagious bio agents or “epidemic generators” with a high potential for causing epidemics. The grave medical implications of a bioterror attack are obvious, but some of the related ethical issues are often overlooked. Moral issues associated with the threat and with the attack may carry long-term consequences, which may shake the rudiments of democratic societies. Some of these efforts may be aided by regulations, laws, and enforcement. The best results will be achieved by a sense of responsibility and understandings of the public.
